ASIC development is expensive because it combines specialized engineering, licensed design software and intellectual property, process-specific implementation, masks, prototype fabrication, and silicon validation before a single sellable chip exists. The estimate must therefore separate one-time non-recurring engineering (NRE) from recurring wafer, assembly, and test costs, then show how NRE is amortized over realistic shipment volumes. A defensible budget starts with an explicit technical baseline and work breakdown, uses current supplier data wherever possible, and is updated as design and manufacturing assumptions become firm.
What ASIC cost actually includes
An ASIC budget is a stack of different activities and purchases rather than one standard “chip design” fee. Product definition, architecture, digital or analog design, verification, physical implementation, packaging, tape-out, prototype lots, test development, and post-silicon validation each consume different skills and resources. The process node, foundry, package, performance targets, schedule, and amount of reusable IP change nearly every line item.
The first accounting boundary is between one-time development cost and recurring production cost. NRE is spent to create and qualify a design. Recurring cost is incurred for each unit or production lot after the design is released.
| Cost group | Typical contents | How it behaves |
|---|---|---|
| Engineering NRE | Requirements, architecture, RTL, analog/mixed-signal design, physical design, verification, project management, packaging design, and validation engineering | Mostly fixed for a defined scope, though schedule extensions and redesigns add cost |
| EDA and compute | Design, simulation, synthesis, place-and-route, sign-off, emulation, verification, licenses, and compute capacity | Usually time- or capacity-dependent; license terms can include fixed and usage-based elements |
| Third-party IP | CPU, SerDes, memory, interface, security, or analog blocks; integration and qualification work | May include an upfront fee plus per-unit royalties |
| Tape-out and masks | Foundry data preparation, mask set, design-rule sign-off, and release charges | Primarily fixed per tape-out; a repeat tape-out creates another substantial charge |
| Prototype and qualification | Engineering wafer lots, package samples, characterization, reliability, compliance, and test development | Fixed or lot-based during development, before volume production |
| Recurring manufacturing | Wafer fabrication, wafer sort, assembly, final test, and production yield loss | Varies with units, die size, package, test time, and yield |
| Production support | Yield improvement, change management, field analysis, and sustaining engineering | Continues after launch and should be modeled separately from initial NRE |
Do not put wafer, package, or per-unit test charges into the engineering NRE line. Conversely, do not call a mask set or prototype lot a recurring unit cost simply because it is paid to a foundry.

Why the work is technically and financially difficult
Many specialist stages must all succeed
The Semiconductor Industry Association describes a path from product requirements and architecture through IC and packaging design, verification, and post-silicon validation. Each stage has its own failure modes and handoffs. A specification change after RTL can force new verification, physical implementation, package analysis, and firmware work. A late silicon defect can require another prototype cycle rather than a software patch.
EDA tools form a large, interconnected stack
Electronic design automation supports design entry, simulation, synthesis, physical implementation, timing and power analysis, design-rule checking, layout-versus-schematic checks, and verification. The OECD’s Mapping the semiconductor value chain (2025, p. 11) characterizes modern design as involving more than 40 individual steps, with teams often combining tools from different vendors. That is a description of the process, not a universal required step count.
Tool assumptions belong in the estimate: which products are needed, how many seats or tokens, for how many months, what compute capacity is required, and whether licenses are bought, rented, or supplied by a design partner. A schedule slip can turn a seemingly fixed license purchase into another quarter or year of expense.

IP reduces invention but adds commercial and integration exposure
Reusable IP can avoid creating a CPU, SerDes, memory controller, interface, or security block from scratch. It still requires license negotiation, integration, verification in the chosen process, and documentation review. Licenses may combine an upfront fee with a royalty on every shipped device. PwC’s Semiconductor and Beyond 2026 estimates that IP license and royalty costs can represent 25–35% of an industry-leading project’s budget; that is a report estimate for a particular class of project, not a universal percentage.
The process node changes the entire baseline
A foundry process design kit (PDK) carries the rules and models that let EDA tools check manufacturability for a node. Moving to another node or foundry changes device models, design rules, standard-cell libraries, memory macros, IP compatibility, packaging assumptions, and sometimes the verification strategy. The OECD states: “The costs of designing a chip vary widely depending on the feature size of the process node, the complexity of the design as well as license costs for EDA tools and IP cores.”
Verification and validation consume time before revenue
Verification is not a final inspection. It runs alongside design through simulation, formal methods, emulation or FPGA prototypes where appropriate, coverage closure, and sign-off checks. Post-silicon validation then exercises real parts across voltage, temperature, workloads, interfaces, and reliability conditions. Underestimating these activities creates the false impression that the project is nearly complete when RTL is merely finished.
Masks, prototypes, and leading-edge complexity create large fixed costs
The National Academies of Sciences, Engineering, and Medicine identifies masks plus design, verification, prototyping, and validation as rising fixed-cost drivers for leading-edge designs. A failed or repeated tape-out can add another mask and prototype cycle, but the cost depends on node, mask scope, foundry terms, package, and lot size. No project-specific respin price should be assumed without a current quotation.
Published cost figures: useful scale, not a quotation
Public figures help test whether an internal estimate is in the right order of magnitude, but they do not replace quotes for a particular design. They may use different definitions of “design cost,” project scopes, dates, and currencies.
| Source and date | Node | Published approximate design cost | How to use it |
|---|---|---|---|
| Semiconductor Industry Association, figures for 2006 | 65 nm | About $30 million | Historical reference point |
| Semiconductor Industry Association, figures for 2020 | 5 nm | More than $540 million | Historical leading-edge reference; SIA describes it as more than 18 times the 65 nm figure |
| PwC, Semiconductor and Beyond 2026, p. 53 | 28 nm | About $50 million | Approximate figure from expert interviews and PwC analysis |
| PwC, p. 53 | 22 nm | About $60 million | Approximate figure; not a quote |
| PwC, p. 53 | 16 nm | About $90 million | Approximate figure; not a quote |
| PwC, p. 53 | 7 nm | About $200 million | Approximate figure; not a quote |
| PwC, p. 53 | 5 nm | About $400 million | Separate PwC estimate; do not merge mechanically with SIA’s $540 million figure |
| PwC, p. 53 | 3 nm | About $500 million | Approximate figure; not a quote |
| PwC, p. 53 | 2 nm | About $700 million | Approximate figure; not a quote |
The SIA and PwC series should not be treated as one apples-to-apples curve. They come from different publications and methods. Use them as sanity checks after defining your own scope, node, schedule, and deliverables.

