NASA says it is assessing which mission-critical jobs should be performed by civil servants rather than contractor teams, with launch, operations and critical engineering among the strongest candidates. The reported figure of 7,500 refers to contract positions, according to Ars Technica—not a number NASA or the Government Accountability Office has independently confirmed in the sources cited here.
Why NASA says it wants to bring some work in-house
NASA Administrator Jared Isaacman says the agency wants to rebuild its internal “core competencies” and technical authority: the expertise NASA needs to set requirements, make engineering judgments and oversee missions directly. He said NASA had more than 40,000 contractors and described a focus on people who work exclusively for NASA, have done so for years, and are expected to stay on long-term mission work. Isaacman identified launch, operations and mission-critical engineering as strong candidates for conversion. NASA’s plan is not to move every contractor role into federal employment; it says centers are assessing which work is best handled in-house and which should remain with industry partners. NASA’s stated rationale is that retaining expertise inside the agency can give it more direct access to technical knowledge and reduce friction in work that is central to mission delivery. Isaacman argued that contractor arrangements can involve layers of management, third-party tools and contractual barriers. Those are the administrator’s explanations; the sources cited here do not independently measure how common those problems are across NASA contracts.

Why not insource every role?
NASA’s approach is a role-by-role assessment, not a blanket rejection of contractors. Some work may be specialized, temporary or better supplied by industry partners. The relevant decision factors include how central the work is to NASA’s mission, the agency’s need for direct technical authority and continuity, flexibility as requirements change, full costs on both sides, and the time needed to hire and retain qualified staff. The available sources do not establish that civil-service staffing is always cheaper or more effective.
What the 7,500 figure does—and does not—mean
Ars Technica reported on October 6, 2026, that NASA is bringing 7,500 contract positions into the agency. The NASA workforce message and GAO report cited here establish an insourcing effort but do not independently confirm that exact target. The distinction between positions and people matters. A report about a number of contract positions does not establish that the same number of individual contractors will become civil servants; the sources cited here do not provide a one-for-one conversion count. Nor does NASA’s public description say that every person currently doing contractor work will be offered a federal job.

Why the effort is happening amid workforce losses
The initiative comes after a substantial reduction in NASA’s civil-service workforce. GAO reported that NASA lost more than 4,000 civil servants—about 22 percent of its civil-service workforce—by January 2026 following government-wide workforce-reduction initiatives. NASA subsequently resumed hiring and began addressing skill gaps. GAO also found that 25 of NASA’s 36 major projects had reported effects from reduced staffing. GAO-26-108556

Impacts varied by project
GAO’s examples show why staffing effects should not be generalized to every NASA program:
- Space Launch System: reported losing almost 20 percent of its civilian workforce.
- Orion: reported losing approximately 10 percent of its civil-service workforce and faced challenges filling some key roles.
- DAVINCI: reported losses in critical leadership and engineering roles and rescaled some planned risk-reduction work to protect formulation schedule milestones.
These are project-specific findings, not evidence that each project or the agency as a whole experienced the same consequences. The insourcing plan is also not documented as a one-for-one restoration of the civil servants who previously left: NASA describes selecting core roles, while GAO documents earlier departures and efforts to address skill gaps.

What NASA claims about savings—and what remains unsettled
Isaacman said early pilots had identified more than $100 million in annual savings. That is NASA’s stated estimate, not an independently audited result in the cited material. The available sources do not show whether those savings will be realized at scale or whether the full effort will improve mission outcomes.

NASA’s Office of Inspector General lists an active audit titled “NASA’s Workforce Insourcing Strategy for Center Engineering and Mission Support Services Contracts.” The audit is examining the transition of those functions from contractor-provided services to civil servants. How to find out whether a NASA civil-service job is available
NASA says centers are completing assessments and will announce vacancies as information becomes available. Its careers and core-competencies page describes civil-service roles and directs applicants to USAJOBS. For a specific opening, use the vacancy announcement to confirm qualifications, eligibility and application instructions. NASA’s general application guidance says contractor companies handle their own hiring, while civil-service employment generally requires U.S. citizenship, subject to rare exceptions. A contractor doing NASA work does not automatically become a federal employee. The contractor employer manages hiring for contractor jobs; NASA civil-service vacancies are separate positions with their own application and eligibility requirements.
