Silent Hill games don’t have to take place in Silent Hill because the franchise’s original town was a choice made for a particular atmosphere, not a permanent rule for every later story. Konami’s own announcements show the series moving to other places: SILENT HILL f is set in 1960s Japan, and the developers of Townfall chose Scotland. The creators quoted on the subject support flexibility, but they do not supply a fixed definition of what makes a game “Silent Hill.”
Why the original town was a deliberate choice
The first game’s setting was a creative decision tied to mood. In a March 1999 PSM interview, original game director Keiichiro Toyama said the modern horror novel atmosphere was the hook, so the team chose a small U.S. town. He also said the fictional Silent Hill does not correspond to a real place, and that the game does not assign it a specific place or time. The town was therefore a tool for tone rather than a documented map of somewhere that exists (PSM interview with Keiichiro Toyama, reproduced by Silent Hill Memories).

SILENT HILL f and the Japanese setting
Konami’s official description ties SILENT HILL f to Japanese customs and culture and connects that setting to the game’s psychological horror. The example shows that a change of location can be part of the story’s design, not just a backdrop swap. The official description is the source for the setting and themes; it does not explain how the team built the period details.

Townfall and the Scottish setting
McKellan’s reason for choosing Scotland is practical as well as emotional: the team could depict a place it knew well. He also cited the country’s fog. Fog alone does not make a game feel like Silent Hill, so the more useful lesson is that a setting the developers can render specifically tends to be more persuasive than a generic one.
What the creators say about the series’ identity
Composer and producer Akira Yamaoka offered an early view of what the series stood for. In a 2008 Game Developer interview about Silent Hill: Homecoming, he said: “Silent Hill’s identity is that Japanese teams create the kind of horror that takes place in the U.S.” (Game Developer, first published June 11, 2008). That is a creator’s characterization of the series at that time, not a binding rule for later titles, and it sits comfortably alongside a Japan-set and a Scotland-set entry.

On the question of how new teams should approach the franchise, series producer Motoi Okamoto described a deliberately open process. In the July 30, 2026 PlayStation Blog interview he said: “Handing over a thick manual from our end wouldn’t necessarily resonate with a team.” Konami has internal story guidelines, but partner developers and writers are asked to analyze the series and build their own understanding of it (PlayStation Blog). That openness is the strongest support for the idea that a new place can still feel like Silent Hill.

In an August 2026 GamesRadar+ interview, Okamoto argued for new settings on the grounds of story range. He said: “If we stay laser-focused on the same American setting, that would exhaust [narrative] possibilities, and also potentially cause fatigue for the playerbase” (GamesRadar+). This is the producer’s stated rationale. It is not audience research, and no sales or player-behavior figure in the sources measures fatigue.

How to judge whether a new setting works
A useful test for any Silent Hill setting is to ask four questions. Each question is grounded in the creators’ statements above.
- Does the location create the needed atmosphere? Toyama chose the first town for a modern horror novel mood, so the place should serve the story’s emotional effect.
- Do the developers know the place well enough to make it specific? McKellan’s reason for Scotland and Konami’s link between SILENT HILL f and Japanese customs both rest on this kind of grounding.
- Does the project carry forward the series’ psychological horror and interpretive openness? Okamoto’s description of partner teams building their own understanding of the series points to this as the core requirement.
- Does the setting open new story possibilities? This is the concern behind Okamoto’s fatigue argument, and it is his view rather than an industry-wide rule.
What is and is not established
- Established: the original game’s U.S. town was a deliberate choice for atmosphere, and SILENT HILL f and Townfall are set in Japan and Scotland respectively, as their publishers and developers describe them.
- Not established: that every older game takes place outside the town, that the franchise has an official rule about settings, or that players grow tired of a single setting in any measured sense.
- Not established: the creative reasoning behind individual locations or sequences in other entries. The sources here confirm the settings of the games named above, not a full map of the series.
Where to start
If you want to compare the town-centered approach with a different setting, the Silent Hill 2 remake is the most direct starting point. Konami announced it in 2022 for PS5 and Steam, and the company’s announcement is the place to confirm the current platforms and edition before buying (Konami’s Silent Hill 2 remake announcement; PlayStation Blog, October 19, 2022). SILENT HILL f, which is set in Japan, is the other official reference point for a non-town setting.
