Firewall migrations are intimidating because they combine a translation problem with a live operational change. A configuration can import successfully and still fail to preserve the old firewall’s intended policy or the network behavior people depend on. Engineers who have been through one know that the hard part is proving what will happen before, during, and after the cutover—not merely getting rules onto a new device.
Why experience makes the risk feel real
A firewall is not an isolated box of rules. Its configuration interacts with interfaces, routes, network address translation (NAT), VPNs, certificates, identity or logging systems, management access, and applications. The configuration also carries history: exceptions added to solve old incidents, dependencies that may not appear in a current diagram, and rules whose purpose is no longer obvious.
That means a migration has two jobs: translate the configuration between platform-specific models, and preserve the behavior the business actually needs. Cisco’s migration guidance and model-migration documentation call for follow-up review and validation; the latter identifies settings that are not migrated in its documented Secure Firewall Threat Defense context. Sophos likewise warns that vendor configuration schemas differ, so some settings need manual resolution. A clean import is therefore evidence that data moved—not proof that traffic will behave correctly.
The sources describe operational complexity, not a measured migration failure rate. The concern is rational because the consequences can be immediate: users may lose application access, administrators may lose the management path, or a security policy may behave differently than intended.

What makes the work frightening
Policy intent is often less clear than policy syntax
A rule may be easy to read but hard to interpret without knowing which application uses it, whether it is still needed, or why an exception exists. Cisco Customer Experience practitioner commentary describes gaps in firewall history and application dependency knowledge, along with the challenge of operating continuously. Fortinet’s FortiOS 7.6.0 guidance recommends analyzing traffic and policy purpose and auditing policies and objects before migration. Cisco practitioners also describe hit-count review and object deduplication as useful cleanup approaches.
Removing unused rules can simplify the target, but a rule that appears inactive is not automatically safe to delete: the team still needs to understand its purpose and the observation period behind that conclusion. The goal is to distinguish intentional, active behavior from accumulated configuration—not to make the rule list look tidy.
Different platforms do not share a universal configuration language
Vendors represent policies, objects, interfaces, and features differently. Conversion tooling can map supported elements, but it cannot guarantee that every source feature has an equivalent target behavior. Sophos’s Config Studio, for example, identifies some issues for manual resolution rather than converting every setting automatically. Cisco and Fortinet guidance also describes platform-specific scope, version, interface, policy, object, routing, certificate, and VPN considerations.

Cisco’s Secure Firewall Threat Defense Model Migration Guide, Version 7.6.1, lists follow-up tasks and notes that certain settings—including site-to-site VPN configuration in that guide’s context—are not migrated. That example applies to the documented model migration, not to every Cisco migration or every vendor tool.

A cutover changes a live traffic path
Even when policies are mapped correctly, the new device must sit in the right place in the network and receive the traffic it is expected to inspect. Interfaces, routing, NAT, VPN peers, certificates, and management paths all need to work in the target environment. If the change breaks an administrator’s access, recovery can become harder precisely when the team needs control.
Some failure modes depend on architecture. In its Transit Gateway-attached AWS Network Firewall example, AWS explains that east-west traffic crossing two independent stateful firewalls can create return-traffic problems. This is a caution for that described Transit Gateway design, not a universal rule about all firewall migrations.
A workflow that makes uncertainty manageable
1. Define the migration boundary
Write down what is moving and what is not before converting anything. Cisco’s Secure Firewall Migration Tool Best Practices Guide, updated December 19, 2025, recommends defining migration scope and checking prerequisites. Fortinet’s FortiOS 7.6.0 migration guidance emphasizes auditing policies and objects and mapping old interfaces to the new device.
- Record source and target device models and software versions, migration method, network topology, and migration scope.
- Map each source interface to its intended target interface and document connected networks, routes, and expected traffic paths.
- List dependencies such as applications, VPNs, certificates, logging, and integrations, and identify the people who can validate them.
- Mark anything deliberately excluded from the migration so it is not mistaken for an accidental omission.
A bounded scope gives reviewers a way to ask whether each expected component has a destination, an owner, and a test.

