DENSO WAVE chose not to charge for use of standardized QR Codes, helping make the format broadly available. But the story is not that inventor Masahiro Hara personally surrendered every right, or that DENSO gave up all commercial interests: the company retained proprietary technology and earned money from readers and services.
Who invented the QR Code, and why?
Masahiro Hara led the DENSO team that developed the QR Code. DENSO dates its development and announcement to 1994. The project addressed a factory problem: as manufacturing required more varied production control, ordinary barcodes could not hold enough information. Workers sometimes had to scan several barcodes to capture what they needed.
The team designed a two-dimensional code that could store more data, scan quickly, and support Kanji. Its layout also made it useful in less controlled settings: three corner position patterns help a reader locate and orient the code, while error correction can restore some data when a code is dirty or damaged. That improves the chance of a successful scan; it does not guarantee that every damaged code will remain readable. DENSO WAVE says it waived rights to Patent No. 2938338 for standardized QR Codes. The scope matters: this is not evidence that Hara personally gave away all rights, or that every QR-related technology became public. DENSO WAVE says the specifications were made public and limits the waiver to standardized QR Codes.

In its 2019 account, Hara described openness after standardization as a way to encourage the market to develop. He also said DENSO kept core image-recognition technology as a trade secret, with commercial returns from readers and services. In other words, broad permission to use the standardized code could coexist with a business built around products and capabilities that helped organizations read and use codes. How did QR Code become a standard?
QR Code moved through industry and Japanese standards before reaching an international standard. DENSO WAVE lists these milestones:

DENSO WAVE says the specifications were made public and explains the patent waiver on its QR Code standardization page. Public specifications and permission to use standardized codes helped others build compatible tools and services. That does not mean the ISO standard document itself is necessarily free to download; DENSO WAVE directs readers to ISO to obtain it.
Why did the QR Code spread?
The available accounts support a combination of factors, not a single proven cause. The code solved a practical capacity problem, was designed for flexible scanning and some damage recovery, and became standardized. DENSO’s decision to allow use of standardized QR Codes without charging patent royalties also lowered a potential barrier to adoption. At the same time, DENSO could pursue commercial returns through readers and services, while other companies built products around the public specifications.

These sources do not quantify how much each factor contributed to worldwide adoption, nor do they establish that the patent decision alone caused QR Code’s success. DENSO marked 30 years since the 1994 development in 2024, but the reviewed sources do not provide a comparable dated total for worldwide use. The sound conclusion is narrower: openness was part of the adoption strategy, alongside useful design, standardization, and commercial activity.

For everyday users and businesses, standardized QR Codes can be created and scanned without paying DENSO a patent fee under the waiver described by DENSO WAVE. That statement concerns use of standardized QR Codes; it should not be expanded into a claim that all related technology, services, or standards documents are free. DENSO WAVE summarizes its aim this way: “We at DENSO WAVE wish QR Code to be used by as many people as possible.”
