Long-range forecasts fail when small errors in a system’s starting state grow until nearby possible futures no longer support one precise trajectory. The atmosphere can still obey deterministic physical laws; the practical problem is that observations are incomplete, models are imperfect, and those initial uncertainties amplify with time. That limits an exact day-by-day weather forecast weeks ahead, not every form of prediction.
Forecasts can remain useful when they change the question: estimate probabilities instead of one outcome, predict a seasonal average instead of a particular day, or project longer-term climate statistics under explicit assumptions. Understanding the target, horizon, scale and uncertainty is the key to knowing what a forecast actually tells you.
Deterministic dynamics do not guarantee a predictable trajectory
A chaotic system follows rules, but its future can be extremely sensitive to its initial conditions. Imagine two atmospheric states that differ by a tiny amount in temperature, pressure or wind. At first their evolution may look almost identical. As the equations act repeatedly, however, the difference can grow until the two trajectories describe different storms, rainfall patterns or jet-stream positions.
This is not the same as saying the atmosphere is random. A perfectly known state and perfectly accurate equations would produce a definite result. Forecasting never has that perfect information. Weather analyses combine observations from stations, aircraft, satellites, balloons and other sources, but no instrument measures every variable at every location and altitude. Data assimilation has to estimate the gaps, and the numerical model approximates processes such as clouds, turbulence and convection.

Initial-state uncertainty
The first source of error is uncertainty about the state from which a forecast starts. A measurement has finite precision; observations are unevenly distributed; and some important variables are only indirectly inferred. In a chaotic flow, these small uncertainties can expand rapidly. Once plausible starting states lead to visibly different futures, a single detailed forecast becomes misleading even if the model equations are deterministic.
Model and representation error
The second source is the forecast model itself. Numerical weather models solve equations on a finite grid and must represent processes smaller than that grid through approximations. Imperfect physics, unresolved terrain, uncertain boundary conditions and limitations in data assimilation add error independently of chaos. The National Academies and V. Krishnamurthy’s 2019 review describe both sensitive dependence and practical modeling limits as reasons that instantaneous weather predictability is finite.
Predictability depends on the situation
Error does not grow at one fixed rate everywhere. NOAA/NCEP explains that growth varies with circulation regime, season and geographic domain. A stable, slowly changing pattern may retain useful information longer than a rapidly developing storm. A forecast for a broad region can be more predictable than the exact conditions at one street, and a temperature average can be more predictable than the timing of individual thunderstorms.

What the “two-week limit” really means
“About two weeks” is a useful shorthand for the finite horizon of detailed atmospheric prediction, not a universal deadline at which every forecast suddenly fails. The National Academies’ 2010 assessment describes roughly a two-week limit for detailed weather prediction based on atmospheric initialization alone. Krishnamurthy’s 2019 review characterizes reliable prediction of the instantaneous weather state in present-day operational forecasts as less than 10 days.

Those statements use different framings and should not be collapsed into an exact current number. They both describe an order-of-days-to-weeks horizon for a specific target: the detailed state of the atmosphere. They do not prohibit useful forecasts of probabilities, regional averages or slower climate components. Nor do they imply that a day-11 forecast is worthless while a day-10 forecast is perfect. Skill usually declines gradually and depends on the weather regime, variable and location.
An archived American Meteorological Society statement adopted on 14 January 2001 also described a one-to-two-week limit for day-to-day weather. Its page is explicitly marked expired, so it is historical context rather than a current operational standard. The statement is still useful for explaining why daily weather and seasonal statistics are different prediction problems.
What ensembles add when one forecast is not enough
A deterministic forecast supplies one estimated future. An ensemble runs the forecast repeatedly from slightly different plausible starting states and, in some systems, with variations in model formulation. The resulting set of trajectories shows how sensitive the outcome is to uncertainty in the initial analysis and model.

How to read an ensemble
- Spread: Members that remain close together indicate less case-specific divergence at that lead time; a widening spread signals greater uncertainty. Spread is not a guarantee that the real atmosphere will lie inside the plotted range.
- Mean: Averaging members can reveal a broad signal, such as a likely temperature pattern, but the mean is not automatically the most likely actual outcome and can smooth away distinct alternatives.
- Clusters: Groups of similar members can expose competing scenarios, such as a storm tracking north or south of a region.
- Event probabilities: The fraction of members meeting a threshold can be converted into an estimated probability, subject to calibration and sampling limitations.
NOAA/NCEP’s ensemble guidance emphasizes that predictability is flow-dependent. Ensemble behavior therefore helps answer not just “What is the forecast?” but “How much confidence does this particular situation support?” A narrow cluster does not make a forecast certain, and a broad spread does not mean every outcome is equally likely.
What a probability means
If a forecast assigns a 40% probability to rain, it means the forecasting method assigns that probability to the defined rain event for the stated place and time, given the information available. It does not mean that rain will occur for 40% of the day or that the atmosphere is “40% rainy.” A probabilistic forecast can be valuable even when the event with the highest assigned probability does not occur; probabilities are judged over many comparable cases, not by whether one outcome came true.
Why seasonal outlooks can work after daily weather loses detail
A seasonal outlook generally estimates whether a regional average or category is more likely to be above, near or below a reference distribution. It is not a calendar of the exact weather on each day months in advance.