How to build a defensible ASIC estimate
1. Define the decision and the boundaries
Write a one-page purpose statement before collecting prices. Identify whether the estimate supports a funding gate, make-versus-buy decision, customer quotation, or production plan. Record the estimate date, target launch, geography and currency, expected customers, planning volume, and confidence level.
- State whether software and firmware are included.
- State whether package design, qualification, compliance testing, and production ramp are included.
- Define whether sustaining engineering, field returns, and yield learning are inside the estimate.
- List explicit exclusions so a low number cannot later be mistaken for a complete program budget.
2. Freeze a technical baseline
Describe the intended function and interfaces, die-size or area target, performance, power, operating conditions, safety or reliability requirements, package, process node, foundry, and expected production life. Mark every block as reused, licensed, modified, or new. Record assumptions about memory, analog content, high-speed interfaces, security certification, and test coverage. This baseline is the reference against which scope changes are measured.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitches3. Create a semiconductor-specific work breakdown structure
| Work package | Questions the estimate must answer |
|---|---|
| Product definition and architecture | How many requirements, interfaces, operating modes, and performance targets must be closed? |
| Digital, analog, and mixed-signal design | Which blocks are new, adapted, or licensed, and what specialist skills are required? |
| Verification | What simulation, formal, emulation, coverage, safety, and security evidence is required? |
| EDA and compute | Which tools, seats, token pools, storage, and compute capacity are needed for the schedule? |
| IP | What are upfront fees, royalties, integration effort, and process-specific qualification tasks? |
| Physical implementation and sign-off | Who handles floorplanning, power integrity, timing, signal integrity, DRC, LVS, and final release? |
| Packaging | What package, substrate, thermal analysis, signal-integrity work, and package prototypes are required? |
| Tape-out and masks | What foundry release, mask, reticle, and data-preparation charges apply to each tape-out? |
| Prototype lots | How many engineering lots, packaged samples, and characterization units are planned? |
| Test development | What wafer-sort and final-test hardware, software, fixtures, and program development are needed? |
| Post-silicon validation | Which labs, boards, workloads, environmental conditions, and reliability tests are required? |
| Schedule and risk reserve | What events could cause a slip, redesign, extra lot, or additional license period? |
4. Estimate each work package using the right method
For internal labor, estimate people by role, duration, and fully loaded monthly or hourly cost. Separate employees, contractors, and design-service suppliers. “Fully loaded” should include payroll burden, benefits, facilities, management allocation, and any approved overhead convention used by finance.
For external items, request current written estimates from the EDA supplier, IP provider, foundry, mask shop, packaging house, assembly and test provider, and design-service partner. Record quote validity, currency, minimum commitments, payment milestones, included support, and assumptions about schedule and volume. Public node figures are reference checks, not substitutes for these inputs.
5. Separate NRE from recurring unit economics
Present two linked views. The first is the cash required to reach qualified silicon. The second is the cost of each production unit after launch.
A simple planning equation is:
Fully loaded unit cost = recurring wafer, package, and test cost per shipped unit + (recoverable NRE ÷ cumulative shipped units)
“Recoverable NRE” is a business allocation, not a manufacturing charge. Finance may choose to amortize all NRE, only a portion, or none for accounting purposes; show the policy explicitly.
6. Model low, base, and high volume
Fixed-cost amortization makes volume a central ASIC decision. The same NRE divided by 10,000 units produces ten times the fixed contribution per unit as when divided by 100,000 units. Use the volume that can actually be sold, not total addressable market.
| Illustrative case | One-time NRE | Recurring cost per unit | Planned volume | NRE allocation per unit | Fully loaded unit cost |
|---|---|---|---|---|---|
| Low volume | $20,000,000 | $18 | 10,000 | $2,000 | $2,018 |
| Base volume | $20,000,000 | $18 | 100,000 | $200 | $218 |
| High volume | $20,000,000 | $18 | 1,000,000 | $20 | $38 |
The numbers in this table are purely illustrative arithmetic, not a market estimate. Replace them with your approved NRE, yield-adjusted wafer cost, package, test, scrap, and realistic shipment forecast.