2. Establish what the existing firewall is meant to do
Review policy purpose and observed use before translating rules. Fortinet recommends traffic and policy analysis and removing unused policies and objects as part of migration preparation. Where hit counts or other usage information are available, Cisco practitioner commentary describes using them to support review; they are evidence to examine, not a substitute for understanding business intent.
- Identify the applications and network paths each important rule supports.
- Review objects for duplicates, stale references, and unclear names, while preserving anything whose purpose has not been resolved.
- Record expected access, blocked traffic, NAT behavior, and VPN connectivity in terms that application or network owners can verify.
- Keep a record of exceptions and decisions so that reviewers can distinguish an intentional change from a conversion gap.
3. Back up the source and prepare access
Before a migration run, preserve the source configuration and the supporting material needed to rebuild or troubleshoot it. Cisco’s preparation guidance calls for backups, access and license checks, health checks, and a freeze on source changes during migration. Include relevant certificates and VPN material in the backup plan; a configuration export alone may not contain every item needed to restore the working environment.
- Confirm working administrative access to both source and target, and verify that required licenses and device health checks are in order.
- Keep the existing routes and configuration available to the people responsible for rollback.
- Choose a maintenance window and tell stakeholders what will change, who will validate service, and who can authorize rollback.
- Use SSH or HTTPS where appropriate, or console access if needed and supported by the device. A USB-to-serial console cable is relevant only when the device’s port supports that cable; there is no universal connector implied by the guidance.
4. Convert, then review the output as a draft
Run the vendor-supported conversion process only within its documented source, target, and version scope. Inspect its generated report, warnings, mappings, and unresolved issues before scheduling the live change. Cisco’s guide recommends reviewing the post-migration report; Sophos describes Config Studio as a way to resolve some issues and identify others that require manual work.

- Check which policies, objects, interfaces, routes, certificates, VPN settings, and integrations converted—and which did not.
- Compare important source-to-target mappings for meaning, not just similar names or syntax.
- Resolve unsupported or ambiguous items with the responsible network, security, or application owner.
- Perform a dry run or lab test where feasible, then test representative allowed and denied traffic paths before production cutover.
A report with no obvious errors cannot prove that every dependency was discovered. The test plan should cover the traffic the organization intends to preserve and the security behavior it intends to enforce.

5. Plan cutover and rollback as one change
Set a defined change window, assign the people responsible for implementation and validation, and write down the rollback trigger and actions before switching traffic. Cisco recommends a source-change freeze during migration; in its AWS Transit Gateway migration example, AWS advises retaining the old firewall during a phased transition and documenting routes for rollback. Whether both environments can remain available depends on the architecture, so do not assume that keeping the old device connected is safe in every design.
- Record the current configuration and routes needed to restore the prior path.
- State what observable conditions count as success and what failures require rollback—for example, loss of an essential tested application path or management access.
- Document who can make the rollback decision and how traffic will be returned to the prior environment.
- Where the design permits, keep the old environment available until the new path has passed its agreed checks.
A rollback plan is only useful if it is operationally possible. In architectures with stateful inspection or shared paths, review how traffic and return traffic will flow during transition rather than assuming that two devices can simply run side by side.
6. Verify real behavior after the change
After traffic moves, test from the network paths and user contexts that matter. Cisco guidance calls for connectivity checks and review of rules, NAT, VPNs, logging, integrations, and device health. Cisco’s model-migration guide also identifies follow-up configuration tasks, while the precise checks depend on platform, scope, and migration type.

- Check NAT, VPN tunnels, routing, interface configuration, and certificate-dependent services.
- Verify management access, logging, integrations, and device health.
- Have application or service owners confirm their critical paths rather than relying only on device status indicators.
Keep the change open until the agreed checks have passed and unresolved exceptions have an owner. If a test fails, use the conversion report, captured baseline, and rollback criteria to decide whether to correct the target or restore the prior path.

How to compare migration tools or services
There is no neutral head-to-head evaluation or universal ranking in the cited guidance. When choosing a tool or migration service, compare the support it actually documents rather than assuming that “conversion” means complete behavioral equivalence.

Vendor-specific options include Fortinet’s FortiConverter and migration assistance, and Sophos Config Studio for the third-party platforms named in its migration guidance. Sophos recommends partner involvement. Eligibility, pricing, and service terms are not established by those procedural descriptions, so confirm them directly with the vendor or provider.
What experienced engineers can reasonably expect
Preparation reduces avoidable uncertainty; it does not erase platform differences or reveal every undocumented dependency in advance. A migration becomes more manageable when the team knows what behavior must survive, can inspect what the tool did not carry over, has a bounded cutover and viable recovery path, and tests the live result against real requirements. That is not a promise of zero downtime. It is a way to make the risk visible and the response deliberate.
