The “100-W equivalent” label describes brightness, not power use: the Philips LED used 22 watts while aiming to match the light output of a typical 100-watt incandescent. Philips was reported as the first maker in that brightness class to earn ENERGY STAR certification, but the available account does not establish exactly why its bulb was certified before competing announced models.
What “100-W equivalent” means
Watts measure how much electricity a bulb uses; lumens measure how much light it produces. “100-W equivalent” is a shorthand comparison with the familiar brightness of a 100-watt incandescent—not a claim that the LED consumes 100 watts. The U.S. Energy Information Administration used about 1,600 lumens as the output of a typical 100-watt incandescent. The Federal Trade Commission’s light-bulb label guidance and the EIA’s explanation of lighting standards describe how consumers can compare brightness and energy use.
So the apparent mismatch is straightforward: a 22-watt LED can provide light in the 100-watt incandescent brightness class while drawing far less power. To compare bulbs, look at their actual lumen ratings for brightness and their wattage for energy use; equivalence wording alone is only a quick reference.
Why ENERGY STAR certification mattered
The 2011-era story was not simply that Philips had reached a lumen target. The contemporaneous Refractor account reported that Philips’s 22-watt, 100-watt-equivalent lamp was the first in its class to earn ENERGY STAR, and described certification as involving performance and light-quality checks as well as output. It reported a 1,600-lumen minimum for the class and 1,780 lumens for the Philips lamp. Because the article page could not be directly inspected and no product-level official certification record was established here, treat those figures and the testing account as reported by Refractor, not as independently verified certification findings.

Refractor also relayed an unnamed Philips spokesperson’s statement that submission involved 3,000 hours of laboratory testing, including checks of beam angles, performance, and light quality. That helps explain why certification involved more than a headline brightness figure, but it does not prove that any named competitor failed a specific test.
Why Philips was first—and what remains unknown
“First” means first to earn certification according to the historical report. It does not mean Philips was the only manufacturer to announce a bulb intended to replace a 100-watt incandescent, or that other products could not qualify. Refractor discussed announced products from GE, Osram Sylvania, and Switch, but said the reason they had not then been certified was unclear.

The exact explanation therefore is not established: the available record does not show whether differences in test results, timing, submissions, or another factor determined which lamp qualified first. ENERGY STAR’s lamps specification development archive includes dated 2011 materials on performance topics such as lumen maintenance. It supplies useful program context, but does not identify why this particular Philips lamp received certification ahead of competitors.
Keep Philips’s other 2011 bulbs separate
Philips announced other LED milestones in 2011, but they concerned different products and should not be mistaken for specifications or certification evidence for the 22-watt bulb.

| 12.5-watt AmbientLED, also sold professionally as EnduraLED | Philips said it was the first 60-watt incandescent replacement to earn ENERGY STAR. | 17-watt EnduraLED | Philips described it as its first 75-watt LED replacement and said it was designed to meet or exceed ENERGY STAR qualifications. The release also reiterated the earlier 60-watt product’s certification milestone. How to choose a replacement today
The historical certification story does not tell you whether a present-day bulb will fit a particular lamp or suit a room. Check the bulb’s actual label and product details:
- Brightness: Compare lumens, not just equivalent-watt wording.
- Power use: Check the bulb’s actual wattage.
- Light appearance: Compare the stated color temperature and choose the appearance you want.
- Fit and controls: Confirm base type, fixture suitability, and dimmer compatibility.
- Other useful details: Compare rated life, warranty, and current ENERGY STAR status where relevant.
The FTC label guidance covers brightness, estimated energy cost, life expectancy, light appearance, wattage, and mercury disclosure. These details are more useful for selecting a bulb than assuming an old equivalence label guarantees an exact match in every fixture or lighting condition.
