India’s digital payments are growing quickly: retail digital transactions rose from 16,416.02 crore in FY 2023–24 to 22,167.90 crore in FY 2024–25, and UPI accounted for 81% of that year’s retail digital transactions. As more everyday payments move online, more people and transactions may encounter fraud attempts. But the available figures do not prove that greater trust in digital payments has raised any individual’s likelihood of becoming a victim.
What growing adoption does—and does not—tell us
The Ministry of Finance reported 22,167.90 crore retail digital payment transactions in FY 2024–25, up from 16,416.02 crore in FY 2023–24. These are transaction volumes, not counts of unique people. UPI made up 81% of retail digital transactions in FY 2024–25. The government says it does not maintain demographic or geographic contribution data for these figures, so they do not establish which groups are driving the increase. Ministry of Finance, 16 March 2026
The growth matters for security because wider use means more payments take place through digital channels, making them an important setting for fraud attempts. It is a plausible exposure mechanism, not proof that trust itself causes cybercrime or that an Indian user’s personal risk has increased. The cited sources do not provide a like-for-like UPI fraud rate to compare with UPI transaction volume.

How to read India’s cyber-fraud figures
Ministry of Home Affairs figures show the scale of complaints and reporting, but they should not be treated as a UPI-only tally or as a direct measure of confirmed victim losses.
- From 2021 to 2025, more than 6,589,201 financial-fraud complaints were reported on the National Cyber Crime Reporting Portal (NCRP).
- More than ₹55,050 crore was reported in connection with those complaints, and more than ₹8,189 crore was marked as lien. Reported amounts and money marked as lien are not the same as money returned to victims.
- Separately, the government says the Citizen Financial Cyber Fraud Reporting and Management System (CFCFRMS) had saved more than ₹11,158 crore across more than 32.80 lakh complaints by 30 June 2026. This is a government-reported system-wide figure, not a promise of recovery for an individual complainant.
These are broad financial cyber-fraud figures, not UPI-specific counts. A complaint is not a conviction, and NCRP complaints should not be confused with registered crime cases published by the National Crime Records Bureau. The Ministry of Home Affairs says State and Union Territory law-enforcement agencies handle investigation and subsequent case action. Ministry of Home Affairs, 21 July 2026

Bank fraud statistics have a different scope again. In its 2024–25 Annual Report, the RBI said digital payments (card/internet) accounted for the majority of bank fraud cases by number, while advances accounted for most of the fraud value. The report includes cases classified as fraud during the year that related to earlier financial years and were reported afresh; it also cautions that amounts involved do not necessarily represent losses incurred. Those statistics are not a measure of UPI scam losses. RBI Annual Report 2024–25
Are digital payments safe in India?
Digital payments have safeguards, but no control guarantees that every scam or suspicious transaction will be detected or prevented. Government sources list device binding, PIN-based two-factor authentication, daily transaction limits and restrictions on certain use cases. NPCI also provides banks with an AI/ML-based fraud-monitoring solution that can generate alerts and decline suspicious transactions. These controls reduce or manage risks; they do not eliminate them. Many scams depend on a user being persuaded to authorize a payment or disclose credentials, so a payment system’s technical protections are only part of the picture. Check the payee and payment details before approving a transaction, and treat unsolicited requests or pressure to act urgently with caution.
What to do if you suspect UPI fraud
- Contact your bank immediately. Report the unauthorized or suspicious transaction and follow the bank’s instructions. Keep the transaction details and any complaint reference.
- Call 1930 promptly. This is the national helpline for reporting financial cyber fraud.
- Submit a report through the National Cybercrime Reporting Portal. Use cybercrime.gov.in and provide the available transaction and incident details.
Fast reporting matters, but it does not guarantee that funds will be recovered. The government’s reported amount saved through CFCFRMS describes system-wide results, not an assured outcome for every case.

If you shared your UPI PIN
Contact your bank immediately and report what happened, especially if a payment you did not intend has been made. NPCI’s UPI FAQ says, “Please do not share your UPI-PIN with anyone,” and says that “your bank’s customer support will never ask for it.” NPCI UPI Frequently Asked Questions

The RBI’s customer-liability directions make responsibility depend on the circumstances and when the bank is notified. In specified third-party breach cases where neither the bank nor customer is at fault, a customer who reports within three working days of receiving the bank’s communication has zero liability. If the customer’s negligence includes sharing payment credentials, the customer bears the loss until reporting; losses after reporting are borne by the bank under the circular. The rules do not mean every disputed payment will automatically be refunded. RBI customer-protection directions, 6 July 2017
