Microsoft Photos is the default image viewer to try first in Windows 11. It opens common files such as JPEG, PNG, GIF, BMP, and TIFF, and it can organize folders, import media, edit pictures, and connect to OneDrive or iCloud. If you need older album, People, or Video Editor features, install or open Photos Legacy from the current Photos app’s settings.
Which app opens image files in Windows?
In a normal Windows 11 installation, double-clicking a supported picture opens it in Microsoft Photos. Microsoft describes Photos as an app for viewing, importing, organizing, editing, and sharing media. Its documented photo formats include JPEG, PNG, GIF, BMP, and TIFF. It also lists MP4, MOV, and AVI for video playback.
To open a picture immediately, open File Explorer, browse to the file, and double-click it. If another program is associated with that extension, right-click the file, choose Open with, and select Photos. Use Choose another app and enable Always use this app if you want to change the default association.

Photos initially shows the Pictures folder. Images stored elsewhere, such as a project folder or another drive, may not appear until you add that location.

- Open Photos from the Start menu.
- Select Gallery.
- Open the folder controls (the command for adding folders may appear near the gallery heading).
- Choose Add a folder, browse to the location, and confirm.
Adding a folder makes it available to the Photos gallery; it does not automatically move the files. OneDrive and iCloud are separate connections that require their own sign-in and setup. Do not assume that every local folder is uploaded to a cloud account.
Photos versus Photos Legacy
Windows can provide both applications at the same time. The current Photos app emphasizes folder-based organization and cloud integrations. Photos Legacy preserves selected functions from the older experience, including albums, the People tab, and Video Editor.

To look for Legacy, open the current Photos app, open Settings, and use the option for Photos Legacy (wording can vary with app updates). Microsoft says both versions can run side by side. If the option is absent, update Photos and Windows, then check again; availability can depend on what is installed on that PC.

Searching for a picture in Windows 11 Photos
Photos can search by filename, capture date, and file type such as PNG or JPEG. Enter one of those terms in the search field and narrow the results using the available filters.
Natural-language search on Copilot+ PCs
Microsoft documents semantic, natural-language search for indexed local photos on Copilot+ PCs. This device qualification matters: a conventional Windows 11 computer should not be expected to offer every semantic-search capability. Indexing and privacy settings also affect what appears.
Location search
Location search uses latitude and longitude embedded in a photo’s metadata and is an opt-in feature. Microsoft says it does not store that location information. Photos without GPS metadata cannot be found by a place they never recorded.

When an image will not open
Check the extension and association
In File Explorer, enable View > Show > File name extensions so you can see whether the file is actually .jpg, .png, .heic, or another type. A misleading name does not change the file’s format. Right-click it and use Open with to see installed handlers.

HEIF and HEIC files
HEIF/HEIC support is version- and app-dependent. Microsoft’s cited troubleshooting guidance is labeled for Windows 10 and tells users to install the HEIF Image Extensions and, for the Photos workflow described there, the HEVC Video Extensions, or to convert the image during transfer when prompted. Store prices and availability can change, so check the current Microsoft Store listing rather than relying on an old price. HEVC video support is not inherently required to display every still image, but Microsoft’s Windows 10 procedure asks for both extensions for that particular workflow.
Use Open with and Store discovery
For an unfamiliar extension, choose Open with. Windows can show installed apps and offer a Microsoft Store search for software associated with the type. Before installing anything, verify that the app explicitly supports the extension, comes from a trusted publisher, and requests only permissions you accept.

Privacy and library permissions
Windows lists photo-library access in an app’s product description and lets you review access in Settings > Privacy & security (the exact submenu label can vary by Windows release). Grant Photos access only to the libraries you intend to show. Review OneDrive or iCloud account and folder selection separately; connecting an account is not the same as publishing every local image.
Practical fixes when Photos behaves incorrectly
Gallery is missing a folder
- Confirm the folder was added in Gallery settings.
- Check that the drive is connected and the files are still present.
- Wait for indexing after a large copy, then restart Photos.
- Verify that the extension is one Photos supports or that an appropriate codec is installed.
Double-click opens the wrong program
- Right-click the image and select Open with > Choose another app.
- Select Photos.
- Enable Always use this app and confirm.
Photos is slow or shows stale results
- Close and reopen Photos after adding a large folder.
- Install pending Windows and Photos updates.
- Remove an unavailable network folder and add it again when the drive is online.
- For cloud libraries, confirm that the account is signed in and the intended folders are selected.
A file opens in another viewer but not Photos
That usually indicates a format or codec difference rather than a damaged monitor or graphics setting. Check the file extension, ask the file creator for JPEG or PNG when practical, or use a converter from a trusted source. Keep the original untouched until the converted copy opens correctly.

FAQ
Can I view photos without adding them to the Photos gallery?
Yes. Use File Explorer and double-click a supported file, or choose Photos from Open with. Gallery inclusion is for browsing and organizing, not a prerequisite for opening one file.
Does Photos automatically upload every picture?
No. OneDrive or iCloud requires a separate account connection and folder setup. Local folders remain governed by your Windows and cloud-sync choices.
Why do two Windows PCs show different Photos features?
Windows edition, Photos app version, device capabilities such as Copilot+ hardware, installed extensions, and enabled settings can all change the available functions.
