Budget smartphones are getting more expensive mainly because memory costs have risen, and low-cost phones have less room than premium models to absorb those increases. Manufacturers are responding with higher prices, altered configurations and cuts to other components. Buyers can compare the exact configuration and checkout cost, consider a carefully vetted refurbished phone, or keep a working device longer.
Why budget phones face greater price pressure
Memory costs have climbed
Memory is a major source of the pressure. Omdia estimated that in Q1 2026, memory accounted for nearly 60% of the bill of materials for smartphones priced below $400, and more than 64% for phones below $99. Omdia also said memory’s share of bill-of-materials costs for phones below $400 nearly doubled between Q3 2025 and Q1 2026. These are market estimates for price bands, not verified parts lists for individual phones. Omdia’s analysis describes the effect on manufacturers and the low end of the market.
Low-cost models have less room to absorb increases
When a phone sells at a low price, manufacturers have less flexibility to absorb higher component costs without affecting the price or specification. Omdia says vendors are raising retail prices and reducing costs in other components, including displays, sensors and radio-frequency modules. It also reports a gradual retreat by vendors from the lowest-priced tier. That can mean fewer choices at the very bottom of the market, as well as compromises beyond memory.

Two widely cited figures describe different things and should not be treated as interchangeable. Counterpoint Research reported on September 3, 2026, that global retail prices for existing smartphones had risen about 15% on average in 2026 to date, while prices for new launches were about 25% higher year over year. These are global analyst figures, not a prediction or a price change guaranteed for every country or model. Counterpoint also reported buyers delaying upgrades, choosing lower-storage versions and turning to refurbished devices. Counterpoint’s report covers its figures and market observations.

Separately, Gartner forecast a 13% rise in smartphone prices in 2026 compared with 2025 because of memory costs. That is a forecast, not a confirmed year-end result. Gartner said entry-level buyers would be more affected than premium-phone buyers. Its February 26, 2026 release said the price surge would push some buyers toward refurbished or second-hand phones or encourage them to keep their phones longer. Read Gartner’s forecast.
These global estimates do not establish what caused a particular price change in a specific country. Exchange rates, taxes, tariffs and local promotions can also affect what buyers pay, but the cited figures do not quantify those factors for individual markets.

Compare the phone you’ll actually receive
Do not compare devices by model name or advertised starting price alone. A model may be sold in several configurations, and the lower headline price may refer to a version with less storage. Compare the RAM and storage listed for the exact variant, the total checkout price and the warranty. There is no universally best specification established by the market figures; choose a configuration that suits your intended use and budget.
Weigh refurbished against new
A refurbished or second-hand phone may cost less than a new one, but the deal depends on the device and the seller’s protections. The Associated Press notes that seller policies vary and that grading labels do not follow a universal standard. Check the return period, warranty, battery condition or replacement policy, seller reputation, blacklist protections and remaining software support before buying. The AP’s second-hand phone guide discusses practical checks.

Age matters because a lower purchase price is less useful if the phone has little support or remaining life. Simon Bryant, vice president of research at CCS Insight, told AP that a phone around three generations old can be a practical balance; he cautioned that devices more than five or six generations old may have lost software support. This is general guidance, not a guarantee for every model. Verify the support status of the exact phone rather than relying on its age alone.
Check identity and network compatibility on used phones
- Check both IMEIs where applicable, and confirm the phone is not blacklisted.
- Confirm that the model works with your carrier before paying.
- Ask what accessories are included; second-hand phones may not come with a cable or earphones.
Keep a working phone longer, if it remains suitable
Extending the life of a phone can defer a purchase while prices are under pressure. First consider the battery’s condition and how much software and security support remains for your specific model. Those details vary by device, so check the manufacturer’s information rather than assuming a phone is still supported because it works normally.

Compare repair costs with remaining useful life
A repair can be worthwhile if it costs less than replacing the phone and leaves you with a device that still meets your needs. Check that any replacement part is compatible with the exact model, and compare the repair cost with the phone’s remaining support and expected useful life. For a second-hand purchase, also account for any missing accessories or likely battery work.
