Pakistan’s internet slowdowns in 2024 became a dispute over cause and policy. State Minister for IT and Telecom Shaza Fatima Khawaja denied that the government was deliberately throttling access and blamed increased VPN use for at least some slow speeds. Industry groups and internet providers linked the disruption to heightened monitoring and a reported firewall. The available reporting did not independently establish which explanation accounted for each slowdown.
The debate also involved efforts to register or restrict unregistered VPNs, and the fact that many Pakistanis used VPNs to reach X after it became inaccessible. The developments below describe reporting from 2024; they do not establish Pakistan’s current VPN or platform-blocking rules.
What happened in Pakistan’s internet restrictions dispute?
In August 2024, Khawaja called reports of deliberate government throttling “completely false.” She characterized reporting about a firewall as exaggerated and described the activity as a routine security exercise, according to Dawn’s 18 August report. Business groups and internet-service providers, by contrast, associated a reported firewall or monitoring deployment with nationwide slowdowns.
The policy discussion shifted further toward VPN controls in November. Pakistan Today reported that the Interior Ministry had directed the Pakistan Telecommunication Authority (PTA) to block unregistered VPNs over alleged terrorist misuse. P@SHA, the Pakistan Software Houses Association, warned that restrictions and unreliable service could hurt the country’s IT and IT-enabled services (ITeS) sectors.

Why did the government say the internet was slow?
The minister’s explanation: VPN traffic
Khawaja argued that a surge in VPN use put additional pressure on the network. Business Recorder reported her explanation that users bypassing local caches and content-delivery networks (CDNs) to connect directly to live servers could contribute to slower service. APP separately reported her statement that app-download problems had increased VPN use and contributed to reduced speeds.
This was the government’s explanation, not a finding that VPN use caused every outage. The reports available here do not independently identify the cause of each slowdown or quantify how much traffic patterns contributed.

The industry explanation: monitoring or firewall effects
Business groups and internet providers associated the service degradation with increased monitoring and a reported firewall. That account differed from the minister’s denial that the government was intentionally throttling access. A reported slowdown, the existence of monitoring, and deliberate throttling are related but not interchangeable claims: the cited reporting does not settle whether a particular technical change caused a particular interruption or whether it was intended to reduce speeds.

In August 2024, officials described firewall reporting as exaggerated and characterized the exercise as routine security work, while industry sources connected heightened monitoring or a firewall deployment with nationwide slowdowns. These accounts do not provide enough independently verified technical detail to establish the system’s exact configuration, deployment status, or causal effect on individual services.

Officials presented monitoring and content controls as tools to address unlawful, threatening, blasphemous, or terrorist-related material. Critics and industry groups raised concerns about privacy, freedom of expression, and the reliability required for online work. The existence of competing public accounts should not be mistaken for proof that one technical explanation accounts for all reported disruptions.
Were VPNs banned or required to be registered?
The public position changed over the period covered by the reporting. In July 2024, the PTA said it had not blocked VPNs, adding that any blocking would be carried out only on government directions and under the legal framework and guidelines. It encouraged companies, software houses, freelancers, and banks to register their IP addresses for uninterrupted service.

By November, news reports described efforts to restrict unregistered VPNs. The Associated Press reported that authorities cited alleged terrorist use as well as access to pornographic or blasphemous content. This chronology shows a shift in statements and reported policy efforts; it does not, by itself, establish a blanket VPN ban or specify the rules in force today.

Millions of Pakistanis had relied on VPNs to reach X after the platform became inaccessible, according to the Associated Press. VPN restrictions therefore affected more than a technical workaround: they could also limit access to a widely used social platform and other content that users could not reach directly.

The government’s stated rationale for controls included security and restrictions on unlawful content. The resulting tension was between those security claims and the consequences of limiting access, privacy, expression, and reliable connectivity. The reports cited here do not establish a full legal or technical account of X’s inaccessibility.
What were the potential consequences for businesses and users?
P@SHA warned that restrictions and unreliable connectivity could seriously affect IT and ITeS operations. Business Recorder attributed to the association an estimate that the disruption could cost up to $300 million. That figure was an industry estimate reported in 2024, not an independently verified government statistic or a confirmed final loss.
For businesses that depend on online services, unreliable access can interfere with routine operations; for users, restrictions can affect privacy and the ability to communicate or reach information. Those stakes help explain why industry groups challenged the policy’s likely impact even as officials framed controls as a security measure.
