F1 through F12 are general-purpose command keys: software assigns actions to them so you can trigger a command without typing a character. Their familiar 12-key row comes from the evolution of IBM PC keyboards. The historical account links the keys to IBM mainframe Program Function (PF) keys, but it does not establish why IBM chose exactly twelve.
How the familiar 12-key row developed
The original IBM PC keyboard had 83 keys, including ten function keys, F1 through F10. IBM’s PC/AT keyboard had 84 keys. A later enhanced 101/102-key layout added F11 and F12, and that arrangement became standard equipment in the PS/2 series.
In The New Peter Norton Programmer’s Guide to the IBM PC and PS/2, Peter Norton described the 12 function keys as “reminiscent of the Program Function (PF) keys on IBM mainframe display terminals.” That connects the PC keyboard’s design to an earlier IBM tradition; it does not prove that IBM copied a particular 12-key layout or explain the number’s origin.
The enhanced Model M layout placed F1–F12 across the top in three groups of four. That familiar arrangement helped make twelve seem like the natural count, but it is a common layout, not a universal rule.

What F1 through F12 do
A function key’s name describes its role as a programmable or assignable command key—not a single action built into the key for every computer. The operating system, active application, and keyboard settings can all affect what happens.
- F1 commonly opens help.
- F2 commonly renames a selected item in Windows.
- F5 commonly refreshes a page or view.
- F11 commonly switches a browser to full-screen mode.
These are examples, not a guaranteed map. An application can assign a different action, and laptop or multimedia keyboards may use the same keys for controls such as brightness or media playback. An Fn key or Fn-lock setting may determine whether the standard F-key command or the hardware-control layer is active by default.

Why the count is not always twelve
F1–F12 is familiar on many PC keyboards, but computing platforms do not all expose the same number of function keys. MDN’s keyboard-event documentation notes that platforms may support ranges such as F1–F10, F1–F12, or F1–F15; key names extend as far as F24. A keyboard may also put some functions behind an Fn layer rather than dedicate a separate physical key to each one.

What history can—and cannot—tell us
The historical record described here explains how the familiar row grew from ten keys to twelve and identifies a resemblance to IBM mainframe PF keys. It does not establish a specific ergonomic, mathematical, or manufacturing reason for choosing twelve. Nor does it show that a formal rule requires every keyboard to have exactly twelve function keys.
