A laptop fan runs to move heat away from its components. Sustained CPU activity, charging, warm surroundings, blocked vents, or background setup work can make it run more often; the fan running by itself does not prove the laptop is faulty. Start with Task Manager, airflow, and Windows 11’s power mode. If the fan remains loud while the laptop is idle and cool, makes unusual mechanical noise, or the laptop overheats, consult support for its specific make and model.
Why a laptop fan keeps running
Windows 11 is not necessarily the cause. Cooling behavior depends on the laptop’s workload, temperature, and how its manufacturer configured the fan and thermal controls. Microsoft explains that Surface fan speed responds to workload and heat; that guidance applies to Surface devices, not every Windows laptop. Microsoft’s Surface fan guidance also notes that charging and a warm environment may increase cooling activity.
Background tasks can keep a processor busy even when you have no obvious app open. On Surface devices, Microsoft says operating-system and app updates and syncing during the first 24 hours after setup may temporarily increase fan activity. This is a Surface-specific possibility, not a guarantee for other laptop brands.
Find out whether an app is keeping the fan busy
- Open Task Manager. If it opens in a compact view, expand it to show the full list.
- In the Processes list, select the CPU column heading to sort by processor use.
- Look for an app or process using substantial CPU over time. Save your work and close apps you recognize and do not need.
- If a process name is unfamiliar, look it up before stopping it. A name alone does not establish that it is malware or a fault.
Microsoft and HP both recommend checking CPU use this way. HP notes that even a low but constant CPU load—3% to 4% in its notebook troubleshooting guidance—can increase fan speed. Treat that figure as an HP observation, not a universal threshold for all laptops. HP’s notebook fan guidance is specific to HP devices.

Choose a less performance-focused power mode
Windows 11 lets you compare three power modes. The fan’s response varies by laptop and workload, but a more efficiency-focused mode is a reversible setting to try.

To change it, open Settings > System > Power & battery > Power mode, then try Balanced or Best power efficiency. Observe the fan during a comparable workload rather than expecting the setting to stop it. Microsoft documents the Windows 11 modes in its power mode instructions and describes the warmth and battery trade-off for Best performance in its Windows 11 performance guidance.

Check vents, placement, and room temperature
- Set the laptop on a hard, level surface.
- Make sure intake and exhaust vents are not covered or pressed against fabric.
- Follow the cleaning instructions for your exact laptop model. HP advises turning off its notebooks before vacuuming dust from vents; do not assume that method is suitable for other models.
HP warns that cloth surfaces such as beds and cushions can restrict airflow, making the fans work harder. Microsoft’s Surface guidance says a Surface may need more fan activity in ambient temperatures above 25°C / 77°F. That is a Surface-specific observation, not a temperature limit for every Windows laptop.
Allow setup tasks to finish and use supported updates
If the laptop is new or has just been set up, background updates and syncing may be contributing to the activity. Microsoft identifies this as a possible cause during the first 24 hours on Surface devices. For updates more generally, check Settings > Windows Update and use the laptop maker’s supported driver or firmware tools for your model. Do not apply an arbitrary BIOS update or third-party driver as a general fan fix.

Some manufacturers provide model-specific thermal controls. HP, for example, documents thermal profile controls on select HP notebook models; those controls are not a Windows-wide setting. Follow the manufacturer’s instructions for your own device.

Use the manufacturer’s diagnostics and support for the exact model if the fan stays loud when the laptop is idle and cool, makes abnormal mechanical noise, or the laptop overheats. Fan assemblies, thermal profiles, and safe repair steps differ between models. HP warns against continued use when an HP notebook fan is not working correctly; follow the guidance for your own laptop rather than opening its chassis or attempting a repair without model-specific service instructions.

Without the make and model, it is not possible to responsibly identify a compatible replacement fan or give exact fan-control and firmware instructions. Do not disable the fan to quiet the laptop: it is part of the cooling system.
