Norwegians are buying more Chinese-brand cars while telling surveyors they are more worried about politics and data. The two trends coexist because buyers weigh different things. Price, equipment, features and perceived quality pull them toward Chinese brands, while doubts about data handling, service networks, brand survival and resale value hold many back. Published sources show both trends clearly, but they do not establish a single cause for any individual purchase.
How much the market has shifted
Chinese brands have gone from a small presence to a meaningful share of Norway’s new-car market in two years. The Opplysningsrådet for veitrafikken (OFV), Norway’s road traffic information council, reports the figures below. Each one has a different scope, so compare them only within their own row.

The 19.4% figure is the one most often quoted out of context. It is not a full-year share of all new cars, so it should not be compared directly with the 2024 and 2025 rows.

Chinese-brand sales are also spread across many makes and models rather than concentrated in one manufacturer. OFV’s buyer comparisons name BYD, XPeng and NIO among others.

Who is switching, and from which brands
OFV also reports where buyers of new Chinese-brand cars came from. These figures show switching between brands. They do not explain why any person switched.
- 48% previously owned a European brand.
- 20.4% previously owned a Japanese brand.
- 11.9% previously owned an American brand, including Tesla.
- 7.7% previously owned a Korean brand.
- 12.1% already owned a Chinese car.
The European share is the largest, which means the main growth is coming at the expense of incumbent brands rather than from people who already drove Chinese cars. The source of these buyer figures is OFV’s 2026 release on Chinese-brand buyers.
The purchase case: features, quality and competition
The OFV/DAT Report 2026, published by OFV on June 16, 2026, gives the clearest picture of why some buyers are open to Chinese cars. Among Norwegian car owners surveyed:

- 37% could imagine buying a Chinese car.
- 57% say they buy on features and quality, and country of origin is not decisive for them.
- 68% think increased competition improves choice and prices.
Those answers suggest that for a large group, the brand’s country of origin is a secondary question. The report’s full text is available in the OFV/DAT 2026 announcement.
What buyers weigh beyond price
OFV’s sales and marketing director, Laila Grønstad Mikalsen, put the buyer logic plainly: “Pris og utstyr betyr mye, men det er ikke nok. Kundene vurderer også kvalitet, driftssikkerhet, serviceapparat, datatrygghet og annenhåndsverdi.” In translation: price and equipment matter, but they are not enough. Customers also weigh quality, reliability, service networks, data security and resale value.
This list matters because it shows that price is not the whole story for any buyer, including those who are open to Chinese brands. OFV presents these as considerations buyers report, not as a ranking of what actually drives purchases.

The reasons for caution
Data handling
In the OFV/DAT 2026 survey, 42% of Norwegian car owners worry that data may be handled in China. The Norwegian EV Association’s Secretary General, Christina Bu, framed the issue in terms of the car itself: “New cars are, in practice, computers on wheels.” She added: “As data security and privacy receive more attention, it is only natural that more consumers become concerned about where the cars come from and how the data is handled.” Both quotes are as reported by Euronews in its September 27, 2026 report.
Brand survival and service
Caution here is about the long term rather than the day of purchase. In the OFV/DAT 2026 survey, 70% of car owners said they prefer established brands, and 40% think many Chinese brands may disappear from the market within five years. Those concerns connect directly to the service network and resale value factors OFV lists. The surveys do not measure how many buyers would actually change their decision because of these concerns, and the sources do not quantify Chinese-brand resale values in Norway.
Political skepticism
The Norwegian EV Association (Norsk elbilforening) reported in its September 25, 2026 release that a rising share of EV owners say they are politically skeptical of Chinese cars. The association’s 2026 survey was conducted from March 31 to May 3 among nearly 15,000 EV owners, according to Euronews. Its respondents are EV owners, not all Norwegian residents.

Bu’s response to that skepticism locates responsibility with the state rather than individual buyers: “I understand consumers who are unsure about this. At the same time, it is the authorities’ responsibility to ensure that vehicles sold in Norway meet requirements for safety and privacy.” This is a translation of the original Norwegian statement; quote the Norwegian if exact wording is needed.

The skepticism figures and the purchase figures measure different things. Political skepticism and data worry are stated attitudes. Market share and brand switching are behavior. A buyer can say they prefer established brands, worry about data, and still choose a Chinese model for its features and price, because the surveys do not ask the same people the same questions in the same way.

Doubts about data, service and longevity shape how buyers weigh that option, and they may shape which buyers take it, but the published figures do not show how much weight each concern carries in a given purchase.

Market context that shapes the numbers
The International Energy Agency reports that electric cars made up about 97% of new car sales in Norway in 2025, and that nearly all of them were battery electric. In a market this electric, a Chinese-brand buyer is usually choosing among electric models, so the competition is about price, equipment, range, service and brand rather than powertrain.
Policy also matters. According to the IEA’s Global EV Outlook 2026, the battery-EV purchase tax exemption tightened in 2026 to vehicles priced at NOK 300,000 or less, down from NOK 500,000, and is scheduled to be phased out completely in 2028. Check the current Norwegian rules before relying on these thresholds, since implementation details can change.
How to read these numbers

Ownership, origin and consumer perception are different. The Norwegian EV Association counts manufacturers by ownership, and its list includes Volvo, Polestar, Smart and Lotus alongside BYD, XPeng and NIO. Many buyers may not think of those brands as Chinese, so an ownership figure is not a measure of perception.
- Period and scope. The 2026 private-buyer share covers part of the year and private first-time registrations only. The 2024 and 2025 shares cover all new passenger cars for full years.
- Population. OFV/DAT figures describe Norwegian car owners. The association’s skepticism figure describes EV owners. Neither describes all Norwegian residents.
- Attitude versus behavior. Survey answers describe what people say they could do or think. Registration and switching data describe what they did, without the reasons.
Used this way, the numbers support a narrower and more accurate claim than a headline: Chinese brands are winning a growing share of Norwegian new-car sales, mostly from established brands, while many buyers and owners remain uneasy about data, service and brand longevity.
