The Tibetan government-in-exile says it will oppose China’s involvement in recognizing the next Dalai Lama. The dispute sharpened after the 14th Dalai Lama said on July 2, 2025, that the institution would continue and that the Gaden Phodrang Trust alone would have authority to recognize his future reincarnation. China, by contrast, says recognition must follow Chinese rules and receive central government approval. No successor has been identified, and the parties do not agree on who has authority.
What prompted the vow to counter China’s involvement?
On July 2, 2025, the 14th Dalai Lama, Tenzin Gyatso, affirmed that “the institution of the Dalai Lama will continue” and assigned sole authority to recognize a future reincarnation to the Gaden Phodrang Trust. The Central Tibetan Administration (CTA), the political administration in exile, supports his position. The Dalai Lama relinquished his political role in 2011, according to the Associated Press.
At a July 2025 meeting of Tibetan religious leaders, CTA leader and Sikyong Penpa Tsering warned: “China is using this for political ends, which we will not accept.” The CTA’s Kashag also rejected the PRC’s invocation of the Golden Urn and central-government approval as grounds for control of recognition. These are the CTA’s stated objections, not an agreed ruling on the succession.
Who says it has authority to recognize the next Dalai Lama?
The core disagreement is about the source of authority. The Dalai Lama says the Gaden Phodrang Trust has sole authority to recognize his reincarnation, and the CTA backs that position. The PRC says recognition must comply with Chinese rules, including approval by the central government. Neither side accepts the other’s claim as the governing process.

| Issue | Dalai Lama, Gaden Phodrang Trust and CTA position | PRC position |
|---|---|---|
| Authority | The Dalai Lama assigns sole recognition authority to the Gaden Phodrang Trust; the CTA supports him. | The PRC says recognition must comply with Chinese rules and receive central government approval. |
| Geographic scope | The Dalai Lama’s statement names the Trust as the authority; it does not specify a search location. | The PRC says the search should take place within China. |
| Process | The CTA rejects the Golden Urn and central approval as grounds for PRC control of recognition. | The PRC invokes its official approval and regulatory framework. |
| Timing | The reported search begins after the current Dalai Lama’s death; its duration is not established. | The cited PRC statement provides no definitive timeline. |
The PRC embassy in Canada describes the Living Buddha reincarnation practice as 700 years old. That figure is the embassy’s characterization of the tradition, not an independently established consensus statistic.
Can China choose the next Dalai Lama?
China asserts that its rules apply, including central government approval and a search within China. The Dalai Lama and CTA reject PRC control of recognition and instead place authority with the Gaden Phodrang Trust. The available statements therefore show competing claims; they do not establish a process accepted by both sides or an independent resolution of who has authority.

No successor has been identified in the sources available here. The Associated Press reports that a recognition search begins only after the incumbent’s death and may take several years. Past searches have involved senior monastic disciples, spiritual signs and visions. That account does not establish a fixed timetable or predict the outcome of a future search. The Dalai Lama was 90 when he made his July 2025 statement, as contemporaneous AP coverage reported.
