There is no single best wireframing tool for every team. Choose based on how quickly people need to sketch layouts, how interactive a prototype must be, who needs to collaborate, whether self-hosting matters, and the total cost for the roles and projects you actually need. Figma supports a broad design workflow, Balsamiq centers on low-fidelity wireframes, Axure RP is built for detailed interactions, and Penpot offers cloud and self-hosted options.

What to compare before choosing wireframing software

A wireframe communicates an interface’s structure and flow before the team commits to visual polish or implementation. Some projects need only quick, sketch-like screens for discussion; others need realistic behavior that stakeholders can explore. The right tool is the one that supports the work beyond the first screen.

  • Ease of sketching: Can designers and non-designers quickly express a layout?
  • Prototype depth: Does the team need linked screens, or detailed interaction behavior?
  • Collaboration: Who can edit, comment, review, or co-author?
  • Hosting and administration: Is cloud use acceptable, or does the team need a self-hosted option?
  • Total cost: What do the necessary editor seats, project limits, and plan terms add up to?

The comparison below reflects documented vendor capabilities, not an independent feature test or universal ranking. The category spans both broad screen-design suites and focused tools; the UK Competition and Markets Authority’s 2023 phase 1 decision names Figma, Axure, Penpot, and UXPin among all-in-one suppliers, and Balsamiq and Miro among point tools. Wireframing tools at a glance

Tool Good fit Documented distinction Displayed pricing evidence
Figma Teams that want to move from rough layouts toward prototypes and handoff in a shared design workflow. Wireframing, collaboration, prototyping, and handoff. Professional rates displayed by Figma: $16/month for a Full seat, $12/month for a Dev seat, and $3/month for a Collab seat. Confirm billing cadence and current terms on the pricing page.
Balsamiq Early product discussions where deliberately low-fidelity screens help teams agree on structure. Drag-and-drop and AI-assisted wireframing, clickable prototypes, exports, and reviewer collaboration. Reviewers can view or comment without editing. Cloud rates displayed with annual billing: Starter at $16/editor/month, Teams at $24/editor/month, and Enterprise at $35/editor/month. Project limits differ; verify the current plan details.
Axure RP Work that needs detailed behavior or more realistic functional prototypes. Wireframes, diagrams, documentation, and functional prototypes without code. Team adds co-authoring and revision history. Axure RP 11 rates displayed: Pro at $29/user/month and Team at $49/user/month; Enterprise is quote-based. Check current rates and terms on Axure’s pricing page.
Penpot Teams considering open-source tooling, cloud use, or self-hosting. Cloud and self-host options, with design and collaboration capabilities listed on the pricing page. The page displays a free Professional cloud tier and a free self-hosted Professional option, as well as paid plans and limits. Check Penpot’s live pricing page for exact terms.

Which tool fits each workflow?

Figma: a shared path from wireframes to handoff

Figma is a practical candidate when wireframes are one stage in a broader interface-design process. Its product information covers wireframing, collaboration, prototyping, and handoff, so teams can consider it when they want those activities in the same environment. See Figma’s wireframing features.

Pay attention to seat types when estimating a team’s cost. Figma lists Full, Dev, and Collab seats rather than one price for every participant; a team should map each person’s role to the required seat instead of multiplying a single headline figure across all collaborators. Rates can change, so use the live Figma pricing page to confirm the current plan and billing details.

Balsamiq: low-fidelity screens for early alignment

Balsamiq’s focus is useful when the main task is agreeing on structure before visual polish becomes a distraction. Its product page describes drag-and-drop and AI-assisted wireframing, clickable prototypes, exports, and reviewer collaboration. Reviewers can view or comment without editing, which can suit stakeholders who need to give feedback but do not need authoring access. See Balsamiq’s product details.

For Balsamiq Cloud, the displayed monthly prices are based on annual billing and are per editor; project limits vary by plan. Budget against the number of editors and projects you need, and verify the current details on Balsamiq’s pricing page.

Axure RP: behavior-rich functional prototypes

Axure RP is worth considering when a prototype must communicate detailed interactions or behavior, not just screen arrangement. Axure describes support for wireframes, diagrams, documentation, and functional prototypes without code. Its Team edition adds co-authoring and revision history, making the Pro-versus-Team choice especially relevant when multiple people need to work on the same prototype. See Axure’s wireframing capabilities.

Axure’s pricing page lists RP 11 Pro at $29 per user per month and Team at $49 per user per month, with Enterprise quote-based. Confirm current billing terms and rates before budgeting: Axure RP pricing.

Penpot: cloud or self-hosted design

Penpot stands out for teams weighing deployment as well as editor features. Its pricing page presents cloud and self-hosted options, alongside design and collaboration capabilities. Self-hosting can make administration and deployment considerations part of the decision, so evaluate those alongside the design workflow rather than treating hosting as a minor plan detail. The page displays free Professional options for cloud and self-hosted use, plus paid plans; check Penpot’s current pricing and limits.

How much does wireframing software cost?

Prices below are amounts displayed on vendor pages accessed in 2026, not guaranteed future rates. Billing terms differ, so compare like with like and confirm the live offer before purchase.

These figures are not directly interchangeable: Figma differentiates seat roles, Balsamiq quotes per editor and shows annual-billing monthly rates, and Axure distinguishes users and editions. Penpot’s displayed free options do not remove the need to check plan limits or account for self-hosting administration. For each tool, calculate the cost using the current pricing page and the roles, project capacity, and deployment model your team requires.

A practical decision path

  1. Start with the fidelity you need. If the immediate goal is fast discussion around low-detail screens, investigate Balsamiq. If wireframes need to develop into polished interface work and handoff, consider Figma.
  2. Set the prototype requirement. If the team must demonstrate detailed behavior, include Axure RP in the shortlist. If simple clickable flows are enough, compare the prototyping capabilities documented by Figma and Balsamiq as well.
  3. Map who participates. Identify editors, reviewers, developers, and co-authors. Check seat definitions and collaboration access; the number of people involved may not equal the number of paid editor seats.
  4. Set deployment constraints. If cloud service is not the only acceptable option, examine Penpot’s self-hosted option and factor in administration as well as the editor.
  5. Price the actual setup. Use the live vendor pages to confirm rates, billing cadence, project limits, and required seat types before choosing.

What the comparison can and cannot establish

Vendor pages document each product’s stated features and current plan information; they do not establish which tool is fastest, easiest, or best for every team. No independent comparative test or named statistic is available here, so choose by matching the documented workflow to your requirements rather than treating the table as a performance ranking. Prices, seat definitions, plan limits, and hosting terms can change.
