Some companies are considering open models and sovereign AI because they want more control over sensitive data, proprietary information, and reliance on AI providers. That does not mean businesses are broadly abandoning OpenAI or Anthropic: Fortune’s October 5, 2026 report describes companies using multiple models and deployment approaches, often choosing a setup to suit each task.
Why privacy is influencing AI-provider choices
For companies, the concern is not simply whether an AI model is open source. It is who handles their data, what the provider’s retention terms allow, and how much business knowledge must be shared to make a model useful. Executives quoted in Fortune’s October 5, 2026 report worry that proprietary information could be exposed or used in ways that disadvantage their businesses.
Fortune reports that OpenAI and Anthropic have said they do not train on enterprise data. Security experts interviewed for the article nevertheless raised concerns about broader ways providers might learn from customer operations. Those concerns are expert opinion, not evidence that either company misused customer data. Satya Nadella, Microsoft’s CEO, framed the issue as paying for intelligence both with money and with valuable proprietary knowledge a company has to reveal to use it.
Provider policies and product terms matter, but so do a company’s own controls and the sensitivity of the work. A promise about training does not, by itself, answer every question about retention, access, processing, or where data is stored. Companies need to assess the terms that apply to their specific product, account, and configuration.

What changed in the provider privacy debate
Fortune’s account describes a series of developments in 2026. Anthropic announced in June that chats with its Fable and Mythos models would be retained for 30 days, prompting controversy. On August 19, OpenAI restated an enterprise zero-data-retention offer in a blog post and previewed Private Safety Processing, which Fortune described as allowing customers to store data in their own cloud. Fortune says Anthropic announced a similar own-cloud option on September 1. The report also says Booz Allen restricted employee use of Fable, citing The Information.
These are dated developments as reported by Fortune, not an independent verification of current policy terms or eligibility. Before selecting a service, a company should confirm directly which retention and storage terms apply to its plan, model, and deployment, and whether those terms cover the data and use case in question.

What sovereign AI means for companies
Sovereign AI describes control over more of the AI stack. In Fortune’s account, that can range from running downloadable open models in a company’s own cloud environment to operating proprietary cloud infrastructure and owning the chips used to run the systems. The term was historically associated with governments, but the report says it is appearing more often in corporate discussions.

A company may control where a model runs while still relying on outside infrastructure, or it may operate more of the stack itself. More control can reduce dependence on a particular provider, but it also places more responsibility for operations, security, and model use on the organization.

Three ways to deploy AI—and the tradeoffs
Companies can choose among provider-hosted frontier models, a cloud intermediary that offers access to multiple models, and open models run on company-controlled infrastructure. A hybrid approach can combine these options, assigning different systems to different tasks.
| Approach | Data custody and provider dependence | Technical and security responsibility | Capability and infrastructure considerations |
|---|---|---|---|
| Frontier provider with enterprise privacy terms | Data handling depends on the provider’s applicable terms and configuration. The company still depends on the provider. | The provider operates the service; the customer must assess terms and configure its own access and data controls. | Can provide access to advanced models without the company operating the underlying infrastructure. The report supplies no comparative price or benchmark. |
| Multiple models through a cloud intermediary, such as Amazon Bedrock | Fortune describes Bedrock as an entry point intended to let businesses use models without providers seeing their data. That description is not a general guarantee; customers should verify the applicable service terms and data flow. | The company relies on the intermediary’s service and must understand how its chosen models and configurations handle data. | Can provide a route to multiple models. Fortune reported Bedrock customer spend growing 170% in Q1 and adoption reaching nearly 80% of Fortune 100 companies in 2026; the article does not identify which Q1, define adoption, or state the measurement methodology. |
| Open model on company-controlled infrastructure | Can give the company greater control over where data and workloads are handled, depending on the infrastructure and configuration. It may reduce dependence on a frontier provider. | The organization takes on more responsibility for technical operations, security controls, and responsible use. | Requires suitable infrastructure and expertise. Fortune’s sources caution that open models may not match the most advanced capabilities for every task, including coding or financial analysis. |
| Hybrid deployment | Uses different providers or environments for different kinds of work; control and dependence vary by task. | Requires the organization to manage multiple systems and decide which data and tasks belong in each. | Can balance capability, control, and operational effort. The report provides no comparative cost or performance measurements. |
Fortune also quotes Randall Hunt, chief technology officer at Caylent, describing Bedrock’s appeal as a way not to have to trust frontier labs. That is a source’s characterization of the intermediary approach, not proof that it eliminates trust or data-handling risks.

What a company takes on when it self-hosts
Running an open model on company infrastructure can increase control, but it does not make a deployment secure or compliant automatically. Fortune’s sources emphasize the need for technical expertise, security controls, and responsible operation. In practical terms, a company must be prepared to operate the environment and govern how people and systems use it.
- Security: Set and maintain access controls, protect the surrounding infrastructure, and assess how data moves through the deployment.
- Operations: Provide suitable computing resources and the expertise to run and maintain the model.
- Governance: Establish rules for appropriate use, data handling, and oversight.
- Capability fit: Evaluate whether the model is good enough for the specific task rather than assuming an open model matches a frontier system.
Optiv vice president and chief information security officer Rob Gregory summarized the tradeoff in Fortune: “You’re trading control for responsibility, right?” The point is not that one deployment is inherently safer; it is that changing who controls the system also changes who must manage its risks.

Can a company run a model locally on a mini PC?
Fortune names a Geekom mini PC as an example of hardware that can run some small open-source models locally, while cautioning that it cannot handle the most advanced models. The report does not specify a model number, configuration, or performance test, so it does not establish which Geekom device is suitable for a particular model or workload.
Local execution on a small computer is different from enterprise sovereign AI. A device may be useful for experimenting with a small model, but the hardware alone does not ensure privacy: software configuration, network access, and data handling still matter. Companies evaluating production use need to match the model and infrastructure to the workload and security requirements.
How to choose an approach
- Classify the task and data. Identify what information the model will process and how sensitive or proprietary it is.
- Check the applicable terms. Confirm retention, training, storage, and access provisions for the specific provider, plan, model, and configuration.
- Test capability for the actual work. Determine whether a provider-hosted or open model performs adequately for the task; do not assume the model category alone determines quality.
- Account for operational ownership. Compare the organization’s ability to secure and operate its own infrastructure with the responsibilities of using a managed service.
- Assign deployment by use case. Consider a hybrid arrangement if different tasks have different privacy, capability, or infrastructure needs.
Fortune’s reporting supports a shift in how companies weigh control and provider dependence, not a universal move away from frontier AI. Its sources describe a practical choice: use a provider under terms the company accepts, route model access through an intermediary, operate open models internally, or combine these approaches. Each option needs to be judged against the actual data, workload, and capacity of the organization.
