For a new Windows-only desktop app, Microsoft recommends WinUI 3 with the Windows App SDK. That is not a reason to rewrite every existing Windows app: WPF and Windows Forms remain supported, and established apps can add selected Windows App SDK capabilities without replacing their UI. Choose .NET MAUI when one shared .NET app must target Windows, macOS, iOS, and Android; choose Win32 when direct, low-level Windows or hardware access is central.

The confusing part is that these names refer to different layers and use cases—not rungs on a single ladder. The right choice depends on your target platforms, existing code, tooling expectations, and deployment needs.

Which Windows app framework should you choose?

Start with the product you need to build or maintain, rather than asking which framework is universally best. Microsoft’s current guidance separates new Windows desktop apps from cross-platform products and existing applications.

These are scenario-based starting points, not a ranking. Compare the platforms you must support, the code and skills you already have, the Windows APIs you need, your design-tool expectations, and the cost of changing the UI.

What the Windows SDK, Windows App SDK, and WinUI 3 mean

The similar names describe different parts of the stack:

  • Windows SDK: OS-level APIs and development tools for Windows.
  • Windows App SDK: A separately delivered and serviced collection of desktop components, including WinUI 3, windowing, lifecycle, and notification APIs.
  • WinUI 3: The UI framework included in the Windows App SDK. It uses XAML with C# or C++ and provides Fluent-styled controls.

The Windows App SDK complements the Windows SDK; it does not replace it. Nor is it the only way to build a Windows app. WPF, Windows Forms, MFC, and Win32 apps can use selected Windows App SDK APIs while retaining their existing UI. .NET MAUI is a cross-platform framework whose Windows implementation uses WinUI.

Why Microsoft recommends WinUI 3 for new Windows desktop apps

Microsoft’s recommendation is specific: for a new, general-purpose Windows desktop app, use WinUI 3. It gives a new project a current Windows UI framework and access to Windows App SDK capabilities. That recommendation does not establish that WinUI 3 is the best fit for every application, nor does it mean that older frameworks have become unusable.

WinUI 3 is a sensible starting point when the app is Windows-focused, a XAML-based interface fits the team, and you do not need to preserve a large existing UI codebase. If the product must share an app across mobile and desktop platforms, evaluate .NET MAUI instead. If direct low-level access is essential, evaluate Win32.

Do you need to replace WPF, Windows Forms, or UWP?

WPF and Windows Forms

No automatic rewrite is required. Microsoft says WPF remains supported and continues to receive improvements in modern .NET. Windows Forms also remains an option, particularly where its visual designer and built-in controls match a rapid data-entry workflow.

For an existing WPF, Windows Forms, MFC, or Win32 app, consider adding the Windows App SDK features you actually need while preserving the current UI. Depending on the requirement, modernization may also involve package identity, MSIX deployment, or newer platform capabilities. A UI rewrite is a separate project; undertake it when the current interface or framework cannot meet a real requirement, not simply because a newer framework exists.

UWP and WinUI 2

Microsoft says UWP and WinUI 2 are not formally deprecated. An existing UWP app can remain on UWP if its feature set still meets the product’s needs. Some device or app-model requirements—including certain Xbox and HoloLens scenarios—may make staying on UWP appropriate.

Moving a UWP app to WinUI 3 is not just a namespace change. Project configuration, .NET migration, control-library availability, windowing APIs, and, for C++ projects, C++/CX migration can affect the work. Check those dependencies before treating migration as a straightforward UI swap.

What to expect from WinUI 3 tooling

Microsoft identifies Visual Studio 2026 as providing the most integrated WinUI editing, debugging, profiling, and XAML Hot Reload experience. There is currently no Visual Studio design surface for WinUI 3, so developers should not expect the traditional visual designer workflow. Microsoft points to runtime tools such as XAML Hot Reload and Live Visual Tree instead.

Visual Studio is not required to build WinUI apps. WinUI builds use MSBuild, and the .NET SDK and current templates support command-line builds in other editors. For a guided initial setup, Microsoft’s Windows guidance directs developers to install the .NET SDK and Visual Studio with the WinUI workload, then follow the WinUI 3 quickstart. Confirm the current package versions and templates when starting, because they can change.

Check Windows support and deployment before choosing a target

The Windows App SDK overview lists support for Windows 10 version 1809 and later, but that is not a permanent blanket guarantee for every SDK version or Windows release. Microsoft’s FAQ qualifies support by the lifecycle of both the Windows release and the Windows App SDK version. Check the current deployment guidance for the specific SDK version and minimum OS you intend to support.

Deployment model matters too. Some Windows App SDK capabilities require package identity. A framework-dependent unpackaged app needs the relevant Windows App SDK runtime initialized; packaged and self-contained approaches have different setup implications. Decide how the app will be deployed early enough to validate the required APIs and runtime behavior for that model.

A practical decision sequence

  1. List the required platforms. If Windows, macOS, iOS, and Android all need to share a .NET app, evaluate .NET MAUI. If the product is Windows-only, continue comparing Windows-focused options.
  2. Identify what must be preserved. For a mature WPF, Windows Forms, MFC, or Win32 app, first check whether adding Windows App SDK capabilities solves the problem without changing the UI.
  3. Match the framework to the work. Start with WinUI 3 for a new general-purpose Windows desktop app; consider Windows Forms for rapid data-entry work; consider Win32 for direct low-level Windows or hardware needs.
  4. Test the development workflow. If a visual design surface is essential, account for its absence in WinUI 3. Check whether runtime inspection and Hot Reload fit how the team builds interfaces.
  5. Verify support and delivery requirements. Confirm the minimum Windows version, Windows App SDK version, package identity needs, and deployment model against current Microsoft documentation before committing.
