They do different jobs, and a child’s Windows account should generally use both. A standard account limits local system privileges; Microsoft Family Safety adds family-managed screen-time limits, app and game controls, web filtering, and activity reports. Microsoft advises keeping a child’s account standard because administrator access can interfere with Family Safety features.

What is the difference?

Standard versus administrator describes the account’s privileges on the Windows PC. Family Safety is a separate set of controls managed through a Microsoft family group for connected members and devices. You can use Family Safety with a standard account; the features are complementary, not alternatives.

Why should a child use a standard account?

An administrator has broad control over the PC, while a standard account restricts the user’s local system privileges. Microsoft says, “It’s safer to have fewer administrators and to use standard user accounts for day-to-day activities.” Microsoft Support

For Family Safety, the account type also matters: Microsoft recommends a child use a standard account and warns that administrator access may prevent some family features from working properly. Standard status alone does not create schedules or reports; it is the local Windows safeguard to use alongside the family controls.

What Family Safety can control

Device screen time

Organizers can set daily time amounts and schedules for devices connected to the family group. Schedules can differ by day. Limits apply to connected devices, not automatically to every device a child might use. Microsoft Support

Apps and games

Organizers can set daily time allowances and permitted time windows for individual apps or games. Microsoft says app and game limits can extend across connected Windows, Xbox, and Android devices; app and game filters apply on Windows and Xbox. Limits and filters are distinct features, so confirm which one you are configuring. Microsoft Support

Web and search filtering

Web filtering has a browser and sign-in requirement: Microsoft identifies Edge as supported and requires the child to be signed in with a Microsoft account. Microsoft says unsupported browsers are blocked while filtering is on, although a user can manually unblock a browser. This is not a guarantee that web filtering covers every browser or browsing context. Microsoft Support

Activity reports

Organizers can view activity reports only when reporting is enabled and the member has added a device. Web and search activity reporting is limited to supported browsers. Only organizers can enable, disable, and view reports. Microsoft Support

Set up the accounts and device

  1. Add the child to the family group and connect the Windows device. Follow Microsoft’s device-connection guidance in Windows Settings under the account and family area, then have the child sign in. Labels can vary with the Windows version and current interface. Microsoft Support
  2. Confirm the child’s Windows account is standard. If it is an administrator account, a Windows administrator can change its account type. Microsoft Support
  3. Configure limits as a family organizer. Set device schedules and daily time amounts for connected devices; configure app or game limits separately when needed. Microsoft Support
  4. Set web filtering only with the supported-browser conditions in mind. Make sure the child uses a signed-in Microsoft account in Edge if you want the documented web and search filtering. Microsoft Support
  5. Enable activity reporting if you need usage reports. Confirm the child’s device has been added to the family group. Microsoft Support

Common reasons controls or reports seem not to work

  • The child is an administrator: change the account to standard; Microsoft warns administrator status can interfere with Family Safety features. Microsoft Support
  • The device or account is not connected: verify the child’s Microsoft account and device are connected to the family group. Microsoft Support
  • Reports are missing: check that activity reporting is enabled and that the member has added a device. Only organizers can manage and view reporting. Microsoft Support
  • The account needs attention: Microsoft’s troubleshooting guidance says to check whether the Microsoft account is verified and has not expired. Microsoft Support
  • A child has opted out of reporting: in the United States, a child aged 13 or older may opt out; the applicable age differs by country under local regulations. Microsoft Support
  • Reported use is lower than time deducted: screen-time limits count time while the child is signed in, including idle time, while an activity report may show less usage. Microsoft Support
