World Rugby has until the 2027 Rugby World Cup in Australia to address the officiating and foul-play controversies that rugby columnist Paul Cully says are eroding confidence in the game. His immediate example is the Wallabies’ Perth Test against South Africa: Cully’s column reports four yellow cards for Australia and says Hunter Paisami received a four-game suspension after a high tackle on Sacha Feinberg-Mngomezulu. The suspension length and any appeal outcome are not independently confirmed by the official material available here.
What happened in the Perth Test?
In his 3 October 2026 opinion column, Paul Cully argues that disputed officiating and disciplinary decisions amount to a farce World Rugby must fix before the 2027 World Cup. He cites Australia’s Perth Test against South Africa, reporting four Wallabies yellow cards and a four-game suspension for Hunter Paisami after a high tackle on Sacha Feinberg-Mngomezulu. Those are details reported by Cully’s column, not an official ruling on the quality of the match officiating.
Rugby Australia confirms that Paisami was cited by SANZAAR after the match, following a yellow card for a high shot. The available official material does not establish the disciplinary panel’s reasoning, independently verify the reported four-game term, or show whether an appeal changed the outcome. It is therefore not possible to give a definitive account of why the panel imposed that length of suspension.

What does the law say about dangerous tackles?
World Rugby’s 2026 update to Law 9.13 says: “A player must not tackle an opponent early, late or dangerously.” It describes dangerous tackling as including a tackle that leads to head contact or contact above the relevant sanction line in open-field play. The wording was approved by World Rugby Council on 17 June 2026 and was to appear in law materials from 1 July 2026.

That wording sets out the legal framework; it does not determine whether Paisami’s specific tackle crossed a sanction threshold. Three different stages matter when assessing a disputed incident:
- The law: the written rule defines prohibited conduct.
- The match decision: officials apply the law in real time, including the on-field card decision.
- The disciplinary process: a post-match citation and hearing can consider the incident separately from the match sanction.
Why is Cully calling for change?
Cully’s argument is about confidence in the game, not simply one tackle. He sees inconsistent officiating and foul-play discipline as a growing problem, and warns that the controversies risk undermining trust as the sport approaches the 2027 Rugby World Cup in Australia. He also criticizes what he calls simulation, writing: “Simulation hasn’t crept into rugby, it’s been invited through the front door.” That is Cully’s opinion; the available sources do not establish simulation as a finding in the Paisami–Feinberg-Mngomezulu incident.

Cully’s column also cites more than one million ticket purchasers. That figure is attributed to the column and is not independently confirmed by the official material available here.

Without the full disciplinary decision and comparable cases, the reported suspension cannot by itself demonstrate whether the system applied its rules consistently. Cully’s larger challenge to World Rugby is to make the rules and their application clear enough that players and supporters can understand how high-profile decisions are reached.
