MediaTek said in November 2014 that it planned to invest RMB 300 million in a semiconductor fund linked to the Shanghai City Government and SummitView Capital. Contemporary reports converted that amount to US$48.9 million, which explains the rounded “$49 million” headline; it was not a separate U.S.-dollar commitment. The stated rationale was to support China’s semiconductor market while deepening Taiwan–China cooperation and strengthening MediaTek’s position in the industry.

What MediaTek announced

On November 25, 2014, EE Times reported that MediaTek planned to commit RMB 300 million to a semiconductor fund, equivalent at the time to US$48.9 million. Taipei Times also reported the planned RMB 300 million investment and the fund’s connection to Shanghai’s government and SummitView Capital.

The yuan amount is the underlying reported commitment. The dollar figure was a contemporaneous conversion, not a current valuation or a promise to contribute US$49 million.

What the fund was intended to do

The fund was presented as a vehicle for investment in semiconductors and the development of China’s semiconductor market. SummitView Capital’s November 25, 2014 announcement described a RMB 10 billion semiconductor fund and named MediaTek among its anchor investors.

Accounts differed on how its capitalization would be staged. Taipei Times and EE Times described RMB 3 billion in initial funding, expected to grow to RMB 10 billion. SummitView’s announcement described the fund as RMB 10 billion. These figures refer to reports of the fund’s initial and intended scale, not evidence of its later capitalization.

Who was involved

SummitView Capital and the Shanghai City Government were associated with the fund’s formation. The named participants also included semiconductor manufacturer SMIC, Tsinghua Holdings, Shanghai Science & Technology Investment Corporation, Shanghai Jiading Investment Management Corporation, and Knight Capital, according to the contemporary accounts.

Why MediaTek said it was investing

MediaTek chairman Tsai Ming-kai framed the planned investment as both an industry and cross-strait strategy. As quoted by the Taipei Times, he said: “By investing in this fund, MediaTek aims to deepen the cooperation and partnership between Taiwan and China and to gain a better market position in the world’s semiconductor industry.”

That statement describes the company’s rationale at the time; it does not demonstrate that the fund or investment achieved those aims. For a chip designer, participation in a fund focused on China’s semiconductor market could offer a way to support industry development and build relationships in that market, but the available reports do not detail specific projects, access, or commercial benefits for MediaTek.

Was the investment completed?

EE Times reported that the proposed investment was subject to government approval. The contemporary reports establish that MediaTek announced a planned commitment, but do not confirm whether this exact commitment received final approval, closed, or produced a return.

MediaTek’s 2025 consolidated report lists later or similarly named Summitview-related partnerships, but does not conclusively connect them to this 2014 proposal. Those later references therefore cannot establish the outcome of the announced RMB 300 million commitment.
