If your Windows PC feels slow, start with Resource Monitor to see which process is using CPU, memory, disk, or network resources right now. Choose Performance Monitor (PerfMon) when you need to select specific counters, record measurements over time, or review a saved collection. They are complementary tools, not competing alternatives.
How the tools differ
Both utilities read Windows performance-counter data. Windows components, device drivers, services, and other providers can supply counters, while tools such as resmon.exe and perfmon.exe consume them. The counters are measurements, not automatic diagnoses: a high value can point to an area worth investigating, but its meaning depends on the workload and context. Microsoft’s overview of performance-counter use explains the provider-and-consumer model.
Resource Monitor: a live, process-oriented view
Resource Monitor is a practical first stop when the immediate question is, “What is using this resource now?” Microsoft describes it as a way to track process-level CPU, disk, network, and memory use. It helps narrow attention to a process or activity while the issue is happening, but a live view cannot preserve a history of a problem you did not catch. Microsoft’s Windows Server performance training describes this process-level role.

Performance Monitor lets you choose counters and inspect their values. Its Microsoft Management Console snap-in also includes Data Collector Sets and Reports: a collection set can gather selected data at defined intervals for later review. That makes PerfMon a better fit for trend questions and symptoms that come and go. Microsoft’s performance-counter tools overview describes these components.

- WORK SEAMLESSLY: This sleek monitor is virtually bezel-free on three sides, so the screen looks even bigger for the viewer. This minimalistic design also allows for seamless multi-monitor setups that enhance your workflow and boost productivity
- A BETTER READING EXPERIENCE: For busy office workers, EasyRead mode provides a more paper-like experience for when viewing lengthy documents
Which one should you use?
| What you need to do | Better starting point | Why |
|---|---|---|
| Find the process using CPU, memory, disk, or network right now | Resource Monitor | It provides a process-oriented view across those resource areas. |
| Inspect counter values live | Either, depending on the question | Both consume performance-counter data; PerfMon explicitly supports viewing selected counters. |
| Save selected measurements for later review | Performance Monitor | Data Collector Sets can collect counters at defined intervals and produce reports. |
| Investigate slowness that is intermittent or hard to catch | Performance Monitor | A longer-running collection can capture data when the symptom recurs. |
| Profile an application at high frequency | Neither | Windows performance counters are not designed for high-frequency profiling. |
Examples: a slowdown now versus a recurring one
The computer is slow right now
Open Resource Monitor and look for processes associated with unusually high activity in the relevant resource area. Treat that as a lead, not proof of a bottleneck: check what the process is doing and whether the observed activity matches the slowdown. If you need more detail or a record of changing values, use PerfMon to view relevant counters.
The slowdown happens at unpredictable times
A brief live check may miss an intermittent issue. Configure Performance Monitor to collect a focused set of relevant counters over time, then review the saved data for what changed around the time of the symptom. Microsoft’s troubleshooting guidance recommends longer-running PerfMon collection for sporadic problems; those detailed workflows are specifically for supported Windows Server versions, so do not assume every step or screen is identical on Windows 10 or Windows 11. See Microsoft’s Performance Monitor troubleshooting guidance.

Limits and sensible collection practices
- Counters are diagnostic measurements, not a high-frequency profiler. Microsoft says Windows performance counters are optimized for administrative and diagnostic discovery and collection, and are not designed to be collected more frequently than once per second. For application profiling or more frequent sampling, use a profiling method intended for that purpose. Microsoft’s documentation on performance counters describes their purpose and limits.
- Collect only counters that help answer the question. Monitoring more counters uses additional resources. Microsoft notes this in SQL Server monitoring guidance; it is a qualitative caution, not a universal overhead figure for every Windows PC. Read the SQL Server counter-monitoring guidance.
- Expect version and edition differences. The detailed troubleshooting workflows cited here cover Windows Server, and the training material is also Server-focused. The general counter documentation explains Windows counters, but it does not establish that every control or detail matches across Windows 10, Windows 11, and Server editions. Microsoft’s Windows Server performance troubleshooting guidance provides additional Server-specific context.
