When a driver’s license will not appear in Apple Wallet, will not scan, or remains unverified, the cause is usually one of four gates: your jurisdiction is not participating, the iPhone or Apple Account does not meet Apple’s requirements, the image or selfie check failed, or the issuing authority has not approved the request. Apple provides the Wallet technology, but the state or territory that issued your license makes the approval decision.
Start with eligibility, not repeated scans
Before retaking photographs or restarting your iPhone, confirm that the feature is available for your exact situation. Apple’s ID in Wallet service is limited to selected U.S. states and territories, and the participating list can change. The current list includes Arizona, Arkansas, California, Colorado, Georgia, Hawaii, Illinois, Iowa, Maryland, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Puerto Rico, Virginia, and West Virginia. Check Apple’s live “ID in Wallet” page immediately before troubleshooting; a state that is absent from the current list cannot be added through Wallet.

Do not infer that an older iPhone is unsupported solely because a scan failed. First compare the model and iOS version with Apple’s current state-specific requirements. If your device, region, biometrics, or two-factor authentication is wrong, the Driver’s License or ID Cards option may be missing entirely or setup may stop before submission.
Why “Driver’s License or ID Cards” is missing from Wallet
The state is not participating
Wallet does not offer a generic upload for every U.S. license. The state selector is controlled by Apple’s participating-jurisdiction program. If your state or territory is not listed on Apple’s live page, there is no supported Wallet enrollment path for that license today.

Your device or software is below the requirement
Install the latest iOS or watchOS that your device supports, then check Apple’s minimum for your jurisdiction. Some states require a newer device or software release than the general baseline. This is especially important for Arkansas, California, and Puerto Rico.
Security settings are incomplete
Open Settings and verify that Face ID or Touch ID is enrolled and that two-factor authentication protects the Apple Account used by Wallet. A device region outside the United States can also hide the feature even when the license itself is from a participating jurisdiction.

- Open the Wallet app.
- Tap the Add Card button.
- Select Driver’s License or ID Cards.
- Choose your state or territory.
- Choose whether to add the ID to the iPhone only or to the paired Apple Watch as well.
- Scan the front of the license when prompted.
- Scan the back of the license, including the PDF417 barcode.
- Complete the on-screen identity confirmation, which can include a selfie and prompted head or facial movements.
- Submit the request and watch for a Wallet notification asking for additional information.
An ID can be active on one iPhone and one paired Apple Watch per Apple Account at a time. If you recently changed phones, use Apple’s transfer flow instead of starting an unrelated second enrollment. A credential that remains associated with another iPhone or watch pair can interfere with the move.
Improve the license scan
Prepare the scene
- Use a well-lit area with even illumination.
- Place the license against a neutral, plain background.
- Keep the card flat and fully inside the on-screen frame.
- Clean the camera lens and avoid glare from overhead lights.
- Hold the iPhone steady until Wallet accepts the image.
The front and back photographs must be clear and in focus. A reflection, cropped edge, shadow over a date or barcode, or motion blur can prevent Wallet from reading the credential. Move to a brighter indoor location rather than using a harsh flash or direct sunlight that reflects from the card.
Fix a failed selfie or movement check
Identity confirmation is separate from reading the license. Wallet may ask for a Live Photo-style selfie or for specific facial and head movements. For this step:

- Use a plain background and even indoor lighting.
- Remove sunglasses, masks, hats, and other accessories that obscure your face.
- Keep the phone at a comfortable distance and hold it steady.
- Perform each requested movement slowly and keep holding it until the iPhone vibrates.
If Face ID or Touch ID is difficult to use, Apple documents accessibility-supported setup options, including Voice Control, Switch Control, or AssistiveTouch with a passcode. These options do not bypass the issuer’s identity checks; they provide another way to operate the device during enrollment.
What a pending, denied, or information request means
Pending
A submitted request may remain pending while the issuing authority reviews the information. Wallet does not publish one universal review time or a single status explanation for every jurisdiction. Avoid repeatedly submitting a second request while the first one is still active.
More information requested
If Wallet sends a notification, open it and follow the issuing authority’s website instructions. The extra step may be required by that state or territory and is not necessarily an Apple account problem.

Denied or rejected
The issuing authority—not Apple—decides whether to approve or deny a state-issued license or ID. Apple’s support guidance directs people whose ID cannot be added to contact the issuing authority. Each agency controls its own eligibility checks and any reconsideration or appeal process, so do not assume that another state’s procedure applies to yours.
Separate Apple service failures from issuer decisions

Apple’s general support article does not enumerate every issuer’s rejection criteria or guarantee a fix for every error message. For a case-specific diagnosis, record the issuing state, iPhone model, iOS version, whether an Apple Watch is involved, and the exact wording shown in Wallet before contacting support.

During setup, Wallet creates images of the license’s front and back and captures a Live Photo or selfie. Apple’s security documentation says the issuing authority receives the information needed to decide, which can include the license images, selfie, movement-analysis results, and data read from the PDF417 barcode. ID information stored on the device is encrypted. These details explain why a clear scan and a successful liveness check are required; they do not mean Apple can approve a state credential on the issuer’s behalf.

Limits after the ID is approved
ID in Wallet is accepted only at selected airports, businesses, and services. Acceptance is not universal, and a digital credential does not replace the physical license in every situation. Apple specifically notes that you may still need the physical ID, including for interactions with law enforcement. Keep the physical credential available even after Wallet shows an approved ID.
What to tell the issuing agency
When the request is denied or remains unresolved, provide the agency with precise details instead of only saying that Wallet failed:
- Your state or territory and the type of credential submitted.
- The iPhone model and iOS version, plus the Apple Watch model and watchOS version if applicable.
- Whether the state appeared in Wallet’s selector.
- Which stage failed: card scan, selfie, movement check, submission, or post-submission review.
- The exact on-screen message and the date and time it appeared.
- Whether Wallet sent a notification requesting additional information.
Do not send a second set of license images through an unofficial channel. Use the agency’s instructions from Wallet or its official customer-service route.

A separate option: passport-based Digital ID
Apple also offers a passport-based Digital ID feature with its own eligibility and software requirements. It is a separate Wallet credential, not a general workaround for a rejected driver’s license or an unsupported state. Consider it only if you independently meet that feature’s requirements and the place you plan to use it accepts it.
