“Your call cannot be completed, as the called party is temporarily unavailable” means the call could not reach its destination at that time. It does not, by itself, tell you whether the recipient’s phone is off, whether you have been blocked, or whether the number is disconnected. Check the number, try again later, and use the pattern of failures to decide whether the recipient or your carrier should investigate.
What does “called party is temporarily unavailable” mean?
It is an announcement about the result of a call attempt, not a dependable diagnosis of what happened to the recipient’s phone. The wording may be used when the destination cannot accept or complete the call, and the exact meaning depends on the carrier and route handling the call.
A useful technical comparison is SIP response 480, “Temporarily Unavailable.” The Internet Engineering Task Force’s RFC 3261, section 21.4.18, defines it as a case where the callee’s end system was contacted successfully but the callee is currently unavailable. Its examples include being logged out, being in a state that prevents communication, or having Do Not Disturb active.
That definition applies to a SIP 480 response. Hearing similar words in a recording does not prove that the call received that specific response—or that the destination handset itself was contacted. Providers and gateways can map call failures to announcements in different ways. For example, Cisco’s SIP gateway guidance discusses 480 mappings that can include an unanswered call or a number that does not exist or is no longer in service. Those are examples for that gateway context, not a universal carrier rule.

What might cause the message?
Possible explanations supported by the technical sources include a temporary state that prevents the destination from accepting calls, Do Not Disturb, an unanswered call, or a routing or number-status problem. The recording alone cannot establish which one applies.
- The recipient cannot accept calls at that moment: A call-handling state such as Do Not Disturb can make a callee unavailable in SIP.
- The call went unanswered: Some gateway implementations may map no answer to a similar announcement.
- A routing or number-status issue: In Cisco’s gateway guidance, examples include an invalid or out-of-service number. This does not mean the message always indicates a disconnected number.
Do not treat the recording as proof that the recipient’s phone is switched off, that you were blocked, or that the number has been disconnected. None of those conclusions follows from the wording alone.

How to troubleshoot it
- Check the number. Verify every digit, including the country or area code, then place another call later. A single failed attempt may be transient.
- Ask the recipient whether their service works. If you can contact them another way, ask whether they can place calls and whether other people can reach them.
- Compare callers and networks. If possible, have someone call from a different network. If other callers also fail, the issue may be broader than your individual call; if only your network fails, that provides a useful detail for your carrier. Neither result proves where the fault lies.
- Have the recipient check their line if the problem persists. They can review service and account status, call settings such as Do Not Disturb or forwarding, and voicemail or call routing with their carrier.
- Contact the relevant carrier with details. If calls from one network fail while others succeed, report the time of the attempt, destination number, caller’s network, and exact announcement to the caller’s carrier so it can investigate the route. If multiple callers cannot reach the destination, the recipient should contact their carrier.
These are practical diagnostic checks, not guaranteed fixes or carrier-issued instructions. The right support process can vary by country, provider, account type, and call route.

Do not buy a new phone, SIM, signal booster, or repair kit solely because of this announcement. It does not identify a hardware fault, and plausible explanations include call-state and network-routing conditions.
