Water-main flushing can stir up fine sediment inside a pipe. Iron-bearing rust is a common cause of rusty-brown, orange, red, or cloudy tap water afterward, but color alone cannot identify the particles or tell you whether water is safe during a particular incident. Follow your water utility’s local instructions and any active advisory.
Why a water-main flush can turn tap water brown
Utilities flush water mains by moving water through them at high velocity. That flow can scour the pipe and dislodge fine sediment that has collected inside. The particles mix with the water; some may travel from the main into a home’s plumbing and temporarily discolor tap water. The U.S. Environmental Protection Agency (EPA) describes this mechanism in its Residential Flushing Procedure Handout.
Iron-bearing rust is a common source of rusty-brown, red, orange, or cloudy water. Dark brown or black water may involve manganese or other sediment as well. A New York City Department of Environmental Protection (NYC DEP) FAQ discusses iron and manganese sediment in connection with discoloration and flushing in New York City’s system; the local cause in another system can differ. The EPA also describes color and sediment causes in its drinking-water operator reference.

Color is a clue, not a test result. You cannot identify the substance or determine whether water is safe in a specific incident from appearance alone. Check your utility’s incident notices and follow any restrictions it issues. EPA guidance says the water company should communicate precautionary actions and when water is safe to drink; if you suspect contamination and no advisory has been issued, contact the utility.

EPA’s secondary drinking-water standards guidance lists iron at 0.3 mg/L and manganese at 0.05 mg/L. These are standards associated with nuisance effects, not measurements of your tap water or a diagnosis of discoloration after a flush. EPA associates iron above its secondary standard with rusty color, sediment, metallic taste, and reddish or orange staining; it associates manganese with black-to-brown color and staining. See the EPA secondary drinking-water standards guidance.
What to do during and after flushing
While the utility is flushing
Follow the utility’s notices about whether to avoid using water. An EPA handout for a particular flushing program advises customers to avoid using faucets and appliances during the work, then flush household plumbing afterward. That advice is specific to the program described in the handout, so follow your own utility’s procedure rather than assuming every system uses the same steps.

If your tap water becomes discolored
- Check for a local notice or advisory. Use the utility’s instructions for the affected area and follow any stated limits on drinking, cooking, or other uses.
- Ask the utility how to flush your plumbing. If it says flushing is appropriate, follow its instructions for which outlets to use and for how long. EPA customer guidance says the time needed varies with the home’s plumbing and outlets; the water system should specify whether flushing is needed and how extensive it should be. There is no universal run-time.
- Contact the utility if the issue persists or is unusual. Report water that does not clear, recurring discoloration, an unusual taste or odor, or another unexpected change. If discoloration recurs, ask whether the problem is system-wide or limited to your service connection or home plumbing; the utility can advise whether a plumber should inspect private plumbing.
When the cause may be inside the home
Discoloration that begins suddenly around nearby main flushing or utility work is consistent with sediment disturbed in the main. But repeated or persistent discoloration can also come from a service pipe or plumbing inside the building. Ask the utility whether neighbors or the wider area are affected. If it appears limited to your property, ask whether a plumber should inspect the private plumbing.

Contact your utility for incident-specific advice if the water remains discolored or does not clear, has an unusual taste or odor, or changes in another unexpected way. Do the same if you are unsure whether an advisory applies to your address. The Drinking Water Inspectorate (DWI) advises consumers in England and Wales to contact their water company if discoloration persists for more than 24 hours; that is jurisdiction-specific guidance, not a universal waiting period. See the DWI guidance on water colour.
