Google, Meta and Apple are not overseen by no one. In the EU, the European Commission enforces rules for designated digital gatekeepers and supervises certain large platforms and search engines. In the United States, antitrust authorities can investigate and sue: the Justice Department and 16 state and district attorneys general sued Apple in 2024. The system can still feel distant or ineffective because authority is split across jurisdictions, laws cover specific conduct, and an investigation or lawsuit is not the same as a final judgment.

Who oversees Big Tech depends on what conduct and where

There is no single regulator in charge of every part of these companies’ businesses around the world. Oversight is divided by territory and legal subject: one regime may address competition in a particular market, while another covers obligations for designated online platforms. A regulator’s authority also depends on the law’s scope and legal tests.

That division matters when judging whether oversight is “enough.” The examples below establish that authorities act in the EU and United States; they do not establish worldwide coverage or prove that the system is adequate.

How the EU’s two main digital regimes differ

These regimes are not interchangeable, and designation does not make the Commission the sole regulator of every aspect of a company’s operations. The DMA addresses obligations attached to gatekeeper status and specified services; the DSA list concerns designated large platforms and search engines.

What the EU actions against Alphabet, Apple and Meta show

Investigations in March 2024

On 25 March 2024, the Commission opened DMA non-compliance investigations into Alphabet, Apple and Meta. It raised concerns involving Google self-preferencing, Apple’s browser-choice screen and Meta’s pay-or-consent model. These were matters under investigation at the time, not findings of a breach. Findings in April 2025

On 23 April 2025, the Commission announced that Apple had breached the DMA’s anti-steering obligation and that Meta had breached the obligation to offer a less-data-intensive alternative. The Commission described Meta’s prior choice as consent to combine personal data for personalized advertising or payment for an ad-free service. These are Commission findings under the DMA, distinct from the concerns it announced during the earlier investigations. (European Commission, 23 April 2025.)

In announcing the findings, Commission Executive Vice-President Henna Virkkunen said, “Enabling free business and consumer choice is at the core of the rules laid down in the Digital Markets Act.” The statement describes the Commission’s purpose for the rules; it does not settle broader arguments about whether enforcement is sufficient.

What the US Apple lawsuit does—and does not—establish

On 21 March 2024, the US Justice Department, joined by 16 state and district attorneys general, filed a civil lawsuit against Apple under Section 2 of the Sherman Act. The complaint alleges monopolization or attempted monopolization in smartphone markets. A complaint is the government’s allegation, not a final court finding that Apple violated the law. The Justice Department’s Antitrust Division describes its Anti-Monopoly and Collusion Enforcement Section as responsible for antitrust enforcement, civil conduct investigations and litigation across industries. That shows an enforcement function exists, but the cited lawsuit and division description are not a complete inventory of US privacy, consumer-protection, state or sector-specific oversight.

Why oversight can still look like “no one” is in charge

  • Responsibility is fragmented. EU and US authorities operate under different laws, while distinct rules address different subjects.
  • The rules are bounded. The DMA applies to designated gatekeepers and defined services; the cited US case concerns alleged conduct in smartphone markets. Neither example means every product, practice or jurisdiction is covered by the same action.
  • Legal stages are easy to conflate. An investigation signals scrutiny, not a proven violation. A regulator’s non-compliance finding is an agency conclusion under its law; a filed lawsuit remains an allegation until resolved through the legal process.
  • Enforcement does not itself prove effectiveness. The existence of investigations, findings or litigation establishes oversight activity, not that regulators have resolved every underlying dispute or that the overall system is adequate.

What can fairly be concluded

The claim that Google, Meta and Apple are overseen by no one is too broad: the EU has named gatekeeper and platform-supervision regimes, and US antitrust authorities have brought a major case against Apple. But those examples do not demonstrate comprehensive global oversight or answer whether enforcement is strong enough. That judgment depends on the jurisdiction, conduct and legal standard being assessed.
