Sexualized AI-generated depictions of minors have appeared on Instagram despite Meta’s stated ban. Investigations documented specific accounts and videos, and a researcher reported limited moderation and recommendation tests. They show enforcement gaps in the examples examined—not that Meta is universally unable to stop the content, or how widespread it is across Instagram.
What investigators found on Instagram
Nucleo’s account investigation
In an investigation published through the Pulitzer Center’s AI Accountability Network, Nucleo identified 14 Instagram profiles posting AI-generated images of minors in sexualized poses. Nucleo contacted Meta in March 2025. Afterward, 12 of the 14 profiles were removed; Meta later confirmed that the removals followed information Nucleo supplied.
Nucleo could not confirm whether the images were based on real people or whether the profiles had common owners. The investigation documents identified accounts and their reported removal, not a platform-wide count or a comprehensive analysis of Instagram comments.
Carrasco’s video sample and browsing test
Independent researcher Jeremy Carrasco reported that, as of February 10, 2026, a manually assembled sample of 144 qualifying videos across 20 Instagram accounts had accumulated 130,625,138 views. Nineteen videos he classified as “egregiously sexual” accounted for 10,353,200 views. These are counts for Carrasco’s sample, not estimates of all such material on Instagram.

Carrasco also described a browsing test involving three accounts. Recommendations progressed from qualifying sexualized AI videos to nonsexual posts featuring real underage girls. He said he did not interact with those girls’ videos. This limited observation does not show that Instagram always makes such recommendations, or that its system intentionally directs viewers to real children.
Did Instagram remove reported videos?
Carrasco said he reported 23 videos. When he checked, one had been removed, six had been restricted to viewers over 18, and the rest remained available. This is a small, self-reported test, not a representative moderation-rate study. It nevertheless illustrates an important difference: restricting access by age is not the same action as removing content.

What Meta says its rules and systems do
Meta told Nucleo: “At Meta, we have strict rules against the sexualization of children — both real and AI-generated — and we have removed the accounts shared with us so far for violating these guidelines.” The company also said it removes accounts devoted to posting otherwise innocuous images of children when appearance-focused captions or comments accompany them. These are Meta’s statements about its policies and enforcement, not an independent assessment of how consistently those rules are applied.
Meta says it uses image-matching tools to scan uploads for potential child sexual abuse material, as well as AI and machine learning to address child nudity, unwanted adult–teen interactions, and possible grooming. Those are descriptions of the company’s tools; the existence of detection systems does not establish that they catch every violation or explain why particular content remained available.

Meta separately reported that in 2025 it automatically removed more than 4 million suspicious accounts and removed 36 million pieces of child exploitation content. Those broad company-reported figures do not directly measure the cases examined by Nucleo or Carrasco.
Why Meta AI safeguards do not answer the Instagram question
Meta says teen conversations with Meta AI are subject to a 13+ content setting and that its assistant is trained not to engage teens in sexual or romantic conversations. Those stated safeguards concern interactions between teens and Meta AI. They do not explain how Instagram moderates public posts, recommendation feeds, or comments made by adults.

- TERACUBE CARE+: Thrive comes with Teracube Care+ protection, which provides express phone replacements for defects and accidents. A protective case and glass screen protector are included with the phone.
That distinction matters when evaluating claims that Meta is putting AI into its products while harmful material appears on Instagram. A safeguard for conversations with an AI assistant is not evidence about the detection or removal of user-generated posts elsewhere on the platform.

Sexualized comments on real children’s accounts
In a separate report, The Associated Press said Meta reported removing 135,000 accounts that left sexualized comments on adult-run accounts of children under 13, along with another 500,000 linked accounts that interacted inappropriately, in July 2025. Those company figures concern real children’s accounts and inappropriate interactions—not the AI-generated depictions examined by Nucleo.

AI-generated impersonation of an adult
In a separate adult-focused case, Meta’s Oversight Board overturned the company’s decision to leave up a reportedly AI-generated sexualized video impersonating an adult woman. The Board said sexualized AI impersonation should signal non-consent and described weaknesses in detection, review, and reporting for non-public figures. This is relevant to how platforms handle consent and synthetic sexual imagery, but it is not a finding about children or the Instagram cases above.
Paid advertisements
A September 2026 WIRED report on Tech Transparency Project research said more than 350 abusive video ads had run across Meta platforms since the end of 2025, including ads using real children’s images. Ads are a separate channel from public user posts and recommendation feeds; those findings should not be counted as evidence about the prevalence of AI-generated depictions in Instagram accounts.
What the evidence can—and cannot—say
The available reporting establishes that specific sexualized AI depictions of minors appeared on Instagram, that some identified profiles were removed after a journalist alerted Meta, and that a separate researcher found videos that remained available or were age-restricted after reporting. It also records a limited recommendation test and Meta’s own broad enforcement statistics.

The cases do support scrutiny of how quickly Meta detects violations, what it removes versus age-restricts, and whether reporting systems make users carry too much of the burden.
