Elon Musk says powerful Indian business interests are blocking Starlink to protect existing telecom companies, and has singled out Reliance Industries chair Mukesh Ambani. But the available evidence does not establish that Ambani or Reliance caused Starlink’s delay. India’s Ministry of Communications says Starlink, Reliance Jio’s satellite venture and Bharti-backed Eutelsat OneWeb are all undergoing security assessments before they can seek spectrum assignments.
What prompted Musk’s accusation?
On October 8, 2026, Musk posted that Starlink was being blocked by “certain oligarchs” to preserve a “monopolistic chokehold” on Indian customers. He later asked, “Is Ambani the real boss of India?” The posts turned a delayed market entry into a public dispute over the influence of India’s large telecom businesses.
Musk said Starlink was licensed in more than 165 countries. That figure is his claim, reported by India Today and The Economic Times; it is not independently audited in the available reporting. His comparison does not, by itself, show that India’s approval process is being applied differently or that a particular business has intervened.
The Ministry of Communications rejected the discrimination allegation. In an October 8 statement, it called the suggestion that the framework or its application was unfair “baseless and misconceived,” and said the three operators were “at broadly the same regulatory stage.” Those are the government’s account of the process and its response to Musk—not independent proof that every operator’s review has proceeded identically.

What is holding up Starlink’s commercial launch?
The ministry says the immediate step is a security assessment. Each licensed operator must demonstrate compliance with security conditions; once an operator completes the assessment, it may seek assignment of spectrum. The government said the assessments for Starlink, Jio’s satellite venture and OneWeb were underway as of October 8, 2026.
The Indian Express reported that Starlink had received a Department of Telecommunications operator licence and an IN-SPACe approval, while a commercial launch remained subject to security concerns. Its reporting described concern that foreign satellite operators could bypass Indian gateways. That is reported context; it is not phrased as the ministry’s explanation in its public statement.

- Gen 3 Satellite Dish: Third-generation antenna delivers a stronger, more stable signal and faster performance.
- Wi-Fi 6 Router: Modern router technology supports faster speeds, increased device capacity, and better efficiency.
- Extra 150FT Cable Included: Extended reach for more flexible installation in large spaces or hard-to-access locations.
- High-Speed, Low-Latency Internet: Stream HD content, video conference, or work remotely with confidence.
- Ideal for Rural and Remote Areas: Perfect for homes, cabins, RVs, boats, and off-grid setups where wired internet isn’t available.
No completion date for the assessments or operator-specific spectrum assignments had been announced in the current reporting. A licence or other approval therefore should not be read as confirmation that customers can order or activate Starlink in India.

Before the current security-assessment stage, Starlink and Reliance Jio disagreed over how satellite spectrum should be allocated. Starlink supported administrative assignment; Jio argued for auctions, saying satellite services should face comparable competitive conditions to terrestrial telecom. India chose administrative allocation. That settled the broad method, not the remaining steps required before a particular operator can begin commercial service.

| Party or decision | Position or status | What it means |
|---|---|---|
| Starlink | Supported administrative assignment of satellite spectrum, as described in 2026 reporting. | Its preferred allocation method is the one India adopted, but that outcome did not complete its security assessment or assign spectrum to Starlink. |
| Reliance Jio | Argued for auctions and comparable conditions with terrestrial telecom, as described in 2026 reporting. | Jio’s position was part of the policy dispute; it does not establish that Jio caused Starlink’s current delay. |
| India’s policy choice | Administrative allocation, according to TechCrunch and The Economic Times. | Operator-specific regulatory steps still follow; the ministry says security assessment precedes an application for spectrum assignment. |
Why is Ambani involved in a dispute about satellite internet?
Ambani chairs Reliance Industries, whose telecom business operates Jio. Jio is relevant both as a competitor in the broader communications market and as a company with its own satellite-broadband plans. Bharti, another major Indian telecom group, backs OneWeb. The government’s description of three operators at a similar regulatory stage makes the issue a market-entry and regulatory dispute, not just a clash between two billionaires.
There is also a proposed commercial relationship between Jio and Starlink. In March 2025, Jio and SpaceX announced a plan for Jio to offer Starlink to its customers and sell equipment through Jio channels, with support for installation and activation. The arrangement was subject to regulatory approvals; it does not mean Starlink service is currently available through Jio. Airtel announced a similar partnership with SpaceX in 2025.

The public record described here supports saying that Musk accused powerful business interests and drew attention to Ambani. It does not support presenting Ambani’s responsibility, or government action at his direction, as established fact.
What does the delay mean for people in India?
Starlink satellite broadband uses a customer terminal—often described as a dish—installed at a home or another service location. The proposed Jio arrangement could provide a route to sell equipment and help with installation and activation, but the necessary approvals remain pending. Current Indian ordering availability and an activation date are not established.
There is no confirmed Indian Starlink commercial launch date or current service tariff in the reporting available through October 9, 2026. The Indian Express reported that a temporary placeholder of ₹8,600 per month appeared on Starlink’s India website in the prior year; it was not an official current price and should not be treated as the amount Indian customers will pay.
The next concrete milestones are completion of each operator’s security assessment and any subsequent spectrum assignment. Until those steps and a commercial start are announced, claims about when Starlink will launch or what it will cost in India remain unanswered.
