Open-source WhatsApp-capable software does exist, but very few projects are full sales CRMs built around WhatsApp. The main reason is structural: the customer-facing application can be open source, while WhatsApp’s network, official APIs, and access rules remain controlled by Meta. That gap makes a turnkey, multi-business WhatsApp service much harder to publish as open code than a typical CRM.
What “open source WhatsApp CRM” actually covers
The phrase mixes three things that behave differently: the software you run, the channel it talks to, and the commercial service that connects the two. Open-sourcing the first does not open the second. Meta’s own OpenAPI repository publishes a WhatsApp API specification under an MIT license, but it states that use of the API remains subject to additional terms and conditions. The specification is open; the platform is not.
It also helps to be precise about “CRM.” Many products marketed as CRMs are really shared support inboxes: they assign conversations to agents, keep a history of each chat, and attach contact details. Others are sales tools with pipeline stages, forecasting, and campaign management. A project can do the first well and the second poorly, so the right question is which workflows you need.
The four layers and who controls each
A WhatsApp CRM stack has four layers. Only one of them is typically open source.

The CRM layer is the only one a community can freely fork. Everything beneath it is a Meta decision, which is why an open-source CRM that “supports WhatsApp” usually means an open interface that connects to Meta’s hosted platform, not a self-contained WhatsApp network.
Why Meta’s rules narrow the category
Meta’s WhatsApp for Business FAQ states the access rule directly: “At this time, developers can access our APIs on behalf of their own business only.” A business can connect directly if it can call the APIs and configure webhooks, or it can work through an approved Business Solution Provider. A developer who wants to provide WhatsApp access to other businesses has to go through Meta’s partner process.

That rule is the main obstacle for an open-source project that wants to serve many customers. Publishing code is easy; onboarding each tenant onto an official WhatsApp number, meeting Meta’s partner requirements, and handling the billing relationship are not. A project that stays single-business and self-hosted avoids most of this, but it still needs a Meta-approved path to send and receive messages.

There are also pricing layers. Meta says it began charging per delivered message on July 1, 2025, with rates that vary by message category and market. Its FAQ, as accessed on October 7, 2026, gives October 1, 2026 as the date service messages become chargeable, with the first 1,000 service messages per business phone number free each month. Check Meta’s current pricing documentation before budgeting, because these rules have already changed once.
Chatwoot: the closest documented counterexample
Chatwoot is the clearest evidence that open-source WhatsApp-capable software exists. Its project repository describes it as an open-source, self-hosted customer-support platform, lists WhatsApp among its channels, and describes contact profiles and interaction history. The project reports an MIT license. These are the project’s own claims; they describe what the software does, not an independent evaluation.
Chatwoot also shows where the boundary sits. Self-hosting gives you control of the inbox, the contact data, and the workflow. It does not give you control of WhatsApp itself. Messages still flow through Meta’s channel, and the business still needs a valid Meta-side setup. Chatwoot does not grant official WhatsApp access to arbitrary third-party businesses, which remains a separate question governed by Meta.

Who the open-source route suits
An open-source support inbox is a reasonable fit when:
- One business or one team will run the software and hold the Meta setup itself.
- Your main need is shared conversations, assignment, and history rather than pipeline forecasting.
- You are prepared to manage hosting, updates, and webhook configuration.
A hosted, vendor-operated product or a BSP-backed service is usually the better fit when:

- You would rather not own the Meta onboarding, partner, and billing relationship.
The human side of the business case
Qualitative research points in the same direction. A CHI 2025 study by Ankolika De interviewed 14 small-business owners in India about adapting to WhatsApp Business. The study is qualitative and describes those participants only; it is not a representative estimate of WhatsApp businesses or of demand for open-source CRMs. One participant, identified as P11, said: “But now; Business on WhatsApp is tough now—but am I really a businesswoman?” The quote shows how hard the channel can feel to small operators, which is the environment in which tooling choices get made.
What the evidence does not establish
No source supplies a count of open-source WhatsApp CRM projects, so “almost none” is a qualitative description rather than a measured market figure. The sources also do not show how much cost, as opposed to platform control or integration effort, has reduced the number of projects. The explanation above rests on Meta’s access rules, the separation between the application and the channel, and the layered pricing, which are documented; the size of their effect is not.
Bottom line for readers
Open-source WhatsApp software exists, and Chatwoot is a documented example. It is best described as a self-hosted support inbox with CRM-like contact features. Its scarcity as a full CRM comes from the layers beneath the application: WhatsApp’s APIs, terms, partner rules, and pricing are controlled by Meta, so openness stops at the customer-facing code.
