Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi separately wrote to Cabinet Secretary T. V. Somanathan in July 2026 about a change to how the Election Commission of India’s IT director general, Seema Khanna, routed her files. Their reported concern was that the change removed a review layer through Deputy Election Commissioner Sanjay Kumar. The Commission later said the correspondence concerned an officer’s work, not policy, and that DEC oversight had not actually been withdrawn.
What prompted the commissioners’ letters?
Hindustan Times reported on October 3, 2026, that Sandhu and Joshi sent separate letters to Cabinet Secretary T. V. Somanathan in July. The letters reportedly used identical language and concerned senior deputy election commissioner Maneesh Garg’s decision to change the routing of DG (IT) Seema Khanna’s files. The letters themselves have not been reproduced in the reporting, so their precise wording cannot be independently assessed.
Under the earlier route described by Hindustan Times, Khanna’s files went to Deputy Election Commissioner Sanjay Kumar. The commissioners reportedly objected that removing Kumar’s review took away an established level of scrutiny. They described him as experienced and familiar with the electoral process. This was a concern about administrative oversight, rather than a reported objection to a particular IT policy or technology decision.
How did the Election Commission describe the dispute?
In a clarification reported by Hindustan Times on September 26, the Election Commission said the letters were about the work of an officer on deputation, not a policy matter of the Commission or its IT division. The report reproduced the Commission’s statement: “The letter to Cabinet Secretary was not related to any policy matter of the Commission or IT division but related to working of an officer on deputation to ECI.”

The Commission also said the redistribution orders were not implemented after directions from the two commissioners and that oversight by a deputy election commissioner was never withdrawn. That account differs in emphasis from the commissioners’ reported concern: they objected to a change that they said would remove a review layer, while the Commission said that oversight was not in fact withdrawn. The available reporting does not establish the detailed operation of the July order.
What changed after the letters?
According to the October 3 Hindustan Times report, Sanjay Kumar was repatriated to his home cadre in August, after which Garg handled Kumar’s responsibilities. Khanna’s files were then routed through Garg to the commissioners. Officials quoted anonymously by the outlet said Kumar had sought to return to the Delhi government; Kumar did not respond to the outlet. The report does not establish that his repatriation was caused by the correspondence.

Why was the Cabinet Secretary informed?
Hindustan Times reported that Somanathan forwarded the complaints to the Department of Personnel and Training. The outlet said the government viewed the letters as keeping it informed rather than seeking action, in part because intervention could intrude on the Election Commission’s autonomy. This is the newspaper’s account, not a published government decision; no official DoPT response was located in the reporting.
