Peoria, Arizona, Councilmember Jennifer Crawford says she is keeping her current home address private because of harassment and safety concerns. Residents have also questioned whether she still meets the city charter’s requirement to live in the Acacia District. A reported sale of the home listed on her election paperwork does not, by itself, show that she moved out of the district; Crawford says she remains an Acacia resident. The material reviewed here contains no official finding resolving the residency question.
Why is Jennifer Crawford keeping her address private?
Crawford has said that past harassment and safety concerns are why she will not disclose her current address publicly. In a statement quoted by the Arizona Daily Independent (ADI), she said she wanted questions about her voting record and performance as a councilmember to continue, while asking for harassment to stop. She also said her family and personal safety should not be targeted because of political disagreements.
ADI reported Crawford’s descriptions of several incidents: a suspicious package delivered to her home in 2023, another package received through the U.S. Postal Service in 2024, obscene messages, vandalism, and a vehicle she said followed her after a September 1, 2026, council meeting. These are accounts attributed to Crawford; the reporting does not independently establish who was responsible. She said she wanted help investigating the September incident and protection around council meetings.
What is known about the home sale and residency questions?
ADI’s September 13, 2026, report said the Arizona Republic had reported that property records showed Crawford sold the Acacia District home listed on her election paperwork on July 31, 2026. Some residents then submitted complaints questioning whether she remained eligible to represent the district.

Crawford responded that she continued to reside in Acacia after the sale. The sale concerns ownership of a particular property; it does not establish where she lives now. Likewise, her decision not to make her address public does not establish that she lives outside the district.
The Arizona Republic story, republished by AOL on September 23, 2026, also reported that Crawford asked the Maricopa County Attorney’s Office to review her residency. The available reporting does not state the review’s result. No official determination resolving her current residency appears in the material reviewed here.

What does Peoria’s charter require?
Peoria’s charter says a candidate for one of the six council positions must be a resident of the district they seek to represent and “shall continue such residence therein” for the term for which they are elected. The city’s code library lists Jennifer Crawford as the Acacia District councilmember.

The provision cited here does not resolve the factual question of Crawford’s present residence, nor does it say that a councilmember’s home address must be publicly disclosed. The online code is labeled 2026 S-9 current but warns that its posted material may not reflect the latest municipal legislation; legal questions should be referred to the city’s official printed code or city attorney.

What did police reportedly establish about the 2023 package?
ADI’s account of a redacted police report says that on November 5, 2023, a man dressed to resemble a delivery driver brought a box to Crawford’s home, asked her—not her husband—to sign for it, and used a canceled tracking label. The report reportedly connected the label to a FedEx employee account held by Dennis Carlat, the husband of former mayor Cathy Carlat.
The reporting says police did not determine who personally used that account or delivered the package, and the account holder was not contacted. Police reportedly closed the matter after concluding that they lacked the repeated incidents required under the officer’s interpretation of the harassment law. The account holder’s connection to the label is not proof that he arranged or delivered the package. These details are attributed to ADI because the linked police report was not directly accessible in the material reviewed.