Rank assumptions by their effect on total cash and unit economics. A small change in a high-volume unit cost may matter less than a one-month schedule extension if the extension keeps a large EDA or engineering team active.
8. Document confidence and update against actuals
Every line should have an owner, source, date, unit, currency, quantity, and confidence range. Mark estimates as quoted, benchmarked, modeled, or provisional. At each design review, replace assumptions with purchase orders, signed licenses, foundry confirmations, staffing plans, actual burn, and updated volume forecasts. The U.S. Government Accountability Office’s Cost Estimating and Assessment Guide (2020) recommends this cycle of defining scope, building a work breakdown, documenting data and methods, testing sensitivity and risk, and updating estimates with actual costs. That guidance is general program-estimation practice adapted to ASIC work, not an ASIC pricing standard.
How node choice and architecture change the business case
Use the smallest node that the requirements justify
A leading-edge node can improve performance, power, or density, but it generally increases mask, IP, verification, and sign-off complexity. If the product can meet its targets on a mature node, compare the avoided NRE and schedule risk against any die-area, power, or unit-cost penalty. Make the comparison with the same package, volume, yield assumptions, and product life.
Consider reuse and partitioning as hypotheses to test
PwC identifies reusable in-house IP, chiplets or multi-node partitioning, open-source RISC-V, and earlier EDA/foundry collaboration as options for controlling cost or risk. None is an automatic saving. Reuse can carry royalties and integration work; chiplets add package, die-to-die interface, test, and yield considerations; an open instruction-set architecture does not eliminate implementation, verification, or software costs. Put each option through the same NRE, recurring cost, schedule, performance, and risk model.

Common estimating mistakes and corrections
Using a single “cost per node” number
Problem: A published node benchmark is treated as a quote for a different scope.
Correction: Attribute the benchmark, preserve its year and method, and replace it with project-specific labor, license, foundry, mask, package, and test data as soon as available.
Stopping the estimate at RTL completion
Problem: Physical sign-off, packaging, prototype lots, test development, and validation are omitted.
Correction: Require exit criteria and an owner for every stage through qualified production silicon.

Hiding royalties inside a generic IP line
Problem: Upfront license and per-unit payments are mixed, so volume economics are wrong.
Correction: Show upfront fees, integration labor, royalty per unit, minimum commitments, and termination or renewal terms separately.
Counting theoretical market demand as volume
Problem: A large addressable market makes NRE appear easy to amortize.
Correction: Use probability-weighted customer forecasts, ramp timing, product life, and expected yield-adjusted shipments.

Bottom line for ASIC investment decisions
ASIC development costs so much because the project pays for a long chain of specialized work and irreversible manufacturing inputs before revenue: architecture, design, EDA, IP, verification, physical sign-off, masks, prototypes, packaging, testing, and validation. Advanced nodes magnify the fixed-cost burden, while low production volume leaves less output over which to spread it.
The credible way to estimate cost is not to search for one universal ASIC price. Define the decision, freeze the technical baseline, map every stage in a work breakdown, obtain current supplier data, separate NRE from recurring manufacturing, model multiple shipment volumes, stress the assumptions, and update the model with actual spending. Only then can a team judge whether custom silicon’s recurring-cost or product advantages justify its upfront risk.
Frequently Asked Questions
Is there a universal price for designing an ASIC?
No. Public figures are broad, dated or report-specific reference points. Actual cost depends on node, complexity, IP, schedule, packaging, verification scope, foundry, geography, and production plan.
What is the difference between NRE and recurring ASIC cost?
NRE covers one-time work and inputs needed to reach qualified silicon, such as engineering, EDA, IP fees, masks, prototypes, and validation. Recurring cost is paid for each production unit or lot, including wafer fabrication, assembly, and test.
Why does production volume change the ASIC business case?
Fixed NRE is spread over shipped units. Lower volume therefore creates a larger NRE contribution per unit, while higher volume reduces that allocation; wafer, package, test, yield, and royalties remain recurring costs.
Should a published 5 nm or 2 nm cost figure be used as my budget?
No. SIA and PwC figures use different publications and scopes. Use them as order-of-magnitude checks, then replace them with a project-specific work breakdown and current supplier quotations.
How should a possible respin be budgeted?
Create separate first-pass, limited-rework, and full-respin scenarios. A respin amount depends on node, mask scope, foundry terms, package, prototype lot, and validation plan, so it should not be guessed from a generic percentage.
