The “confused” reaction concerned how a £1.2bn allocation for 2021–25 related to the government’s broader £5bn broadband-funding commitment. In 2020, the Independent Networks Cooperative Association (INCA) questioned whether the Spending Review changed the ambition for 100% gigabit coverage by the end of 2025. The figures describe different things; the contemporary reporting does not establish that the £5bn commitment was cancelled.

What prompted the confusion?

Computer Weekly reported that the Spending Review allocated £1.2bn for broadband during 2021–25. INCA, an association representing independent network providers, said it was surprised and sought clarity about how that allocation fitted with the government’s wider plans. The headline’s “confused” refers to this reported INCA response, not necessarily to every broadband operator.

INCA’s questions had two parts: whether the government’s ambition for 100% gigabit coverage by the end of 2025 had changed, and whether the £1.2bn period allocation meant the earlier £5bn public-funding commitment for hard-to-reach areas had been reduced. The report records uncertainty, not a formal government cancellation of the larger commitment. Computer Weekly’s account of the Spending Review and industry response

How do the £5bn and £1.2bn figures differ?

The amounts should not be read as competing totals for the same period or as proof of how much was ultimately spent. One is a broader commitment; the other is an allocation associated with a particular spending period.

Figure What it described Timeframe and intended reach What it does not establish
£5bn A UK government public-funding commitment reaffirmed in the March 2020 Budget, as reported by Computer Weekly. Intended to support full-fibre and gigabit-capable broadband rollout, particularly in the hardest-to-reach areas; the cited report does not specify a spending-period breakdown. It is not evidence, by itself, of the amount ultimately spent. The later reporting does not establish that the commitment was formally withdrawn. March 2020 Budget report
£1.2bn An amount allocated for broadband in the 2021–25 period, in Computer Weekly’s Spending Review reporting. Attached to that four-year period; INCA questioned its relationship to the wider commitment and coverage ambition. It is not identified as the final total of the £5bn commitment or as actual expenditure. Spending Review report

INCA’s understanding, as described by its then chief executive Malcolm Corbett, was that the £5bn was ring-fenced and that more might be brought forward into the Spending Review period. Corbett also acknowledged the difficulty of the coverage ambition: “Reaching 100% by the end of 2025 was always going to be difficult.” Those comments explain the association’s concern; they do not settle the government’s accounting or prove that either sum was spent as intended.

Did the UK change its 100% broadband target?

The 2020 report described a government ambition for 100% gigabit coverage by 2025, not a guaranteed delivery date. It also noted that the technical scope had broadened beyond full fibre to include cable and some wireless broadband. INCA questioned whether the Spending Review changed the ambition, but the account does not confirm that the target was formally revised.

“Gigabit coverage” therefore should not be treated as synonymous with fibre-optic cable reaching every premises: different technologies could count toward the stated ambition. Nor does a target establish that every location would receive service by the deadline.

Why broadband funding and coverage targets are contested

Broadband rollout depends on more than an announced public-funding figure. The boundary between commercially viable areas and places needing subsidy, which technologies qualify, procurement decisions, and the balance between public money and supplier investment can all affect what a programme delivers.

Those issues were already visible in earlier evidence from Broadband Delivery UK (BDUK) to the Public Accounts Committee in 2013, where coverage assumptions, technology eligibility, procurement and public-versus-supplier funding were debated. That is historical context for recurring delivery-policy disputes, not direct evidence about the 2020 Spending Review. Public Accounts Committee material on BDUK

What later policy statements say—and what they do not answer

In a Commons debate on 18 March 2026, the government said commercial and subsidised delivery, including Project Gigabit, was intended to make gigabit-capable connections available to 99% of UK premises by 2032. MPs also discussed hard-to-reach places and satellite or wireless alternatives. This later target shows that reaching difficult locations remained a policy challenge; it does not show whether, or how much of, the 2020 £5bn commitment was ultimately spent.
