Extending Scotland’s bluetongue Restricted Zone simplifies specified livestock movements because the whole country now shares the same disease status. From 00:01 on 3 October 2026, the former South West Scotland zone and the rest of Scotland became one zone, removing licences previously required for certain movements into, within and out of the former zone. It does not end bluetongue controls or allow clinically affected animals to be moved.

Why a larger restriction zone can make trading easier

Before 3 October 2026, Scotland had two relevant areas: the Restricted Zone in parts of the south-west and the rest of the country. The boundary between them triggered movement-licence requirements for susceptible livestock on specified routes. Extending the zone across all of Scotland removed that internal boundary and gave the country a single disease status.

The Scottish Government announced the change on 1 October after agreement with livestock-industry representatives, including NFU Scotland, the National Sheep Association, the Scottish Beef Association, the Institute of Auctioneers and Appraisers Scotland, and Quality Meat Scotland. Its stated aim was to make autumn trading more straightforward for farmers, hauliers and auction markets. The extension changes the geography of the zone, not the fact that bluetongue controls apply.

As Scottish agriculture minister Jim Fairlie put it, “It’s a bit counterintuitive but extending restrictions is actually a positive thing because it means we’ve got the ability to move stock freely anywhere in the country now,” as quoted by BBC News on 3 October 2026. “Freely” describes the benefit of removing specified internal-zone licence requirements; it is not permission to ignore other movement rules.

What changed for livestock movements

Issue Before 3 October 2026 From 00:01 on 3 October 2026
Zone geography South West Scotland was a Restricted Zone; the rest of Scotland had a different status. The Restricted Zone covers all of Scotland.
Specified movements involving the former south-west zone Movement licences were required for relevant susceptible livestock moving into, within and out of the zone. The Scottish Government says those licences are no longer required for the specified movements because Scotland now has one disease status.
Other disease-control duties Keepers had to follow applicable bluetongue rules. Keepers still have to follow current rules, maintain an up-to-date inventory and not move animals showing clinical signs.

The licensing change is specific, not a blanket exemption for every animal, route or destination. Movements beyond the simplified internal Scottish arrangements can have separate conditions. Check the current official guidance for the animal type, route and destination before arranging a movement.

What the latest Scottish figures say

The Scottish Government’s guidance, updated 3 October 2026, identifies the outbreak as bluetongue virus serotype 3 (BTV-3), detected on several south-west Scottish premises in August 2026. In that update, it reported 41 affected holdings, 20 confirmed sheep and 85 confirmed cattle. These are figures from the dated update, not live totals.

The same guidance says infected animals are generally required to remain on farm for at least 60 days. That does not mean every animal on an infected holding can automatically be moved after that period: the applicable rules still matter, and animals showing clinical signs must not be moved. BBC News reported that most healthy, non-infected animals can be traded subject to the rules that apply to their movement.

What livestock keepers should do

  • Check the current movement conditions. Use the Scottish Government’s bluetongue restricted zone guidance and the relevant movement-licence guidance. The UK guidance confirms the all-Scotland zone took effect on 3 October and directs users to Scottish guidance for licences after that date. Rules and licence versions can change.
  • Keep records current and do not move clinically affected animals. The zone extension does not remove these disease-control responsibilities.
  • Discuss vaccination planning with a vet. Farmers were urged to begin conversations with their veterinarian about planning for the following year. Vaccine choice, timing, availability and suitability are veterinary matters; the report noted supply difficulties after demand rose suddenly as cases were reported in England.
