Quarterly reviews matter because they give people a chance to check progress, surface obstacles, and adjust a plan while there is still time to act. They do not make annual goals obsolete: annual goals set direction, while regular reviews test whether the work is on track and whether the plan still fits.

What a quarterly review is—and what it is not

A quarterly review is a recurring checkpoint for progress and decisions. It asks whether meaningful goals are moving forward, what has changed, what is getting in the way, and what action should happen next. It is not necessarily a formal performance rating or a demand to rewrite every goal every three months.

Annual goals can provide a longer horizon. A useful distinction is between reviewing progress during the year and assessing results across the year. The federal performance framework, for example, describes leaders reviewing priority goals quarterly to find barriers and adjust implementation strategies, alongside annual strategic reviews of broader objectives. That is an illustration of complementary rhythms, not a rule that every organization must follow. Performance.gov’s framework sets out that federal approach.

Quarterly reviews and annual-only reviews serve different purposes

Dimension Quarterly review Annual-only review
Timing and horizon Checks near-term progress against longer-term goals during the year. Looks back over a longer period, often after much of the year’s work is complete.
Main purpose Find barriers, decide whether the plan needs adjustment, and choose next steps. Synthesize performance information and assess results across the year.
Information available Can use recent progress data and perspectives from people doing or supporting the work, if those inputs are prepared in time. May depend more heavily on retrospective accounts and information assembled at year-end.
Follow-through Creates a regular opportunity to assign actions and revisit unresolved issues. Actions may still be assigned, but there may be fewer scheduled checkpoints to review them before year-end.
Process burden Can become repetitive paperwork if meetings do not lead to useful decisions. Can concentrate the administrative work into one larger review, while leaving less time for midyear correction.

These are differences in purpose and timing, not proof that one cadence produces better results in every workplace. An annual conversation can still be valuable; the risk is relying on it as the only point when goals and progress are examined.

Why a shorter review cycle can help

It brings obstacles into view sooner

A goal can remain unchanged on paper even when priorities, dependencies, or available resources have shifted. Checking progress during the year gives people a chance to name those changes and decide whether to remove a barrier, change the approach, or revise a milestone. The point is not to treat every setback as failure; it is to avoid waiting until the year-end summary to discover that the plan stopped matching the work.

It keeps goals connected to current work

In a 2018 Korn Ferry survey, 46% of respondents said goals set in their reviews were no longer applicable a year later when it was time to measure performance. In the same survey, 96% said real-time feedback and ongoing performance discussions with their bosses were more effective than an annual review. These are dated survey responses, not universal employee opinion or evidence that quarterly reviews cause better performance. Korn Ferry’s 2018 survey announcement reports both figures.

It makes follow-up part of the process

A review has little practical value if it identifies a problem but leaves nobody responsible for what happens next. In its 2015 report on federal agencies, the U.S. Government Accountability Office (GAO) found that identifying follow-up actions after meetings was positively correlated with reported review impact. That association does not establish that follow-up alone caused better results, but it supports treating action ownership as part of a useful review rather than an optional add-on. GAO-15-579 describes the survey and its federal-agency context.

What makes a quarterly review useful

Cadence is only one ingredient. GAO’s 2013 report on federal data-driven reviews identified nine leading practices that can be translated into practical checks for a review process:

  • Use the meeting to improve performance: Frame it around decisions and improvement, not just reporting status.
  • Bring the right people: Include people who understand the work and can help solve the problems being discussed.
  • Connect goals to work and resources: Check that planned activities and available resources support the stated goals.
  • Diagnose before prescribing: Understand why progress is off track before choosing a corrective action.
  • Use decision-ready information: Make data accurate, useful, and timely enough to inform the discussion.
  • Build analytical and communication skills: Participants need to interpret information and explain what it means.
  • Prepare rigorously: Share the relevant information and questions before the meeting where possible.
  • Keep a reliable schedule: Regular reviews make it easier to spot changes and revisit issues.
  • Follow up: Record decisions, owners, and unresolved issues so they can be checked at the next checkpoint.

These practices come from GAO’s examination of federal data-driven reviews, not a controlled comparison of quarterly and annual performance systems. GAO-13-228 provides the full set of practices.

A lightweight way to run a quarterly review

  1. Revisit a small set of meaningful goals. Compare current progress with the goal and any agreed milestones. Avoid turning the conversation into a status report on every task.
  2. Ask what has changed. Check whether priorities, assumptions, dependencies, or resources have shifted since the goal was set.
  3. Identify the main obstacle. Separate a temporary delay from a problem with the plan, capacity, or coordination.
  4. Choose a response. Decide whether to continue, change the approach, address a barrier, or revise a goal or milestone.
  5. Record one or more next actions. For each action, note an owner and a time to check progress. Keep unresolved issues visible for the next review.

This is a practical structure, not a mandatory cadence or universal formula. A quarterly conversation should be frequent enough to make the goals useful, but light enough that preparation and documentation do not overwhelm the work.

When quarterly reviews go wrong

More frequent meetings do not automatically create better management. A scholarly review of performance management describes the growth of structured systems involving goals, competency models, ratings, and implementation, while also noting that some systems became tedious and low-value. It discusses experimentation with goal setting, real-time feedback, coaching, and behavior change as alternatives or complements to cumbersome processes. The implication is that organizations should improve the quality of the conversation, not simply add more forms. The Annual Review of Organizational Psychology and Organizational Behavior discusses this broader performance-management context; it is not a direct trial of quarterly versus annual reviews.

Warning signs include meetings that repeat status already available elsewhere, goals disconnected from day-to-day work, metrics that arrive too late to guide decisions, and action items that are never revisited. If the review cannot produce a useful decision or feedback, simplify it or change what participants bring.

How to decide whether the cadence fits

The evidence cited here is strongest for federal-agency management practices and survey attitudes; it does not establish that a quarterly schedule is best for every company, role, or goal. A recurring review is most defensible when the work can change during the year and a timely decision can improve the outcome. Where goals are stable and progress is easy to monitor in normal work, a shorter conversation or a different checkpoint may be sufficient.

Use annual goals to state the longer-term direction, then choose review points that help people act on current information. The essential test is not whether a meeting happens every three months; it is whether the review helps participants understand progress, address barriers, and follow through on decisions.
