Green Bank Observatory restricts access to Zone 1—the area containing its radio-astronomy instruments—to approved diesel vehicles. The reason is radio-frequency interference: spark-plug ignition systems can emit radio noise that disrupts observations of faint astronomical signals. This is a local observatory rule, not a diesel-only requirement for every road or vehicle in the much larger National Radio Quiet Zone.

Why spark-plug vehicles can interfere with radio astronomy

Radio telescopes detect signals from space that can be extremely faint. Human-made radio-frequency interference (RFI) can mask or overwhelm those signals, so Green Bank manages both devices that deliberately transmit and equipment that emits radio noise as a by-product.

The observatory’s Site Policy says only approved diesel vehicles may enter Zone 1. Its Radio Interference explainer gives the rationale: limiting motorized traffic to diesel vehicles helps avoid strong broadband emissions from spark plugs. Green Bank electronics technician Chuck Niday put the concern this way in a January 2024 American Physical Society article: “Anything that can create a spark can cause us interference, so things like heaters, pumps, power lines, and cars with spark plugs can be a problem.”

The restriction is an interference-control measure. It does not mean diesel engines are inherently silent in every respect, or that fuel type alone guarantees entry: the current policy specifically says approved diesel vehicles.

Where the diesel rule applies

Green Bank’s site policy separates the instrument area from other parts of the observatory:

  • Zone 1: The area containing radio-astronomy instruments. Only approved diesel vehicles are allowed. People entering—whether on foot, by bus, vehicle, bike, or another way—should leave electronic devices behind.
  • Zone 2: The area for laboratories, housing, and visitor facilities. It has a different set of device rules; it is not covered by a blanket ban on all electronics.

Equipment that will remain in Zone 1 must be tested and approved or covered by a waiver. Temporary equipment likely to cause interference needs a waiver in advance. The observatory also assesses and mitigates equipment—for example, through shielding or filtering—before it is installed or used near the instruments. Scheduling an activity around the Green Bank Telescope alone is not sufficient, because multiple instruments share the site.

How device rules differ between zones

In Zone 2, Green Bank distinguishes intentional transmitters, which deliberately communicate wirelessly, from unintentional radiators, such as some digital equipment that emits radio energy as a by-product. The Site Policy says known radiators are prohibited unless covered by a waiver, and it lists limited waivered uses. Its practical guidance is that a device using RF energy to communicate is likely prohibited. Medical devices, including pacemakers, hearing aids, and insulin pumps, do not have to be turned off.

Because device restrictions depend on the zone and the equipment, follow the observatory’s current instructions rather than assuming a phone or other electronic device is permitted everywhere on site. The policy’s Zone 1 instruction to leave devices behind applies regardless of how a person enters that area.

Green Bank’s site rules are not the National Radio Quiet Zone rules

The National Radio Quiet Zone (NRQZ) is a broad regulatory area that includes Green Bank Observatory and the Sugar Grove federal facility. It is not the same thing as Zone 1. The observatory’s diesel-vehicle restriction is a local access rule for the telescope-instrument area; NRQZ protections address radio transmissions across a much larger region.

A January 2024 American Physical Society article describes the NRQZ as covering 13,000 square miles, where radio emissions are federally regulated, with satellite and airplane emissions exempt. That figure is attributed to the APS article, rather than to a dated original regulator source. Separately, Green Bank’s Site Policy describes the NRQZ as protection from permanent, fixed, licensed transmitter services and says West Virginia law permits the observatory to prohibit electrical equipment within a ten-mile radius when it causes interference to radio observations. Those are distinct geographic scales and mechanisms, not extensions of the Zone 1 vehicle rule.

How Green Bank protects observations

Vehicle restrictions are one part of a broader interference-control approach. Equipment intended for the instrument zone is assessed and, where needed, mitigated, shielded, filtered, tested, or approved before use. The observatory’s Interference Protection page explains that the Green Bank Telescope can measure signals at milli- or micro-Jansky scales; a Jansky (Jy) is 1×10−26 W/m²/Hz. The conversion is a unit definition, not a dated performance statistic.
