LaLiga has reportedly asked the European Commission to name NordVPN, ExpressVPN, Surfshark, and Proton VPN in the EU’s 2027 Counterfeit and Piracy Watch List. The reported complaint focuses on third-party affiliate guides that allegedly promote VPNs as a way to access broadcasts across territorial restrictions or get around blocks. That is a stakeholder request—not a Commission decision or a finding that any provider broke the law.
Which VPNs did LaLiga name?
TorrentFreak reports that LaLiga’s 14-page submission for the 2027 list names NordVPN, ExpressVPN, Surfshark, and Proton VPN. TechRadar also reports that LaLiga asked for the four providers to be included. The submission itself was not independently available for review, so the details about its arguments are attributable to those reports, not independently verified here. Why does LaLiga object to VPN promotion?
As described by TorrentFreak, LaLiga’s argument is not that VPN technology itself is objectionable. It centers on third-party affiliate material that allegedly explains how to use VPNs to access broadcasts from another territory or circumvent blocks, including court-ordered blocks. The reported submission treats affiliate promotion as more than neutral provision of a technical service, but the reporting does not establish that the VPN companies authored the guides or identify a specific guide or influencer that crossed a legal line.
TorrentFreak quotes the submission as saying: “The conduct that takes these services beyond neutral technical provision is the deliberate marketing of circumvention, conducted at arm’s length through affiliate programmes.” The distinction matters: an allegation about third-party marketing is not proof that a provider itself promoted piracy or directed users to pirate streams. The submission reportedly says it “does not assert any finding of legal liability against the entities named.” Both quotations are attributed to LaLiga’s submission as quoted by TorrentFreak.

Has the EU added these VPNs to a piracy list?
No. The available reporting establishes that LaLiga submitted a request; it does not establish that the Commission accepted it or that any of the four providers has been listed. The Commission’s consultation for the 2027 Counterfeit and Piracy Watch List opened on 11 June 2026 and closed on 21 September 2026. The Commission says publication is planned for the second quarter of 2027. Its consultation page describes the process and its limits.
The Commission says the Watch List is non-exhaustive and encourages operators, rights holders, and relevant authorities to take action. It “does not purport to make findings of legal violations.” The Commission’s 2025 staff working document likewise explains that the list is based on stakeholder input and reports alleged conduct, and that the Commission takes no position on the allegations or responses it summarizes. How does the request relate to earlier Spanish court measures?
The Watch List request is separate from court proceedings. In a statement dated 17 February 2026, LaLiga said Commercial Court No. 1 of Córdoba granted ex parte precautionary measures it sought with Telefónica Audiovisual Digital against NordVPN and Proton VPN. LaLiga described the measures as requiring those providers to make claimant-identified IP addresses associated with verified illegal transmissions inaccessible from Spain. That is LaLiga’s account of the orders; it does not, by itself, establish their precise legal scope, whether they can be appealed, or how they were implemented. LaLiga’s statement.

The Commission’s 2025 staff working document reports EUIPO figures based on 2023 data: overall online piracy stabilized at 10.2 accesses per internet user per month, IPTV piracy rose 10%, and an estimated 1% of EU internet users subscribed to illegal IPTV services. These are EU-wide background figures; they are not estimates of piracy by LaLiga viewers, Spanish users, or VPN customers, and they do not establish anything about the four named providers.
