If the job’s “3 a.m.” schedule means 03:00 UTC, it runs at 11:00 in Beijing on the same day—inside the city’s 10:00–13:00 peak electricity period for covered industrial and commercial users. If 3 a.m. means Beijing local time, it falls in the 23:00–07:00 valley period instead. The difference is the scheduler’s timezone, not the job’s label.
How 3 a.m. becomes 11 a.m. in Beijing
Beijing uses UTC+08:00. Add eight hours to 03:00 UTC and the result is 11:00 Beijing time on the same calendar date. That local time falls in Beijing’s 10:00–13:00 peak band under its published time-of-use schedule. The city’s official schedule is effective from September 1, 2023, and remains in force on the Beijing Municipal Development and Reform Commission’s policy page: Beijing time-of-use electricity pricing notice.
This is why “overnight” is an unreliable description for a workload scheduled in UTC. The useful comparison is between the scheduler’s configured timezone and the facility’s local clock at execution time. A job set to 03:00 Beijing time is a different case: it runs during the 23:00–07:00 valley period.

Beijing’s published time bands
The schedule distinguishes high-peak, flat, valley, and seasonal critical-peak hours. The critical-peak periods apply only to qualifying users, rather than replacing the broader schedule for everyone.

| Period | Beijing local time |
|---|---|
| Peak | 10:00–13:00 and 17:00–22:00 |
| Flat | 07:00–10:00, 13:00–17:00, and 22:00–23:00 |
| Valley | 23:00–07:00 |
| Summer critical peak | 11:00–13:00 and 16:00–17:00 in July and August |
| Winter critical peak | 18:00–21:00 in January and December |
The seasonal critical-peak windows are relevant only for qualifying users. The 2026 Beijing electricity market scheme, effective January 1 through December 31, 2026, repeats these time bands and directs users already subject to peak-valley pricing to continue following the city’s separate tariff policy: 2026 Beijing electricity market scheme.
Who the tariff applies to—and what the ratios mean
Beijing’s peak-valley pricing applies to industrial and commercial electricity use, with listed rail transit uses excepted. Critical-peak pricing has a narrower scope: commercial users with transformer capacity of at least 100 kVA and voltage of at least 1 kV. Agricultural production use receives the stated flat-price treatment. A business, data center, or cloud workload should not assume it automatically faces this tariff; the applicable meter, account classification, contract, and electricity procurement arrangement determine what applies. The commission’s policy interpretation explains the purpose of time-of-use pricing: to encourage users to reduce consumption during peak periods and increase it during valley periods.

The commission publishes different peak-to-flat-to-valley price ratios by tariff category. These are ratios, not yuan-per-kWh prices or guaranteed savings:

| Single-part electricity use below 1 kV | 1.71 : 1 : 0.36 |
| Single-part electricity use at 1 kV or above | 1.8 : 1 : 0.3 |
| Two-part electricity use | 1.6 : 1 : 0.4 |
The ratios come from the 2023 Beijing notice. Which one applies depends on the customer’s tariff category. They do not provide a universal all-in electricity price: the 2026 market scheme says market and retail energy prices combine with network and other listed charges. Check the facility’s bill, tariff agreement, or electricity retailer for the actual price calculation.

How to check whether a scheduled job overlaps peak hours
- Find the scheduler’s timezone. Inspect the job or scheduler configuration and establish whether its time is UTC, Beijing time, or another named timezone. Do not infer the zone from a dashboard’s displayed clock.
- Convert the planned execution time to Beijing local time. For a 03:00 UTC schedule, use 11:00 Beijing time on the same date. If the schedule already uses Beijing time, do not add eight hours.
- Compare the local time with the applicable band. For covered users, 11:00 is peak; 03:00 Beijing time is valley. Check the month too if the account may qualify for a seasonal critical-peak period.
- Confirm the facility’s tariff treatment. Verify the account category, meter, contract, and procurement arrangement before treating a time band or ratio as a charge on the bill.
- Consider moving only flexible work. A commercial operator can assess whether deferring a batch job to a lower-priced period fits its service deadline and operating constraints. The timing bands alone cannot establish the savings.
What to change if the job is in the wrong window
Start by auditing the scheduler’s timezone setting and documenting the corresponding facility-local execution time. If the job is flexible, evaluate a schedule that avoids the relevant peak band, then verify that the new time does not breach its completion deadline or conflict with other operational requirements. If it is not flexible, the time band still explains the overlap, but changing the schedule may not be practical. Confirm the tariff category and actual energy-price terms before estimating any financial effect.
