Microsoft announced Xbox Cloud Gaming in the Xbox app for Windows 10 on September 14, 2021. Game Pass Ultimate members in 22 countries could select cloud-enabled games and play without installing them locally. Windows 11 was not the operating system named in that launch announcement; Xbox’s later compatibility guidance lists Windows 10 version 20H2 and later, a platform range that includes current Windows 11 PCs.

What Microsoft launched on September 14, 2021

The 2021 announcement added direct cloud streaming to the Xbox app on Windows 10. Xbox said Game Pass Ultimate members in 22 countries could open the app, choose its cloud-gaming section, and start a compatible Game Pass title from the library. A compatible controller was required for the games covered by the announcement.

Xbox described the change as bringing cloud play into the app rather than requiring the browser route used earlier that year. Its launch wording said Game Pass members who had been using Xbox Cloud Gaming in a browser could now use the service “directly from the Xbox app.” The 22-country figure applies to that 2021 rollout and is not a statement of current availability.

Cloud Gaming was not Remote Play

The same Xbox update discussed Xbox Remote Play, but it is a different feature. Cloud Gaming runs a supported game on Microsoft’s cloud infrastructure and streams it to your device. Remote Play streams games from your own Xbox console over a network connection. Owning a console is therefore not a prerequisite for Cloud Gaming, while Remote Play depends on one.

The April 2021 browser beta came first

On April 19, 2021, Xbox announced a limited beta for Windows 10 PCs and Apple phones and tablets through web browsers. Invitations went to selected Game Pass Ultimate members, and Xbox said that test covered 22 supported countries.

That browser experiment used xbox.com/play; it was not the Xbox-app rollout announced in September. Keeping the two milestones separate explains why contemporary reports may mention both a browser beta and an app beta.

What “Windows 11” means in this launch story

The historical announcement specifically said Windows 10. Xbox’s December 19, 2025 getting-started guide lists Windows PCs running Windows 10 version 20H2 or later as supported. Because that requirement covers the Windows 11 era, a compatible Windows 11 PC fits the current platform guidance, but the 2021 announcement itself should not be rewritten as a Windows 11 launch.

The 2025 guide also says Cloud Gaming is out of beta. “Beta” is therefore the label for the 2021 service state, not the current status described by Xbox in that guide.

Current requirements and setup

Subscription eligibility

The September 2021 Windows-app launch required Game Pass Ultimate. Xbox’s December 2025 guide names Game Pass Essential, Premium, and Ultimate as plans that include Cloud Gaming. Plan benefits and availability can change, so check Xbox’s current plan page before subscribing; the historical Ultimate requirement should not be applied to the later guide.

Windows and app access

  1. Use a Windows PC that meets Xbox’s current listing of Windows 10 version 20H2 or later.
  2. Open the Xbox app and sign in with the Microsoft account tied to an eligible Game Pass plan.
  3. Choose the app’s cloud-gaming entry, browse the available Game Pass library, and select a game.
  4. Connect a supported controller when the game requires one, then start streaming.

Xbox supports other device groups—including consoles, Macs, Chromebooks, handhelds, Android and Apple mobile devices, smart TVs, streaming devices, and Meta Quest headsets—but some of those devices use a browser rather than the Windows Xbox app.

Controller and input support

Xbox says most games require a gamepad. It describes support for official Xbox controllers, partner controllers, and verified third-party devices such as 8BitDo, GameSir, Backbone, and Sony DualSense. Some games support mouse and keyboard or touch controls when both the device and the individual game support them. No particular controller model is mandatory in the cited guidance, so an existing compatible pad may be enough.

Network connection

Xbox recommends at least 20 Mbps for a stable cloud-gaming session. It recommends wired Ethernet where possible; 5 GHz Wi-Fi or 5G can also work on capable hardware. These are Xbox recommendations, not guarantees of latency, resolution, or image quality, which also depend on local network conditions and distance to the service.

Is Xbox Cloud Gaming still in beta?

No. Xbox’s December 2025 getting-started guide says Cloud Gaming is out of beta and identifies it as part of the Essential, Premium, and Ultimate plans. The beta wording remains accurate when describing the 2021 Windows-app launch, but it is not the current service status given in that guide.

What the launch changed for PC players

The practical change was convenience: eligible members could stream a supported Game Pass game from the Windows Xbox app instead of downloading a full installation. It did not make every PC game cloud-playable, remove the need for a controller in most cases, or guarantee identical results across networks.

Xbox’s December 2025 guide reports a 45% year-over-year increase in Cloud Gaming hours. That is a company-reported usage figure, and the guide does not describe its measurement methodology.
