The FCC finalized nearly $200 million in forfeiture orders against AT&T, Sprint, T-Mobile and Verizon on April 29, 2024, over how they handled access to customers’ location information. The agency said the carriers provided access to aggregators that resold it to location-based service providers, without customer consent and without reasonable safeguards against unauthorized disclosure. A 2026 Supreme Court decision later changed the procedural path of some carrier challenges; it did not make a new finding about the location-data practices.
Why did the FCC fine the carriers?
The FCC said the carriers failed to obtain customer consent before allowing access to location information and failed to take reasonable steps to protect it from unauthorized disclosure. The agency applied the Communications Act and its customer proprietary network information (CPNI) rules in its enforcement orders. The FCC’s April 2024 announcement describes the enforcement action.
The agency described an intermediary chain, rather than a finding that each carrier directly sold raw location records to every company that ultimately used them:
- Wireless carriers provided access to customer location information to data aggregators.
- Those aggregators resold access to location-based service providers.
- The FCC concluded the carriers had not secured customer consent or taken reasonable measures to prevent unauthorized disclosure.
FCC Chairwoman Jessica Rosenworcel characterized the conduct this way: “These carriers failed to protect the information entrusted to them.”

What changed in the 2026 Supreme Court cases?
On June 4, 2026, the Supreme Court reversed and remanded the Fifth Circuit judgment in the AT&T case and affirmed the judgment in Verizon’s consolidated case. The cases concerned whether the FCC’s process—investigating, determining liability and assessing a monetary forfeiture—violated the Seventh Amendment right to a jury trial. The Supreme Court docket for the Verizon matter records the related proceedings.

The outcomes also differed: AT&T’s judgment was sent back for further proceedings, while the Verizon judgment was affirmed.

Are the fines paid, and what happens next?
The available Supreme Court docket records a denial of rehearing and issuance of judgment in the Verizon matter on August 17, 2026. It does not establish whether Verizon paid its forfeiture. The sources available here also do not establish what happened in lower court after the AT&T remand or whether AT&T paid. Payment and post-remand status therefore remain unresolved on the basis of these records. Verizon case docket
