Context engineering is becoming a contested control point in marketing technology because it determines what an AI agent can access, how current that information is, and which goals and guardrails shape its decisions. The competition is not just over which model or marketing application to use: it is increasingly over who governs the layer that connects customer information to action.

What context engineering controls in a marketing stack

Context engineering is the work of deciding what an agent needs to know at each step of a task, which systems it can retrieve information from, and how that information is assembled for use. Redis describes context as including facts, records, past interactions, and connected systems; the engineering challenge is to deliver it in a usable, current, and timely form. Its 2026 report names four desired properties: navigable, fresh, fast, and compounding. These are useful design criteria, not proof that every organization has achieved them. Redis, The State of Context Engineering (2026).

For a marketing agent, the practical question is not simply whether it has customer data. It is whether it can retrieve the right customer and campaign context for this decision, interpret that information consistently, and act within the organization’s permissions and strategy. A disconnected profile, an old interaction, or an unrecognized consent restriction can make technically capable automation produce the wrong outcome.

Why context has become a governance issue

Context affects both what an agent can know and what it is allowed to do. Gartner defines context governance as the goals, guardrails, and rules for agent decision-making. Without those constraints, an agent may produce generic results that do not reflect a company’s strategy, brand, or risk tolerance. Gartner’s public abstract for its May 2026 report makes the case for governing context before scaling agentic AI; it does not establish that all organizations have adopted a shared context layer. Gartner, “CMOs: Govern Context Before You Scale Agentic AI” (May 4, 2026).

That makes the control point organizational as well as technical. Data teams may own identity and access infrastructure; marketing may define campaign goals and brand constraints; privacy and legal teams may define consent requirements; and technology teams may operate the systems that retrieve and deliver context. If those responsibilities are not reconciled, an agent can have access to information without having a reliable basis for using it.

Adoption is advancing faster than readiness

Gartner’s survey of 413 marketing technology leaders, conducted from June through August 2025, found that 81% were piloting or had implemented AI-agent initiatives. Among respondents with agent initiatives, 89% expected significant business benefits. But among respondents with agents in pilot or production, 45% said existing vendor-offered capabilities did not meet promised performance, and half said their organization lacked technical and data-stack readiness. These figures describe the surveyed marketing technology leaders and the populations specified; they are not universal adoption rates. Gartner, survey findings published October 29, 2025.

The gap helps explain why context is contested. Organizations can pilot agents inside individual applications, but dependable cross-system decisions require connected data, shared meaning, current information, and enforceable rules. A pilot can show that an agent performs a task; it does not by itself show that the organization can govern that behavior consistently at scale.

The stack is shifting toward a context layer

Snowflake’s 2026 edition of The Modern Marketing Data Stack describes AI as creating a control plane above existing tools: a layer that assembles context, guides decisions, and drives actions across a marketing stack. It identifies shared semantics, identity resolution, and consent enforcement as foundational capabilities. This is a vendor’s account of an emerging architecture pattern, not independent evidence that all marketing stacks have already changed. Snowflake, The Modern Marketing Data Stack 5th Edition: Governing the Agentic Enterprise (2026).

The idea is that the context layer coordinates rather than replaces the tools beneath it. It needs to connect customer and campaign records across systems, translate different data structures into shared business meanings, and carry permissions and consent conditions into the moment of decision. If it merely collects more documents or data feeds without resolving identity, semantics, and access rules, it can make information available without making the resulting action trustworthy.

Snowflake’s page quotes Elise Cornille, CMO, Americas, Accenture, describing a shift from fragmented, application-led stacks toward systems organized around outcomes and governed as an operating model. That framing points to the strategic stakes: context connects information to decisions and actions, so control of its rules can influence how marketing systems behave across applications.

What current maturity figures reveal—and what they do not

Redis’s 2026 report page says 55% lack a reliable semantic data model, 54% report siloed vector stores that limit agents, 47% lack a well-defined context graph, and 37% identify governance tooling as the biggest barrier to production-ready maturity. These are figures reported by Redis’s survey, not universal industry benchmarks; the public page does not fully expose its methodology. Redis, The State of Context Engineering (2026).

Read together, the findings describe different failure points. Without shared semantics, an agent may retrieve data but misunderstand what a field or metric means. Siloed stores make it harder to follow relationships across systems. A missing context graph limits the agent’s ability to navigate connections among records. Weak governance tooling makes it more difficult to apply organizational rules reliably. The figures support the view that maturity remains uneven, not a claim that any one technical product or architecture solves these problems.

How to evaluate a marketing context approach

Evaluate the operating capabilities an approach provides, rather than treating a model, vector store, or agent platform as the context layer by itself. The sources describe architectural concepts and vendor viewpoints; they do not provide a neutral, controlled comparison of products.

  • Governance and control: Can goals, access rules, brand requirements, and risk constraints be applied when an agent makes a decision, rather than only documented in advance? Can teams determine who owns and updates those rules?
  • Semantics and connectivity: Can the agent navigate connected records and use consistent business meanings across systems, or does it receive isolated documents and disconnected data?
  • Freshness and speed: Does the information reflect the customer’s current state quickly enough for the task? A stale context may be unsuitable for a time-sensitive interaction even if it is otherwise accurate.
  • Identity and consent: Does the approach resolve customer identity across relevant records and carry consent restrictions through retrieval and activation?
  • Observability and accountability: Can the organization inspect what context informed an action and measure its performance? Redis identifies governance and monitoring as maturity concerns, but its public report page does not provide a complete auditability benchmark.

Scale only when the rules and evidence are ready

Gartner’s May 2026 public abstract advises CMOs to govern context before scaling agentic AI. Separately, Gartner’s January 2026 release forecasts that 60% of brands will use agentic AI for streamlined one-to-one interactions by 2028. That figure is a forecast, not an observed adoption result. Gartner, forecast published January 15, 2026.

For marketing leaders, the implication is to judge expansion by business value and operational control, not by the presence of an agent pilot alone. Gartner analyst Benjamin Bloom has said business value should be the yardstick for evaluating these investments rather than vendor hype. In practice, that means checking whether the agent has the right context, whether constraints hold at decision time, and whether the organization can understand and evaluate the resulting actions before extending the system to more customers or workflows.

Context engineering is therefore contested because it sits between data access and business action. Whoever sets its semantics, permissions, freshness expectations, and decision rules can shape how AI behaves across the marketing stack. The architectural shift is emerging, but the evidence does not support treating a shared context layer as a settled or universal feature of martech.