Sea-surface temperatures, soil moisture, snow cover and sea ice can retain anomalies after individual weather systems have passed. Recurring patterns such as the El Niño–Southern Oscillation (ENSO), the Madden–Julian Oscillation and monsoon intraseasonal oscillations can influence the odds of certain seasonal conditions. Krishnamurthy’s 2019 review lists these as possible sources of extended-range or climate-scale predictability, not as guarantees.

Averaging over a season reduces some short-term weather noise. A particular cold front may be impossible to place months ahead, while the combined influence of ocean and land conditions can still shift the distribution of seasonal temperature or precipitation. The archived 2001 AMS statement expressed this distinction by saying there is “a firm scientific basis for the prediction of seasonal mean climate anomalies.” Because that statement is expired, treat the sentence as historical scientific explanation rather than current forecast guidance.
Tercile probabilities
Seasonal products often divide outcomes into three categories—below normal, near normal and above normal—using a reference climatology. A baseline with equal chances would assign 33%, 33% and 33% to the categories. The AMS statement’s historical example of 45%, 30% and 25% illustrates a shift toward the upper category; it is an example of probability communication, not a current forecast or a performance statistic.
What decadal predictions and climate projections can say
Longer-range products use different targets from a daily weather forecast. A decadal prediction may estimate averages over annual-to-decadal periods while initializing the model with the present climate state. A climate projection describes conditional changes under specified future forcing assumptions, such as emissions scenarios. Neither product promises the exact weather on a particular date decades ahead.
The 2014 IPCC assessment chapter hosted by the U.S. Department of Energy reported positive skill, with high confidence in that assessment, for large-region and global-average temperature predictions over forecast periods up to ten years when verified against observations. It also reported that precipitation skill was more limited and confined to some land areas. The chapter associated early annual-mean temperature skill with observation-based initialization and found that initialization could contribute over longer periods for some regions and for global mean temperature.

That finding is bounded. It concerns the variables, spatial scales, lead times and verification used in the 2014 assessment; it is not a guarantee for every modern forecast, local temperature series or precipitation outlook. A numerical projection claim must identify its scenario, baseline, period, variable and geography. Without those qualifiers, “the climate in 2050” is not a complete forecast statement.

How to judge whether a forecast is answering the right question
- Identify the target. Is it an exact state, an event probability, a seasonal average or a long-term projection? A precise storm track and a global temperature trend are not interchangeable outputs.
- Check the lead time. Record when the forecast was initialized and how far ahead it looks. Skill comparisons are meaningless when one forecast has a two-day lead and another has a month.
- Check scale and geography. A local thunderstorm, a regional seasonal mean and a global average have different predictability. A broad-area claim cannot be treated as a neighborhood forecast.
- Account for season and regime. Error growth and useful signals vary with circulation pattern, season and location.
- Find the reference baseline. Skill is measured against something, such as climatology or persistence. A forecast that beats a weak baseline may not beat a stronger one.
- Use the right verification measure. Continuous temperature, categorical events and probability distributions require different scores. A single accuracy percentage cannot summarize all forecast types.
- Inspect uncertainty. Determine whether you are seeing one deterministic line, an ensemble range or a calibrated probability distribution. Treat an unqualified single value as incomplete information.
Common mistakes to avoid
- “Chaos makes the future impossible.” Chaos limits precise practical prediction of some targets; it does not erase probabilistic, seasonal or climate-scale information.
- “Every forecast stops at day 14.” The two-week figure is approximate and target-specific. Reliable skill declines continuously and differs by situation.
- “The ensemble mean is what will happen.” It is a summary of members and may conceal multiple plausible regimes.
- “A seasonal outlook predicts daily weather.” It shifts probabilities for an average or category over a period.
- “A climate projection is a weather schedule.” It is conditional on specified forcing assumptions and describes statistical changes, not individual daily events.
- “A 40% chance means partial rain.” It is a probability assignment to a defined event, not a fraction of time or intensity.
The practical answer
Long-term detailed forecasts fail because uncertainty in the initial state grows under chaotic dynamics, while observations and models are never perfect. For present-day operational forecasts, scientific sources describe reliable instantaneous weather prediction as less than 10 days in one 2019 review and a conventional detailed-weather horizon of about two weeks in a 2010 National Academies assessment. Those are approximate, flow-dependent limits—not a ban on forecasting beyond them.
What you can predict instead depends on the question. Ensembles provide ranges and event probabilities. Slow ocean, land, snow and sea-ice conditions can support seasonal statistics. The 2014 IPCC assessment found positive skill for large-region and global mean temperature predictions up to ten years, while precipitation skill was more limited. The most reliable forecast is therefore the one whose target, horizon, geography, baseline and uncertainty are stated clearly enough to be tested.
