If a Chrome flag seems to revert after a restart, first check that it still exists in your installed version, set it again at chrome://flags, and use Chrome’s relaunch control. If the setting still behaves unexpectedly, inspect Chrome’s startup command line, reset flags, and test with a separate profile. Flags are experimental and aren’t a reliable way to enforce settings on managed work or school browsers.
Why can Chrome flags change after a restart?
There isn’t one universal cause. A flag may no longer be available in your Chrome version, the setting may not have been relaunched, a command-line switch may affect the browser separately, or a managed installation may be governed by organization policy. Testing with a separate user-data directory can help isolate whether the current profile is involved, but it does not prove that the profile caused the problem.
The flag may have expired or been removed
Flags are experimental and change over time. Chromium documentation explains that expired flags can be hidden from the interface and disabled, and may later be removed. Check the flag in the Chrome version installed on your device rather than relying on an older guide: Chromium: Run Chromium with flags.
The setting may not have been applied
A change on the flags page takes effect after you relaunch Chrome. Google’s instructions for changing or resetting flags include using Chrome’s relaunch control: Google Chrome Help: Change or reset settings.

How to troubleshoot a flag that won’t stick

Open
chrome://flagsand search for the flag by name. If it is missing, it may not be available in this Chrome version; don’t assume a setting described for an older version still exists. -
If the flag is present, choose the setting you want and click Chrome’s relaunch control. Reopen

If the behavior persists, open
chrome://versionand review the Command Line section. Chrome’s developer documentation notes thatchrome://flagsmay not show settings supplied on the command line. A launch switch is a separate configuration mechanism and can affect behavior independently of the flags-page setting. If Chrome is misbehaving, go to
chrome://flags, select Reset all, and relaunch. This returns flags to their defaults. Reapply only flags that are still available and that you need. If the issue continues, Google recommends considering a Chrome settings reset and updating Chrome: Google Chrome Help: Change or reset settings.Rank #3

To check whether the issue is tied to your current profile, test Chrome with a separate user-data directory using the approach documented by Chrome for Developers: Run Chromium with flags. This is a diagnostic isolation step, not a guaranteed fix.

If this is a work or school installation, ask your administrator whether browser policies apply. Google advises administrators to use enterprise policies, rather than flags, to configure Chrome in production: Chrome Enterprise and Education Help.

When should you use a policy instead of a flag?
Flags are intended for experimentation, not dependable long-term configuration. For a personal browser, use a flag only while it remains available and understand that Chrome versions can change it. For a managed work or school browser, the supported production route is for the organization to configure Chrome with enterprise policies. A local flag change is not a substitute for an administrator-managed setting.
