Toyota’s 2019 offer was meant to encourage wider adoption of electrified vehicles: it made royalty-free licenses available for approximately 23,740 vehicle-electrification patents through the end of 2030. The offer was not an automatic, unconditional grant. Toyota said licenses would require contract discussions, and it separately offered paid technical support to manufacturers using its electrification systems.
What did Toyota announce?
On April 3, 2019, Toyota Motor Corporation said it would offer royalty-free licenses on approximately 23,740 vehicle-electrification patents it held worldwide, including some pending applications. Toyota said the portfolio reflected more than 20 years of development, particularly in hybrid electric vehicles (HEVs). The figure is approximate, and it should not be read as 23,740 granted patents.
The technologies include electric motors, power control units (PCUs), and system controls. Toyota said they could apply to HEVs, plug-in hybrids, and fuel-cell vehicles; its later sustainability report also lists battery-electric vehicles as a potential application. “HEV patents” is therefore convenient shorthand, not a precise description of everything in the offer. Toyota’s 2019 announcement describes the portfolio and offer.

The company’s current electrification patent inquiry page says the offer principally extends to companies manufacturing and selling electrified vehicles and their component parts. Toyota said license contracts would be issued after discussion of specific terms and conditions. The reviewed materials do not provide a public, family-by-family patent list or a standard contract.

Why did Toyota say it was doing this?
Toyota’s stated goal was to accelerate the wider adoption of electrified vehicles. Its reasoning was that developing sustainable mobility takes substantial time and resources, and that making existing technologies available to more manufacturers could help popularize electrified vehicles and advance emissions goals.
Shigeki Terashi, then an executive vice president at Toyota, explained the timing in the announcement: “Based on the high volume of inquiries we receive about our vehicle electrification systems from companies that recognize a need to popularize hybrid and other electrified vehicle technologies, we believe that now is the time for cooperation.” That is Toyota’s explanation of its purpose, rather than proof that every licensee or vehicle would produce a particular environmental result.

Was the offer also a business strategy?
It is plausible to read the program as an ecosystem strategy as well as a cooperation initiative. Lowering some barriers to electrified-vehicle development could broaden the use of compatible components and know-how, while keeping Toyota technologies influential. Toyota has also described analyzing patents in its research and development fields to help set R&D strategies. Its patent activity extends across many fields, not just hybrids. Toyota’s 2021 Sustainability Data Book reported approximately 69,000 patents held worldwide as of November 2021 and about 12,000 patent applications filed per year domestically and internationally.
A separate commercial interpretation came from industry analysts in 2019. Ian Riches of Strategy Analytics argued that Toyota might benefit by extending the life of a hybrid market in which it was strong. The analysis described the non-plug-in full-hybrid market at the time as flat or falling as automakers moved toward mild hybrids, plug-in hybrids, and battery-electric vehicles. It also reported questions about whether smaller hybrid motors and batteries would translate directly to battery-electric vehicles. These are dated analyst assessments, not current market figures or an admission by Toyota. The 2019 industry analysis presents that interpretation.

These explanations need not be mutually exclusive: a program can serve Toyota’s stated cooperation goal while also aligning with its broader commercial interests.

Royalty-free meant Toyota would not charge royalties for the covered licenses during the announced period; it did not mean anyone could automatically use every relevant invention without an agreement. Toyota said license terms would be discussed, and its inquiry page identifies manufacturers of electrified vehicles and their component parts as the principal intended participants. The reviewed materials do not establish the exact patent numbers, jurisdictions, family status, or negotiated terms for each license.

The company paired licensing with a separate, fee-based technical-support offer for manufacturers using Toyota motors, batteries, PCUs, control electronic control units (ECUs), and other electrification systems. Toyota described support such as system overviews, control guides, and tuning guidance to help manufacturers pursue performance goals including fuel efficiency, output, and quietness. The 2019 announcement says inquiries for that technical-support service are closed; it should not be confused with the royalty-free licensing offer.

Toyota’s patent figures cover different measures and periods, so they should not be treated as a direct growth series. In 2025, Toyota Motor North America said Toyota received 2,428 U.S. patents in 2024 and ranked first among automakers in U.S. patent awards for the 11th consecutive year. Those U.S. awards are not directly comparable with Toyota’s approximately 69,000 worldwide patent holdings reported as of November 2021 or its annual application estimate. Toyota Motor North America’s 2025 release provides the 2024 U.S. figures.
