The finance server slowed because its burstable compute credits were depleted, according to the incident account—not because its CPU graph showed no available processing capacity. A report that normally took four minutes reportedly took forty while the graph showed about 20% CPU use. The account does not identify the cloud provider, so AWS’s documentation is useful for explaining how one major burstable-instance model works, but it does not establish that this server ran on AWS.
What happened to the finance server
Serguey Shinder’s account says the team selected a burstable cloud instance after reviewing a year of monitoring: processor use averaged about 12% and rarely exceeded 40%. The server handled ordinary weeks, but month-end consolidation and finance reporting created a heavier workload across consecutive days.
By the middle of the second day, a report that usually finished in four minutes reportedly took forty minutes, and overnight jobs were still running in the morning. Shinder says the CPU graph showed about 20% utilization. These are figures from the author’s account, not an independently audited benchmark or controlled test.
The author’s explanation is that the instance had spent its available CPU credits and was operating at its baseline. The graph’s 20% reading appeared to show spare capacity, but in that credit state it represented the ceiling the instance could sustain. The account does not name the provider or credit mode, so that specific explanation should be understood as the author’s account rather than a verified provider-level diagnosis.

How burstable CPU credits work
A burstable instance is designed to handle short periods of CPU demand above a baseline. In AWS EC2’s documented model, the instance earns CPU credits while running below baseline and spends them when it runs above baseline. AWS defines one CPU credit as one vCPU running at 100% utilization for one minute. AWS explains the credit and baseline model here.
What happens when the accrued balance reaches zero depends on the instance’s credit mode. For an EC2 instance in Standard mode, AWS says CPU use is gradually brought down to baseline after accrued credits are exhausted. In Unlimited mode, an instance can continue to use CPU above baseline by incurring surplus credits, with billing implications under AWS’s documented conditions. These are AWS-specific behaviors; the incident account does not establish that it used AWS or either of these modes.

The practical distinction is between a workload that needs occasional bursts and one that needs sustained CPU performance. A low average can fit the first pattern while hiding a multi-day peak that drains burst capacity. Before choosing a burstable configuration, consider how long the busiest period lasts, how many peak days occur in a row, the baseline the application must maintain, whether the configured credit mode permits continued bursting, and whether the related cost is acceptable.

Why CPU utilization alone did not explain the slowdown
CPU utilization tells you how much CPU is being used relative to the capacity currently available to the workload. It does not, by itself, show how much burst credit remains. For EC2 burstable instances, AWS provides the CloudWatch metric CPUCreditBalance to show accrued credits available for bursting. AWS says its CPU credit metrics update every five minutes. See AWS’s documentation on monitoring CPU credits.

- Adjustable Depth: 23-40'' adjustable depth is used for servers and network equipment, ensuring enough space for AV equipment, components, and cabling, while allowing you to access ports and equipment from multiple sides.
- Strong Load Capacity: Ground-Mounted Load Capacity: 500 lbs, Wall-Mounted Load Capacity: 150 lbs. The av rack is made of carbon steel for better weldability performance and can help save space while meeting your need to place multiple devices.
- User-friendly Design: Ergonomic design makes the open frame av rack easier to use. The additional top panel is able to place other items with more available space. Roller design moves anywhere and anytime, is convenient, and is more energy-saving.
- Complete Accessories: We provide the accessories you need, including 2 x Pallets, 145 x M5*10 Cross Head Screws, 4 x Casters, 4 x M10*50 Expansion Screws,10 x M6*12 Cage Nuts, 1 x Grounding Wire, 1 x User Manual.
- Wide Application: The server rack wall mount maximizes the use of available space, suitable for retail venues, classrooms, offices, and other places where space is limited.
That makes credit balance a companion to CPU utilization, not a replacement for it. A utilization graph may look moderate while the remaining burst budget is nearly gone; the credit metric supplies information the utilization percentage cannot. Teams using a different provider or a different instance family should check that service’s own documentation for the equivalent allowance and monitoring signals rather than assuming AWS metric names or behavior apply.
What the team changed after the incident
Shinder says the team moved the reporting server to a fixed-performance instance for the last working day and first three working days of the month, then scheduled it back afterward. The team also added alerts for its remaining burstable instances when credit balance fell below 40%, updated its sizing template to ask about the busiest consecutive day, and found two other servers that relied on credits. The 40% threshold was the team’s operational choice, not a universal or AWS-recommended default.

- Size for the peak pattern. Review the busiest consecutive days, not just monthly or annual average CPU use. A workload that stays busy long enough to exhaust credits needs a different plan from one with brief, occasional spikes.
- Monitor service-specific allowances. Pair CPU utilization with available CPU-credit metrics where the platform provides them. Identify other relevant limits, such as storage throughput, and monitor those separately.
- Make recurring peak schedules explicit. If a workload predictably needs more capacity around month end, make that schedule visible to the teams that depend on it and plan capacity changes accordingly.
The account also mentions a database whose disk-throughput allowance was consumed nightly by backups. It does not identify the provider, database, storage product, or metric, so the episode supports a general lesson—monitor non-CPU limits too—but not a specific diagnosis or provider-specific remedy.
How to decide whether burstable capacity fits
Use the workload’s actual operating pattern to compare burstable and fixed-performance options. A yearly average cannot answer whether the instance will sustain the busiest reporting window.

- Peak duration: Estimate how long CPU demand stays above the baseline, including overnight jobs and catch-up work.
- Consecutive peak days: Check whether each day’s workload has time to rebuild credits before the next one begins.
- Required baseline: Determine the minimum sustained performance needed to keep reports and dependent jobs within their service windows.
- Credit mode and cost: For AWS EC2, distinguish Standard behavior from Unlimited behavior and account for possible surplus-credit charges under AWS’s conditions.
- Scheduling and visibility: Decide whether capacity can be changed around a recurring peak and whether the relevant credit or throughput metrics are available to alert on.
In Shinder’s account, shifting to fixed performance for the month-end window addressed the reporting server’s recurring peak, while balance alerts and a sizing-template change were intended to catch similar risks elsewhere. That is one team’s reported response, not a guarantee that the same schedule or alert threshold will suit another workload.
