Brent crude settled at $96.16 a barrel on September 29, 2026, even as major oil supply disruptions continued. That price was a dated market observation—not evidence that supply had returned to normal. Rerouted exports, more production outside the Gulf, falling demand and inventory releases have partly offset lost supply, while leaving the market tight and vulnerable to sharp moves.
What “below $100” means in this report
The latest sub-$100 settlement in the available reports is the Associated Press’s September 29 figure for Brent: $96.16 a barrel, down 1.7% that day. Brent had briefly moved above $100 earlier in the week. The AP also reported a settlement of $99.25 on September 22 after an intraday dip below $98. These are separate dated observations, not a current October 2 quote.
Oil prices need to be compared by measure as well as date. Brent futures settlements, Brent spot prices and the IEA’s North Sea Dated benchmark are related indicators, but they are not interchangeable. A monthly average also cannot be compared directly with an intraday high as if both described the same moment or market layer.

| Measure | Reported value | What it represents |
|---|---|---|
| Brent, Associated Press, September 29, 2026 | $96.16 per barrel | Settlement; down 1.7% that day |
| Brent, Associated Press, September 22, 2026 | Below $98 per barrel intraday; $99.25 per barrel at settlement | Intraday low and separate closing settlement; down 1.1% at settlement |
| Brent spot, U.S. Energy Information Administration, August 2026 | $91 per barrel | Monthly average |
| North Sea Dated, International Energy Agency, August 2026 | $91.00 per barrel | Monthly average, up $7.61 from the previous month |
| North Sea Dated, International Energy Agency, September 9, 2026 | $113.48 per barrel | Dated price observation, not an August average |
The IEA’s September report described North Sea Dated as having surged to $113.48 on September 9 amid tightness linked to Middle East and Russian disruptions and stronger demand for Atlantic Basin barrels. That spike and the later Brent settlement are not contradictory: they refer to different benchmarks and dates. The AP said the September 29 Brent settlement was still far above the roughly $72 level before the U.S. and Israel attacked Iran in late February.

Why a low settlement can coexist with a severe disruption
A benchmark price reflects the market’s view of supply and demand across available routes, producers, consumers and inventories. It does not simply add up barrels shut in and translate that total into a price. Lost Gulf production puts upward pressure on prices, but replacement supply, shipping alternatives and reduced consumption can counter some of that pressure.
Some exports have taken routes that bypass Hormuz
According to the IEA, Saudi Arabia and the United Arab Emirates increased exports through routes bypassing the Strait of Hormuz from 4.1 million barrels a day in February to a high of 7.8 million in June. Attacks subsequently reduced those flows to 5.5 million barrels a day in August. The alternative routes helped keep barrels moving, but did not eliminate the disruption.

Producers outside the Gulf added supply
The IEA said producers outside the Gulf had added a cumulative 420 million barrels, equivalent to 2.3 million barrels a day, since the war began. Reuters’ September 8 explainer also pointed to higher production from the United States, Canada and Guyana, alongside rerouted exports. These additions softened the effect of disrupted Gulf supply; they do not establish that every lost barrel was replaced or that all crude grades and delivery locations were equally available.
Demand fell as oil became harder or costlier to obtain
The IEA estimated that global oil demand during the six months through its September analysis averaged 5.8 million barrels a day below February levels. Its account links the drop to higher prices, shortages and reduced activity. Reuters also cited weaker demand, including lower Chinese seaborne imports. Less demand reduces the competition for available barrels and can restrain a benchmark even while some consumers face tight supplies.

Stocks were released, but inventories kept shrinking
IEA member countries released more than 300 million barrels from emergency stocks. That supply can help bridge a disruption, but the IEA also reported that observed inventories fell by another 95 million barrels in August. The cumulative draw since February reached 507 million barrels, averaging 2.8 million barrels a day. Stock releases therefore helped ease immediate pressure without reversing the broader depletion.
Disruption remained substantial in the latest operating data
The IEA reported that global oil production fell by 1.6 million barrels a day month on month to 100.1 million barrels a day in August. More than 10 million barrels a day of Gulf output remained shut in that month amid heightened security risks. Shut-in production is not the same measure as exports actually shipped: cargoes can be affected by route changes and logistics as well as by whether a producer is operating.

This distinction helps explain why a single benchmark price cannot describe conditions across the whole oil market. Reuters noted a gap between futures benchmarks and tighter physical cargo prices. Financial benchmarks reflect traded expectations and broad market balances; physical cargo prices can more directly reflect the cost and availability of particular crude in a particular location. Refined-product prices are another market layer and should not be inferred from a Brent figure alone.

Forecasts are conditional projections, not observations or guarantees. The IEA and EIA use different price measures and time horizons, so their figures should not be treated as competing estimates of the same exact price.
| Publisher and release | Forecast | Qualification |
|---|---|---|
| International Energy Agency, September 2026 | Global supply down 5.7 million barrels a day to 100.7 million barrels a day in 2026; global demand down 2.5 million barrels a day in 2026 | Annual forecasts; the IEA said full recovery by Middle East producers was deferred until 2027 |
| U.S. Energy Information Administration, September 9, 2026 outlook | Brent spot averaging around $90 a barrel in the second half of 2026 | Forecast based on assumptions about continued disruption and eventual recovery; EIA warned that short-term movements could be more volatile than its projection |
The EIA completed its outlook on September 3 and scheduled its next release for October 6. Its estimate is therefore a time-stamped forecast, not a verified October price. The agency specifically cautioned that changes in flows through Hormuz and alternative routes could produce greater short-term volatility than its forecast indicates.
Quick Recap
How to interpret the next Brent headline
- Check the date and price type. A settlement, intraday move, monthly average and forecast answer different questions.
- Check the benchmark. Brent futures, Brent spot and North Sea Dated should be identified separately.
- Separate supply losses from offsets. Shut-in production, shipped exports, replacement production, inventory releases and demand reductions are different quantities.
- Do not read one benchmark as a complete measure of physical availability. Cargo prices and refined products can behave differently from futures benchmarks.
