Workplace monitoring can be associated with more stress and slightly lower job satisfaction, but the best available evidence does not show that every monitored worker is harmed or that monitoring generally reduces performance. Reports of employees using mouse jigglers to meet activity targets point to a narrower problem: counting mouse movement or keystrokes can reward visible activity without showing whether the work is useful.

What workplace monitoring includes—and why it feels intrusive

Workplace monitoring is not one technology. It can include computer-activity tracking, cameras, microphones, GPS or app-based monitoring, and wearable sensors. Employers have cited purposes such as overseeing performance and remote work, coaching, safety, and security. Those stated purposes do not establish that a particular system is effective, and not every employer uses every kind of monitoring.

The experience can depend on what data is collected, how continuously it is collected, and how employers use the results. A system that measures a work-relevant outcome is different from one that treats a person’s presence at a screen or frequent mouse movement as a stand-in for contribution.

What studies say about stress, satisfaction, and performance

The average associations are small

A 2022 meta-analysis by Rudolf Siegel, Cornelius J. König, and Veronika Lazar combined 70 independent samples and 233 effect sizes. It found small average associations between electronic monitoring and lower job satisfaction (r = −0.10) and higher stress (r = .11). It found no relationship with performance (r = −0.01) and a small positive relationship with counterproductive work behavior (r = .09). These are aggregate associations, not proof that monitoring caused an outcome for any one employee.

Outcome in the 2022 meta-analysis Association with electronic monitoring How to interpret it
Job satisfaction r = −0.10 Small negative association
Stress r = .11 Small positive association
Performance r = −0.01 No relationship found
Counterproductive work behavior r = .09 Small positive association

A 2025 review by König likewise describes overall performance effects as neutral, with a small positive association between monitoring and strain and a small negative association with job attitudes. The review cautions that findings may vary with individual traits, job characteristics, and national and regulatory contexts.

Perceived surveillance can work through stress

In a 2024 analysis of a national sample of 3,508 Canadian workers, Paul Glavin, Alex Bierman, and Scott Schieman found that perceived surveillance was indirectly associated with increased psychological distress and lower job satisfaction through stress proliferation. They also found a positive direct association between perceived surveillance and job satisfaction. That combination makes the overall relationship more complex than the claim that surveillance always lowers satisfaction; the study does not establish a single effect for every worker or workplace.

Why mouse jigglers are reported—and what they do not prove

The U.S. Government Accountability Office’s 2024 explainer says perpetual monitoring has led some workers to game activity systems with meaningless tasks, including jiggling a mouse to satisfy arbitrary milestones. A 2025 inquiry by the Legislative Assembly of Victoria’s Economy and Infrastructure Committee also describes reported mouse jigglers that simulate movement, along with placing weight on keyboard keys and covering laptop cameras.

These are documented examples, not a prevalence survey. The sources do not establish how many employees use mouse jigglers, whether use is increasing, or how it varies by occupation, country, or remote-work status. A mouse jiggler is therefore evidence of a reported response to activity targets—not a measure of how widespread employee resistance is, nor advice to deceive an employer or a guarantee that a device will affect a particular monitoring system.

Why activity counts can miss the work

Mouse movement and keystrokes capture only some computer interactions. They can miss reading a printed document, making a phone call, helping a colleague, taking handwritten notes, or doing calculations on paper. Screen time, physical location, and time spent on a task also do not, by themselves, establish the quality of the work or the employee’s professional judgment.

That does not mean every activity measure is useless for every job. It means the measure needs to fit the work: a count of visible activity should not be treated as a direct measure of quality or output when important parts of the job happen away from the tracked device. The Victorian committee put the concern this way in Finding 5: “Research shows that workplace surveillance is unlikely to significantly improve workers’ productivity and can produce counterproductive behaviours instead.” This is the committee’s finding, not a universal law about every monitoring system.

Dr Jake Goldenfein, Senior Lecturer at the University of Melbourne and Chief Investigator at the Australian Research Council Centre of Excellence for Automated Decision-Making and Society, told the inquiry: “If you are doing it in order to really increase throughput in a warehouse, that is one thing, but if you are doing it in ways that just make sure your staff are sitting at their desks and tapping a key every once in a while, then you are not getting productivity.” The distinction is between measuring a work-relevant result and counting superficial signs of activity.

How to assess whether a monitoring approach is proportionate

The following questions are a practical way to examine a system, not a validated ranking tool. Context matters, and different jobs may call for different measures.

What to examine Question to ask Why it matters
Stated purpose What specific work, safety, or security need is this meant to address? A clear purpose makes it easier to judge whether the collected information is relevant.
Data and granularity Which categories of data are collected, and how detailed are they? Different tools—such as app tracking, cameras, GPS, or wearables—reveal different things.
Collection pattern Is collection continuous, or limited to a defined task or situation? Continuous collection can create a different experience from monitoring tied to a specific need.
Notice and participation Are workers told what is collected and given a meaningful way to understand or discuss it? Notice and worker participation affect whether people can make sense of the system’s use.
Measures and consequences Can workers understand or challenge the measures, and are they assessed on work quality or activity proxies? Activity counts can omit substantial work and cannot alone establish contribution quality.

What the evidence supports—and what it does not

The evidence supports a measured conclusion: electronic monitoring has small average associations with stress and job satisfaction, while meta-analytic results on performance are neutral. Studies and official inquiries also document concerns about stress, anxiety, distrust, reduced autonomy, and reluctance to speak up, as well as examples of workers gaming activity targets. These findings do not establish that monitoring is universally out of control, that employees generally feel dejected, or that mouse-jiggler use is common.
