KB5030310 is a preview update for Windows 11 version 22H2—not the Windows 11 23H2 upgrade. Released on September 26, 2023, it brings 22H2 to OS build 22621.2361 and is available as a standalone package through the Microsoft Update Catalog. The 23H2 upgrade uses a separate enablement package.
What KB5030310 adds to Windows 11
Microsoft’s release notes cover Windows 11 version 22H2, all editions. The headline change adds personalized websites to the Recommended section of Start, based on browsing history. You can remove a suggested website from its shortcut menu or adjust recommended content under Settings > Personalization > Start. Microsoft says commercial customers can manage the feature with policy. Microsoft’s KB5030310 release notes describe the feature and fixes.
Notable fixes
- Excel no longer stops responding when you share a file as a PDF in Outlook.
- The Korean touch keyboard’s search behavior and the search tooltip/button presentation are corrected.
- A blank Windows Input Experience window appearing after waking the PC from sleep is addressed.
- Problems synchronizing Outlook iCloud Calendar and Contacts are addressed. Microsoft directs affected users to Apple Support for steps to resume syncing.
Other changes Microsoft lists
Microsoft also lists completion of GB18030-2022 compliance work for Microsoft Wubi and Pinyin U-mode input; support for Greenland daylight-saving-time changes; and use of “Kyiv” instead of “Kiev” for Ukraine’s capital. Its release note includes corrections related to account-lockout event formatting, KDC/SID certificate handling, event forwarding and XPath matching, App-V copy operations, Print to PDF author metadata, certain USB printers, WDAC AppID Tagging startup delays, IMEPad, Remote Apps alignment, a DTC handle leak, NTFS-compressed OneDrive files, user-mode memory leaks involving CopyFile() or MoveFile(), Microsoft Defender for Endpoint compatibility, and external binding affecting LDAP queries and authentication. These are changes reported by Microsoft, not independent test findings.
Does KB5030310 upgrade Windows 11 to 23H2?
No. KB5030310 is a 22H2 preview cumulative update; installing it does not by itself activate Windows 11 23H2. Microsoft describes 22H2 and 23H2 as sharing a common core OS and identical system files. Monthly quality updates for 22H2 can include 23H2 features in a dormant state, but a separate enablement package activates those features and changes an eligible PC to 23H2.

Microsoft’s KB5027397 page says the required prior update is KB5031455 preview (OS builds 22621.2506 and 22631.2506) or a later cumulative update, followed by a restart. It says the enablement package is delivered through Windows Update, Microsoft Update, or WSUS—not the Microsoft Update Catalog. These are the requirements stated on that Microsoft page; check its current instructions before upgrading.
How to download the KB5030310 offline installer
Microsoft lists the standalone package in the Microsoft Update Catalog. To download it for installation without relying on Windows Update on the target PC:

- Search for KB5030310.
- Choose the listing that matches the target Windows version and system architecture.
- Select Download, then use the download link shown by the Catalog to save the package.
- Run the downloaded package on the target PC and follow the installer prompts.
Confirm the Catalog listing matches the target system before installing. Microsoft’s release note confirms Catalog availability but does not provide a fixed package URL or package size; use the live Catalog entry rather than relying on a guessed direct link. Microsoft also says the latest servicing stack update (SSU) is combined with the latest cumulative update (LCU).

Microsoft lists Windows Update or Microsoft Update as an option, where the preview appears under Optional updates. The preview is unavailable through the ordinary WSUS channel, but administrators can manually import it using Catalog instructions. Windows Update for Business is also listed as unavailable for this preview; Microsoft says its changes will be included in that channel’s next security update.

Can you uninstall KB5030310?
Microsoft says the LCU can be removed with DISM /Remove-Package using the LCU package name. Because the downloaded update is a combined SSU/LCU package, WUSA /uninstall will not work. The SSU cannot be removed after installation. Follow Microsoft’s release-note instructions and identify the correct LCU package name before using DISM.
