XML Paper Specification (XPS) is Microsoft’s fixed-page document format. An XPS file stores each page with its appearance already fixed for viewing or printing, so the layout looks the same on every device that opens it. The format is named for its use of XML, and it is closely tied to Windows printing and viewing. Its open standard cousin, OpenXPS, uses the .oxps extension and is a related but separate format.

What XPS stands for and what it does

XPS stands for XML Paper Specification. Microsoft describes it as a set of conventions for using XML and other widely available technologies to describe the content and appearance of paginated documents. In plain terms, an XPS file records where every line, image and piece of text sits on each page. It is built for pages that must print or display exactly as designed, not for text that reflows when a window is resized.

Microsoft’s XPS Specification and Reference Guide, listed on the Microsoft Download Center as version 1.0 with a publication date of July 15, 2024, is the official reference for the format. Microsoft’s own documentation ties XPS to Windows print and spool workflows, which is one reason you will most often meet XPS files in printing or document-output situations.

XPS and OpenXPS are related, not identical

Many people use “XPS” to mean any file ending in .xps or .oxps. That is a simplification. Microsoft’s original XML Paper Specification is commonly identified by the .xps extension. Open XML Paper Specification, branded OpenXPS, is a separate standard that Ecma International published as ECMA-388. The first edition was published in June 2009. The Library of Congress describes OpenXPS as based on Microsoft’s proprietary XPS, but notes that Ecma’s TC46 technical committee introduced substantive changes. Treat the two as relatives that share a design lineage, not as interchangeable names for one file type.

The practical consequence is that a file with the right extension is not guaranteed to behave the same way in every application. Some software may open one format and not the other, or treat both with different fidelity. If a file will not open, confirm its extension before assuming the file is damaged.

Can Windows open XPS files?

Microsoft documentation states that Windows 8 supports OpenXPS alongside the existing XPS format, and that the Microsoft XPS Viewer and the Windows 8 Reader app can open both. Microsoft’s XPS overview describes XPS and OpenXPS as supported in Windows 8 and later.

That is documented capability, not a guarantee about a particular machine. Whether a viewer is installed or enabled depends on the Windows version and how the device was set up. If you need to open a file, check first for XPS Viewer through the Windows search box. If it is missing, use the Reader app described in Microsoft’s documentation, or another application that handles these formats. Keep in mind that not every third-party program supports both extensions, so verify support before relying on one.

For printer development, Microsoft’s current driver guidance recommends the IPP inbox class driver and Print Support Apps for Windows 10 and 11. That matters to driver developers rather than to people who simply need to open a file.

Why use a fixed-page format instead of an editable document?

An editable word-processing file is designed to change. Its line breaks, pagination and fonts can shift when it is opened on a different machine, printer or screen size. A fixed-page format does the opposite. Each page carries its appearance with it, which suits documents where the printed or displayed result must not drift:

  • Output that must match a reviewed layout, such as forms, reports or archived pages
  • Print pipelines in which the spool file should reproduce the page the user saw
  • Situations where the reader should view a document but not easily alter it

The trade-off is editability. Fixed-page files are poor choices for documents that someone will revise, because the content is not stored as a flowing, editable text structure in the way a Word document is.

How XPS compares with PDF

XPS and PDF are both page-oriented formats, which is why people often compare them. Each describes how pages look rather than how text should flow. Beyond that shared concept, the available documentation for this topic does not support a detailed feature-by-feature ranking. If you are choosing a format for sharing or archiving, check the specific requirements of your recipient, your printer and your software rather than relying on a general comparison. Do not assume the two formats are interchangeable: an XPS file is not a PDF file with a different name, and a PDF viewer will not necessarily open an XPS or OXPS document.

Quick checks when you encounter an XPS file

  • Look at the extension: .xps points to Microsoft’s XPS, .oxps points to OpenXPS.
  • Note the Windows version. Documented support starts with Windows 8.
  • If the file will not open, try XPS Viewer or the Reader app first, then another application that explicitly lists support for the matching extension.
  • If you need to change the content, request the original editable document rather than trying to edit the fixed-page file.

Used this way, the definition becomes practical: XPS is the format to expect when a file is meant to look fixed on the page, and .oxps files belong to the standardized OpenXPS family rather than to Microsoft’s original format.
