Weather radar does not continuously observe rain at ground level. It sends a beam through the atmosphere and estimates precipitation from energy that returns to the radar. Mountains can block that beam, distant scans can pass above low-level rain, unusual atmospheric conditions can create false echoes, and coastal radar can pick up reflections from the sea. As a result, a blank patch does not always mean dry weather, and a colored patch does not always mean rain.
How radar coverage is limited near mountains
Terrain can block the beam
Radar needs a clear path to the target and back. A ridge or other elevated terrain can obstruct that path, weakening or eliminating the precipitation signal in the area beyond it. The resulting radar shadow may look blank even when rain is falling there. The Australian Bureau of Meteorology puts it plainly: “Rain on the other side of the mountain won’t appear on the radar.” Bureau of Meteorology: Weather radars
Raising a radar can help its beam clear nearby terrain, but that can create a different limitation: the lowest scan may pass well above nearby valleys. NOAA/NWS identifies blockage by terrain or man-made objects, as well as precipitation falling below the lowest beam, as limits on radar sampling. NOAA/NWS Radar Functional Requirements (2015)

The lowest scan can overshoot valley rain
A radar beam does not follow the land surface. Its height relative to the ground generally increases with distance, influenced by Earth’s curvature and atmospheric refraction. Far from the radar, the lowest scan can pass over shallow or low-level precipitation, including rain in a valley. The National Weather Service describes beam overshooting as a frequent source of rainfall-estimation error that generally leads to underestimation. NWS: WSR-88D Radar Rainfall Estimation

Why radar may show rain that is not reaching the ground
Unusual refraction can create ground echoes
Temperature inversions or sharp changes in moisture can bend a radar beam differently from ordinary conditions. If the beam bends toward the surface, it can return from the ground, buildings, or other objects. These anomalous-propagation echoes are not necessarily precipitation, but they can contaminate radar displays and rainfall estimates. NOAA explains the effect and recommends comparing an uncertain feature with adjacent radar sites. NOAA JetStream Max: Anomalous Propagation Atmospheric conditions also affect beam refraction more generally. NOAA JetStream Max: Radar Beams
Ocean reflections can resemble precipitation
Some low-elevation coastal radar sites receive returns from ocean waves, known as sea return or sea clutter. It is one possible explanation for an echo near the coast—not evidence that every coastal echo is false. The NWS describes sea return at some coastal sites, and the Bureau of Meteorology also lists sea clutter among radar limitations. NWS: About our WSR 88-D Radar Bureau of Meteorology: Weather radars

How to interpret a questionable radar feature
- Near a ridge or mountain: Treat a blank area beyond terrain as a possible coverage shadow, not proof that the ground is dry.
- Far from the radar or in a valley: Keep in mind that the lowest scan may still be above low-level rain. Weak or absent echoes do not establish that no rain is reaching the surface.
- Stationary or terrain-shaped echo: Consider ground returns from unusual propagation or, near the coast, sea return. Check whether adjacent radar sites show the same feature; NOAA specifically recommends using neighboring radars as a second opinion.
- When the distinction matters: Compare radar with other available observations, such as satellite imagery, surface observations, and local reports. No single radar view removes the limits created by beam geometry, terrain, or propagation.
These are limitations of radar sampling and propagation, not a diagnosis of any particular weather app’s processing. Local coverage and scan strategies vary by radar site, and the guidance here draws on U.S. NOAA/NWS sources and the Australian Bureau of Meteorology.
