There is no single universal “ultimate recovery download” for Windows 10. If you need a bootable USB to install or reinstall Windows, use Microsoft’s installation-media tool. If Windows will not start, try Windows Recovery Environment (WinRE) or use a recovery drive; for a factory restore with model-specific drivers and apps, check your PC maker’s support page.
Which Windows 10 recovery option should you use?
Choose based on whether Windows starts, what media you already have, and how much data the option removes. Start with the least disruptive route that fits the problem. Back up important files before recovery whenever you can.

| Option | Best suited to | What it does to personal files | What you need |
|---|---|---|---|
| Uninstall a recent update or use System Restore | Windows starts, or you can reach WinRE, and the problem followed a change | System Restore is intended to roll back system changes without affecting personal files. Uninstalling an update targets that update. | Access to Settings or WinRE; a restore point is needed for System Restore. |
| Reset this PC | Windows starts, or you can reach WinRE, and less disruptive fixes have not worked | You can choose to keep or remove personal files; apps and settings are removed. | Access to Settings or WinRE. |
| Recovery drive | Windows will not start and you already made recovery media on a working Windows PC | Reinstalling from a recovery drive removes personal files, apps, and settings. | The recovery USB created for Windows; another PC may be needed to create one. |
| Microsoft installation media | You need a bootable Windows installer, including when Windows will not start | Depends on how you start Setup and which keep option you choose; a clean installation removes content. | A USB drive of at least 8 GB and a working PC to create the media. |
| Manufacturer recovery media | You want a factory-style restore or hardware-specific drivers and apps | Check the manufacturer’s instructions; the data outcome depends on the recovery process. | Media and instructions for your exact PC model. |
Microsoft’s Windows recovery options page covers routes for a PC that starts but misbehaves and one that will not start. Manufacturer media may be more compatible with a particular device because it can include hardware-specific drivers and factory apps that generic Microsoft media does not.
Download Windows 10 installation media from Microsoft
For a bootable Windows installer, use Microsoft’s Windows installation-media instructions, which direct you to the Windows 10 download page. You will need an empty USB flash drive with at least 8 GB. Creating the installer erases everything on that drive, so copy its contents elsewhere first.
#1 Best Overall
- 1. COMPATIBLE WITH WINDOWS 11, 10, 8.1 & 7 Designed for compatible 64-bit PCs and laptops that support USB booting. Works with Windows 11, Windows 10, Windows 8.1 and Windows 7 installation and recovery options.
- 2. INSTALL, REINSTALL & REPAIR Provides access to installation and recovery options for startup failures, boot errors, system crashes, failed updates, system repair and reinstallation. Results depend on the condition of the computer and the cause of the problem.
- 3. READY-TO-USE BOOTABLE USB Reusable installation and recovery media that helps eliminate the need to download large system files or create bootable media yourself. Insert the USB drive, open the computer’s boot menu and select the appropriate installation or recovery option.
- 4. HELP KEEP OLDER PCS USEFUL Refresh, reinstall or maintain a compatible older computer before deciding whether replacement is necessary. Suitable for home computers, office workstations, PC enthusiasts and technicians who regularly work with supported systems.
- 5. IMPORTANT COMPATIBILITY & LICENSE INFORMATION Supports compatible 64-bit computers with UEFI or Legacy BIOS USB booting. No Windows license, activation key or product key is included. Activation may require an existing digital license or a separately purchased valid product key. Back up important files before installation or repair.
- On a working PC, open Microsoft’s installation-media page and follow its link to the Windows 10 download page.
- Under “Create Windows 10 Installation Media,” select “Download Now.”
- Run MediaCreationTool.exe and follow the prompts to create installation media on the USB drive.
- Before installing or reinstalling Windows on the target PC, back up files you need to keep. Microsoft’s guidance is direct: “Back up your files before you install or reinstall Windows on your PC.”
Installation-media creation is not the same as reinstalling. How much is retained depends on how you start Setup and which keep option you select; choosing a clean installation removes content. Review the setup choices carefully before proceeding.
If Windows starts but something isn’t right
When you can still sign in, begin with the fix that matches what changed. A recent update can be uninstalled, and System Restore can roll system changes back to an earlier restore point. If those do not address the problem, Reset this PC offers a choice to keep or remove personal files, but removes apps and settings.
Back up important files before using reset or reinstall options. “Keep my files” is not the same as preserving installed applications and settings.

If Windows will not start or is stuck in a restart loop
WinRE is Windows’ built-in collection of troubleshooting tools. It may open automatically after repeated unsuccessful starts. Microsoft also documents these ways to get to it:
- From the sign-in screen or Start menu, hold Shift while selecting Restart.
- Use the recovery button or key combination provided by the PC manufacturer; the shortcut varies by device.
- Start from a recovery drive you created earlier.
- Start from Windows installation media and choose the repair route rather than proceeding directly with installation.
If BitLocker is enabled, find your BitLocker recovery key before using most WinRE recovery options. Without the key, an encrypted drive may not be accessible through those recovery tools.

These USB drives serve different purposes. A Windows Recovery Drive is created with the Recovery Drive utility on a working Windows PC. Follow its prompts and select “Back up system files to the recovery drive.” Use an empty USB drive because creation erases its data. Microsoft says this media includes Windows files, updates installed when it is created, and manufacturer customizations, but not personal files. Reinstalling from it removes personal files, apps, and settings.

Microsoft installation media, by contrast, is created with the Media Creation Tool and provides Windows Setup. It is useful when you need installation media and did not previously make a recovery drive; its effect on existing data depends on how Setup is started and the option selected.

When to get recovery media from the PC maker
Generic Microsoft media may not include your model’s factory applications or all hardware-specific drivers. If you need the manufacturer’s original recovery environment or a factory image, go to the support page for your exact computer model. Follow that maker’s directions for ordering or creating recovery media and for choosing the correct boot method. Exact images, boot-key sequences, and license or product-key outcomes vary by model and configuration.
Windows 10 support ended in October 2025
Microsoft says Windows 10 support ended on October 14, 2025. An installed copy continues to function, but ordinary free software updates, technical assistance, and security fixes have ended. Downloading installation media can help repair or reinstall Windows; it does not restore ongoing security support. Microsoft recommends moving to Windows 11, or considering its Consumer Extended Security Updates guidance or a supported replacement device if the PC cannot meet Windows 11 requirements. See Microsoft’s Windows 10 support page for current lifecycle guidance.
