Robotic submarines—autonomous or remotely operated uncrewed underwater vehicles (UUVs)—can take sensors into hazardous or hard-to-reach waters, extend surveillance, and support mine countermeasures without putting a crewed vessel directly into the threat area. Their value is greatest as part of a larger force: NATO describes combining uncrewed vehicles with crewed ships, submarines, and aircraft, not replacing those platforms.
What robotic submarines contribute to maritime defense
A UUV carries sensors or other mission equipment underwater, either following programmed instructions autonomously or operating with remote control. It is distinct from an uncrewed surface vehicle (USV), which travels on the water, and an uncrewed aerial vehicle (UAV). NATO initiatives may use all three, but only the underwater vehicles are robotic submarines.
Underwater vehicles can gather information in places where sending people or crewed vessels would be risky or impractical. They can also contribute to persistent surveillance and coordinated searches. Their usefulness depends on more than the vehicle itself: sensors, data processing, communications, command and control, launch and recovery, and integration with other forces all matter.

Mine detection and countermeasures
Mine warfare is one of the clearest use cases. The U.S. Navy says its Littoral Combat Ship Mine Countermeasures mission package uses unmanned surface and underwater vehicles, sensors, and systems to detect, localize, and neutralize mines. The package is designed to let the supported ship operate outside the mine-threat area (U.S. Navy fact file, updated July 2, 2025).

- Cool Ornament: Although the submarine is a toy in its own right for kids, for adult, it can also be a nice ornament thanks to its cool shape.
NATO’s Centre for Maritime Research and Experimentation (CMRE) describes mine countermeasures as difficult, slow, and dangerous. Its Autonomous Naval Mine Warfare programme investigates improved sensing and autonomous mine identification, along with interoperable systems, standard sonar-data exchange, and coordinated searches. Using multiple cooperating systems could improve detection and speed operations while reducing the need to expose people to minefields; it does not mean that human oversight or support is unnecessary (CMRE, Autonomous Naval Mine Warfare, Annual Report 2025).
Anti-submarine warfare
NATO CMRE is studying how autonomous systems could contribute to detecting, classifying, locating, and tracking submarines in both blue-water and shallow-water environments. The work includes new sensors, AI-enabled signal processing, cooperation among autonomous vehicles, and analysis of how uncrewed and crewed assets could work together (CMRE, Autonomous Anti-Submarine Warfare, Annual Report 2025).

This is capability development and experimentation, not evidence that a particular robotic submarine can reliably find any submarine in every environment. CMRE’s 2025 report also describes Canadian and CMRE work on concepts for deploying uncrewed systems from crewed vessels, with Arctic operations among the areas of interest. A vehicle’s contribution depends on conditions, sensor performance, data processing, and how its findings are combined with other information.
Surveillance and critical undersea infrastructure
NATO’s Task Force X initiative aims to use fleets of autonomous maritime systems for persistent surveillance, threat detection and tracking, and improved maritime situational awareness. NATO links the effort to protecting critical undersea infrastructure and sea lines of communication (NATO Allied Command Transformation, “NATO TASK FORCE X: Deterring Today and Protecting Tomorrow,” January 31, 2025).

Task Force X-Baltic includes surveillance of critical undersea infrastructure and experiments that integrate uncrewed systems with traditional crewed forces while retaining human oversight in critical operations. NATO says a June 2025 exercise tracked hundreds of vessels daily, including Russian shadow-fleet and military assets. That is NATO’s account of a particular exercise, not a general performance guarantee for robotic submarines (NATO Allied Command Transformation, “Task Force X-Baltic,” accessed October 4, 2026).
Why combine uncrewed and crewed systems?
Robotic submarines can extend the reach of a force, but their role is not simply to replace a crewed submarine or ship with an autonomous machine. NATO’s anti-submarine warfare research describes a system-of-systems approach: crewed platforms and autonomous uncrewed systems working together to detect, classify, localize, and track submarines. Each platform can contribute different sensors, coverage, mobility, and operational judgment.

In January 2025, NATO Secretary General Mark Rutte described plans for “a small fleet of naval drones” to enhance surveillance and deterrence in the Baltic Sea, alongside integrating Allies’ national surveillance assets with NATO. The statement reflects the initiative’s intended direction, rather than a claim that a fully autonomous fleet is already operating (NATO Allied Command Transformation, January 31, 2025).
What recent exercises show—and what they do not
NATO Allied Command Transformation reports that a June 2025 Task Force X-Baltic demonstration used more than 70 air, surface, and subsurface systems, with 75% average availability for eight hours per day. These figures describe that exercise’s mixed fleet and operating period; they are not a combat-effectiveness rating or a typical availability figure for every vehicle or mission (NATO Allied Command Transformation, “Task Force X-Baltic,” accessed October 4, 2026).

Separately, CMRE’s Autonomous Naval Mine Warfare report says the 2025 SEPIEX25 at-sea trial involved 23 external participants representing seven NATO nations. That is a trial participation figure, not a measure of how many systems are operationally fielded (CMRE, Autonomous Naval Mine Warfare, Annual Report 2025).
Such exercises demonstrate experimentation and efforts to integrate systems, but do not establish universal readiness. An exercise result is tied to its specific participants, setup, duration, and environment; it should not be generalized to all maritime operations.
What determines whether a robotic submarine is useful?
A vehicle’s value depends on the mission and the network around it, not simply on being autonomous. NATO CMRE identifies sensing, AI-enabled signal processing, cooperation among vehicles, interoperability, command and control, and data exchange as important research areas. For a defense planner, relevant questions include:
- Mission: Is the priority mine detection, anti-submarine sensing, infrastructure surveillance, or broader maritime awareness?
- Platform mix: Will an underwater vehicle operate alone, or coordinate with surface and aerial systems and crewed forces?
- Sensing and processing: Are its payload and sonar suitable for the environment, and can its systems identify useful signals from collected data?
- Integration: Can it share data through compatible formats and command-and-control arrangements with other systems?
- Operational support: How will it be launched, recovered, maintained, recharged, and overseen by people?
The cited NATO material identifies these as considerations but does not provide a comparable scorecard across UUVs. It also does not quantify performance limits across platforms for underwater communications, endurance, or operation in particular conditions. Those factors should be evaluated for the specific vehicle and mission rather than assumed from the label “autonomous.”
The practical outlook
Robotic submarines matter because they give navies another way to sense and operate underwater, including in hazardous areas, and because they can extend the coverage of crewed forces. Mine countermeasures, anti-submarine warfare research, and monitoring of critical undersea infrastructure are documented priorities. For now, the strongest case is for capable uncrewed systems integrated into a mixed force with useful sensors, reliable data exchange, and human oversight—not for autonomous vehicles as a stand-alone replacement for conventional naval forces.
